Anyway looking at the information that's actually more people than I expected and we know that only 1/4 of the Refuges are inhabited. If we get all of the Refuges up and running the population would probably quadruple.
Probably the only real reason we'd bother trying to seriously wheel and deal with the Twin Fuckheads beyond the most cursory needs - anything less logistics-heavy we'd be better off trying to get from some other forge world.

Normally I'm annoyed at the "Tech-priests must learn from Mars" bullshit, but in this case it's a blessing we don't have to risk intra-chapter factionalism in our Techies.

It's far more likely they'd play nice only for however long it takes for them to learn the tech and go back to feuding immediately thereafter. Or they'd try to kill Zel for his impertinent meddling in their affairs and to spite the other Forge World.
Fair concern, and I don't really trust the local admec myself as well, if worst come to worst I guess we can make some stuff in house and try to see if we can reach mars or other forge worlds for relationship building?

That'll be rather difficult though. DAoT relics aren't exactly known for being easily repaired. Even if we can, demographics are tricky things to mess with, just ask the Chinese.
 
I think the best way to deal with the two admech planets is by just not picking a side, and keeping our dealings with them purely transactional. Owing either of them any kind of debt or favour isn't likely to turn out in our favour, so we should avoid that as well.

Thunderowl talked about this before. We can currently repair the abandoned Refuges with current imperial technology. The air filter and life support obviously won't be as good and need more maintenance more often compared to the current running DAOT ones but it's possible just costly in time and resources.

It seems alright at a first glance, but he notices that the progenoids implanted in one of the failed neophytes has a small, discolored area. He hopes is an aberrant mutation, but he suspects it could be a variety of other things, sabotage being the foremost in his mind.

Well that's concerning hopefully we'll be able to sort whatever that is out. We don't need to deal with visions and whatever that is.

Population: 3-4 Billions (No formal census)

Capital: Skloniste (Not official capital, but it is the biggest settlement and the location of the planets sole spaceport.)

Day Cicle Duration (In terran standard): 29 Hours

Overview: Discovered in 974M30 by the 1026th Expeditionary fleet, Luctus was initially classified as a Dead World due to the poisonous mist that covers the planet surface. It wasn´t until 698M36 that the planet joined the Imperium, having been converted to the Imperial Creed by crashlanded priest Cyril Methodius.

Since then, the planet has been politely ignored by the Imperial Authorities, except for the tithe of psykers gathered by the Black Ships. Since the planet is covered in ancient ruins of the Dark Age of Technology, the feuding Forge Worlds of Smilnay and Milan. sent expeditions into the planet in 065M37, both of them perishing in 068 M37. Since then, the Mechanicus has not established any significant foothold on the planet.

Due to the hazardous atmosphere, the Luctusian live in Refuges, city size underground shelters from the Dark Age of Technology. Due to the dangers of traveling through the Mist and the myriad of predators lurking there, the rulership of the planet isn´t centralized, with every Refuge being independent from one another. However, Refuges mantain a cordial relationship with one another, with civil war being almost unheard of.

The planet has a technological level on par with a Civilized world. This is due to both the technological marvels of the Refuges and the effort of the Stalkers. Stalkers are tech-scavengers that brave the dangers of surface in search of valuable archeotech and more mundane utilities and materials. In order to protect themselves better and to guarantee the survival of their families when the Stalkers perish during an expedition, most Stalker belong to one of the various Stalker Guilds, which act as both a union and as middleman between the Stalkers and the Refuges. While betraying a member of one´s Guild is a deadly offense, is not uncommon for Stalkers of different guilds to fight each other for loot or in pursue of a grudge.

In 743 M41, the world was chosen as the Homeworld of the Mist Shrikes Chapter of the Adeptus Astartes

-The local fauna has names such as the Mist Deer, Shroudwolves, Flesh Grinders, Marrow Eaters and Great Devourers.

How do the various Refuges trade with each other? via caravan? Also are there oceans on the planet? By the way, in the Deathwatch Rulebooks, Librarians from founding chapters get signature spells e.g. that Salamander firebreath spell and Raven guard cloud of "ravens", since we are technically a founding chapter, will our Librarian also get a signature spell? Like a howl of the downed which freezes foes in terror?

We're not instituting policies on how many kids you can have or dictating who one can or can't marry. We're just fixing up Refuges and preventing people from dying to Mist exposure. All it would change is the max population capacity and the rate of unnatural death.

Those chapters also has 10,000 years of research and experience. We are night lord who didn't arrive with any Librarian at all and well Konrad hated psyker a lot and that attitude spread to the legion that the fucking first captain had to hide his ability from everyone.

Alright, but how about my first two questions then regarding trade and if there are oceans on our planet?

I think that's somewhat unlikely, beyond a few radical voices here and there. If that was the majority opinion on each side of the admech divide, they just straight up would not be able to do their jobs effectively.

For the serfs, you have to keep training them. About the informational, I´ll add it tomorrow.

Caravans or armored convoys in the case of the richer refuges. There are oceans, although smaller than the ones on Earth.
