I value getting one more point of White Sky in exchange for a single lost MOI point more than I value getting one more point of PT in exchange for two lost WP points.

We have in the past managed to actually literally skip arguments because of how high WS and ES together are, and so that extra point of WS seems worth it if it's in exchange for only a single lost point elsewhere.
Yes and option 3 gives the exact same boost to WS as option 2 and neither hurt ES favorability.

But more to the point, the only way we actually fail here is if we end with any faction at a negative, and we've got exactly one faction who's in danger of dipping that low.

The Polar Theocracy is the White Sky's chicken to chase, and there's people on that side also invested in how this goes that are better positioned to placate them. I don't think it's Ling Qi's place, standing where she is, to burn that many resources for that little in return.
It doesn't matter if the Theocracy is Jaromilla's 'chicken' this whole thing can still crash if they hit -1. Yrsillar is giving us an opportunity to get a buffer there and it feels pretty short sighted to not take it.
 
Ling Qi did not miss the grave expressions all of them wore. Inzha in particular looked her over with pity, and her husband had his hat tugged low, shading his eyes. Dzintara at least met her gaze without flinching. There was a grim respect there on the woman's painted face.
The various reactions reflects a lot about them as people.

They're pretty good at using Mantles so they understand just how batshit insane what Ling Qi did.

But trust was damaged, even if the worst had been stopped. That such a rebellion had happened at all fed into their own people's fears.
Them being concerned makes sense because a Sovereign rebelling is a big deal.

He did not say that this was partially due to whispers among some of the soldiers and particularly the Jia that baiting out such traitors must have been part of the Duchess' plan all along, and so this proved that this was more than the heir's pet project.

Somewhat depressing but she would take what they could get.

Ling Qi pursed her lips, she had not directly spoken to Cao Chun since before the operation, giving how busy everything still was, but they had traded brief messenger notes. His tone was sharp even in lettering but, he was not able to find fault. Even he had not truly expected the culprit to fight to the death here and now.
Yeah Ling Qi did insanely well.

And the intercession of the White Sky had saved imperial lives. Whatever else could be said of him, she understood that this mattered to Cao Chun, deep in the foundations of his Way.
Cao Chun is for all his faults deeply concerned with the safety of the people.

Well that's interesting. Polar Theocracy is pretty low. White Plume and Ministry of Integrity has gotten to a pretty good level and it's pretty hilarious given Ling Qi's stances.

"More security personnel for our Embassy and greater allowance for security runework within our area of interest," Dzintara said bluntly. "The Weeping Sentinel wishes further support, her full retinue."
That's a pretty big request.

Either of these two for me.

We don't really need the push for more that the middle option give us, especially at the cost of 1 Ministry Favorability "just" to get more White Sky Favorability. The only reason I am entertaining the Fully support option at all is because it also gives us Polar Theocracy, and they have been a bit too ignored for my liking. On the other hand, the cost really isn't something I am in support of paying for the gains, because I too agree that there will come a time, likely in the near future where we will need to spend White Plume favor for something. Likely in regards to more relevant (to us) security of some sort.

So in that case, I vote for this one

I imagine part of the reason for -2 WP for option 3 is it drawing away forces for the upcoming campaign either from the WP, or count clans.

As funny as having high WP favorability would be, it seems foolish to not pull PT favorability away from the brink.

Why the strong push to spend MoI favorability for practically little gain?
Because while some are talking about how we gained White Plume favorability, they're ignoring how our Theocracy favor went from 3 to 1. They're right on the brink, so spending some favor from the Ministry & WP to pull them back from the edge and bring the White Sky back into 'enthusiastic' territory seems worth it.

PT is also the least valuable rep and will be the ones whom we deal with the fewest amount of times.
All of them need to be out of the negatives. It's easy to say they're the least valuable since they don't have a representative character to talk to, but if we have to give up something we actually care about in the home stretch to avoid them torpedoing this whole thing they're not going to feel unimportant.

Yeah, the more I think about it, the more I think we want to hang onto our MoI Favor for now, we've only got two points of wiggle room and we've got two more sections to go after this. This is what they're requesting, let's give it to them, no questions asked.

And Do Note. 0 is not a good result, it's just that it'll likely lead to some foot dragging. Ideally, everyone is at least 1, even the ones who are nitpicky about things.

We have 2 points of MoI flex to last us the rest of the event--given how unlikely it is we'll get more, let's not be cashing it in just yet.
