This option feels expensive, but if we actually want a foreign quarter to happen it's the inevitable result. We are already going to have an imperial Sovereign watching the border; are we going to force them to live without their court and attendants even as a town springs up around them?

I also think that people are underestimating the benefits this option gives to future diplomacy. Both sides attendants are going to be the people best able to interact with and deal with their respective Sovereigns, and we've made a point to the White Sky that part of our method to deal with high realms is the form of imperial protocol, which forbidding a retinue disrupts. Keeping the Sovereigns here happy and invested is going to be of critical importance going forward, and letting them keep their retinues seems the best way to do that.

We can kiss Embassy Town goodbye if we don't get Polar Theocracy favorability. The White Plumes meanwhile are already very approving, the loss here doesn't matter.

It'll force the province to deploy an equivalent force, probably taken from the Count Clans and not the White Plumes.

Beyond the loss in favorability, it's not even unreasonable after what happened. And we are currently at war, having more high realms watching over the place isn't that bad honestly.

Also, on the number side, i feel like the Theocracy will not approve of the foreigner quarter idea, so we kinda need to throw them a bone ?

MoI and WP favour is not as important as PT for that final stretch. Also it just seems like a good idea to have more power here... I don't see a downside in this option. I would rather give up some favour now, than have to make a real concession later because we let PT slip into the negative.

I don't want to import a full power block from a foreign polity, it will make integration and management a lot more difficult. Further, going forward, I'd rather have the ministry at 3 than the ministry and PT at 2. We're going to have to live with and under them, when this is all over, and probably spend them down a fair bit too.

To add my reasoning to this, I think people arguing that we need to throw the WS/PT a bone are missing the forest for the trees.

I get that they want to up security, but frankly the best way to ensure something like this doesn't happen again is to ensure the summit goes as well as possible, which we're already doing. In that respect, I'd rather save MoI and WP favour for the Embassy town negotiations for for better long term security, rather than focusing on salving their concerns in the short term.
