What should your focus for the rest of the Quest be?

because it is decent now and will be great in the long run as we get more species

because of the sheer power of taking this twice
 
Honestly, I also like the fluff behind Collective Action, that it means that those who Have will be inclined to uplift those who Have Not, it's something that plays very nicely with our other perks so far, so I'm very much in favor of it.
Yeah, but that we need to take it another time to unlock the big mechanical thing kinda sours it, imho.
Not sure we'll actually get to buying it a second time.

All in all unsure what to take with the "need to pick it again to have it update whenever we reach a new high in a development" reveal and the alternatives being so great.

It's too bad that Tree people are too far inside the Shipwright's zone of influence for us to work on seducing them to our side, Also that the Masharn are kind of too powerful to vassalize and are kind of frosty towards us in general
