Among the vanishingly rare masters who can use it not many survive using it once, never mind twice. With this... well you just made an immortal Shih if you give it to one of them. A very-much-not-Faustian item to be handed by a lady with a crown of verdant eyes that burn like the flames of Yomi.

Flowering of the Soul (9 pt. Root Element)
This Element can only be part of a Fascination.
The Splendor strikes its target's soul with the echoes of ancient glory, daring her to be more. A
Splendor must be carved from an Exalt's soul to have this Element. The target makes a
Willpower roll against difficulty 6. If they generate any successes, they gain a free one-point
Merit which allows them to stunt as though they were Exalted. If they generate five or more
successes, they Awaken as a mage. The Splendor can only unleash this Element against a
maximum of three individuals per story. During extended downtime, assume it successfully
creates no more than one mage per month, always from someone with Willpower 5+.

Thinking of reagents, it depends what Wan Xian were and the Wan Kuei are. If they were something like Alchemicals, low tier celestial exalted, then using them as reagents for this might work. Particularly as the Wan Kuei can 'make' people with awakened Chi, as their children naturally awaken it (along with being natural sorcerers).
Of course, if you're going down that route, it may also be worth looking at whether you can redeem the Wan Kuei back into the Wan Xian by extracting the tests to become the later from Yomi Wan and breaking the Curses on the former. Probably quite hard, as in some ways the Wan Kuei are the Abyssals to the Wan Xian's solars.
Would work for mortal qiao users. They burn their lifeforce to use / practice their arts, right? Essence-Stoking Spirit should be able to automatically renew said lifeforce (assuming essence can be adapted to lifeforce, but I think that's reasonable), as long as they practice following their nature, and since it's a religion thing for them, I don't think that's going to be an issue.
I'd thought about that, but my goal was something we could make an AoE item for so it could be used more readily by everyone in his monastery. Doesn't need to cover the whole thing, but a house sized chunk is way more practical than one thing that needs passed around.
They're casters so we can save points by cutting HS and having the abbot attune the thing.
Healing would work, but the cap at the dots of the item once a story makes it less effective at low levels.
If we got a house rule dropping the adornment only clause on essence stoking spirit that'd be nice though.

Also it was ruled that skills can't be imbued via transformation, which you might be referring to, but that doesn't stop the build from working. It works on merits and arcana features. I thought all of that was nixed together, but if it wasn't then I'd agree that an appropriate reward for the ongoing access they've given us to the Qiao would be that tree build directly.

I mean they made an infernal even more of a soak monster, taught her the skills she used to save her friends the day the FCF were born, and will shortly give Molly the willpower recovery meditation needed to go without sleep and use her temp points more freely.
That's a lot even without the other things they're willing to teach, and we'd have none of it if they hadn't taken a leap of faith on what looks like a baby Yama Queen.
Consequences are a thing, but with that and all the other stuff they sacrifice defending people I figure they've earned a little eternal youth in a super but still fundamentally human body.
The only part I have any concerns about would be them getting targeted over it, but that transformation would jailbreak their abilities and allow their most broken elders in both senses of the term to be amazing blenders.
We probably can't afford two splendors for this but if we wanted to help on top of that prodigies are much cheaper and can be very effective.

The transformation grants agelessness, superhuman potential (physical and social attributes can go up to 6, mental up to 7), high starting attributes, and very increased healing (spark of life + rapid healing arcana feature).
I don't think @DragonParadox commented on the viability of this splendor (and there definitely weren't comments on the effect it would have on shih practitioners), but it seems very appropriate.

If it's allowed in principle, then yes, it seems very appropriate. Perhaps gift the tree to the order as a whole, and Divsimar gets power recharge tattoos as a bonus as our personal teacher?

I mean you can make an arcanum with hedge magic (as long as you know the magic or collaborate with someone who does), but not pull the splendor trick with it. If you want to give someone the innate ability to breathe fire that is one thing, but something as complex and circumstantial as hedge magic cannot be reduced to instinct
The same goes for expertise, if you want to build a skill into someone you are going to have to build the person up from scratch. If something is instinctive or reflexive, an ability supernatural or otherwise you can add it to an already existing person, but you cannot cheese the system to give them what is basically another whole person's worth of skills. That would not only get silly very fast, but it would also make training charms pointless.

An iron hammer rests in her hands, the head stained red, though not with rust. Of iron is the plate beneath it upon it crushed almost-human diminutive limbs, Little Folk. From the cold blue glare in the eye of her latest victim it's easy to guess these are Winter's subjects.
"I'll ask you one more time, where is he?" Katherine does not shout, she does not even raise her voice. She speaks and moves as someone who had removed herself entirely from the horror she is perpetrating. "Where is Josh? Where did you freaks take my brother."

Her face swims away and is replaces by that of a boy perhaps five years younger, similar enough that you know you're looking at the presumably vanished Josh. He's alone in bed, the covers had been thrown in a rush, but he is frozen in place, an expression of terror on his face as something red drips from the ceiling slowly, ever so slowly.
"Shh... poppet, let it happen, it's the only way for you now," a voice, thin and oily whispers out of the dark.
So you watch in horror mirroring the child's own as the tainted blood scores him like acid even as the spell keeps him silent. Seconds pass like years then... a release, a Change, his features warp like clay under the sculpor's hand becoming more delicate, refined and then he starts to shrink little by little he becomes what he had Chosen, if choice that can be named, one of the little folk.
The door rattles once twice, then in the door stands Katherine, her face twisted in a rictus of anger and fear, a waking nightmare. She does not see the scene before her as it truly is.
