Going against the grain and actually suggesting the Psychana instructor for now. The training received from a Psychana instructor will still be acceptable at the very least and the molding of the neophyte's ideals will be more in the hands of the chapter. This is also the best decision in terms of info sec. We want our first Librarius recruits to be loyal or it all could come crashing down.
 
I think we should reach out to our Space Marine neighbors next turn, especially the Dark Angels successor just to make sure there's no hard feelings about us taking over some of their old territory.

The Forge world issue is going to be a pain and I very much doubt we can solve the issue of them hating each other. We're either going to have to balance our relationship with both or find one we like and commit to them.

@ThunderOwl Can you tell us any more about Luctus? Like what the approximate level of technological sophistication is or what the population numbers are?

I would have asked about its pre-Age Of Strife history but I imagine that is meant to be uncovered via the excavations.

True, but this guy is a Lord Sector. Much higher in the pecking order. He should have more then enough clout to survive pissing off a Chapter Master, especially a new one. Still a dump idea, but hey.
Sector Lords are actually more than a bit underdeveloped lore wise. We don´t even know what they are doing really. Because at Sector level of the imperial hierachy the various Imperial Adepta start throwing their weight around, so whilst a Sector Lord certainly should on paper be more powerful and influential than a Planetary Governor. in practice he is rather limited due to all the Adepts taking orders from Segmentum Command or Holy Terra and interfering directly with governance. Everything we hear about imperial governance makes these guys position sound like figureheads without true responsibility and power.
It is worth noting that the Sector heads of the Adepta are influential enough to say no to an Inquisitors "request". Either by bureaucratic stonewalling or getting another Inquisitor to countermand that order.

I think you're giving the position of Sector Lord too little credit. If Marius Hax is any indication, the High Lords are the ones directly responsible for appointing Sector Governors, and that means they get a lot of leeway in managing the other major organizations of the Imperium because, for example, if a bishop starts accusing one of not donating enough money to the church, the obvious counterpoint is "I got my job with the approval of the Ecclesiarch himself, you got a problem with me you can take it up with him and his colleagues."

There's obviously a lot more to it than that, and most of a Sector Lord's direct power will still come from friends, favors, blackmail material, personal military force, etc. but that's the case with pretty much the entirety of Imperial politics. What Sector Lords have the most of is potential. Because they are responsible for actually ruling over an entire Sector, they can go a lot further in terms of asserting authority than, say, a Lord Admiral, before they reach the limits of their assigned powers.

Classification: Death World

Administratum Tithe: Aptus Non (Adeptus Astartes Homeworld)

Population: 3-4 Billions (No formal census)

Capital: Skloniste (Not official capital, but it is the biggest settlement and the location of the planets sole spaceport.)

Day Cicle Duration (In terran standard): 29 Hours

Overview: Discovered in 974M30 by the 1026th Expeditionary fleet, Luctus was initially classified as a Dead World due to the poisonous mist that covers the planet surface. It wasn´t until 698M36 that the planet joined the Imperium, having been converted to the Imperial Creed by crashlanded priest Cyril Methodius.

Since then, the planet has been politely ignored by the Imperial Authorities, except for the tithe of psykers gathered by the Black Ships. Since the planet is covered in ancient ruins of the Dark Age of Technology, the feuding Forge Worlds of Smilnay and Milan. sent expeditions into the planet in 065M37, both of them perishing in 068 M37. Since then, the Mechanicus has not established any significant foothold on the planet.

Due to the hazardous atmosphere, the Luctusian live in Refuges, city size underground shelters from the Dark Age of Technology. Due to the dangers of traveling through the Mist and the myriad of predators lurking there, the rulership of the planet isn´t centralized, with every Refuge being independent from one another. However, Refuges mantain a cordial relationship with one another, with civil war being almost unheard of.

The planet has a technological level on par with a Civilized world. This is due to both the technological marvels of the Refuges and the effort of the Stalkers. Stalkers are tech-scavengers that brave the dangers of surface in search of valuable archeotech and more mundane utilities and materials. In order to protect themselves better and to guarantee the survival of their families when the Stalkers perish during an expedition, most Stalker belong to one of the various Stalker Guilds, which act as both a union and as middleman between the Stalkers and the Refuges. While betraying a member of one´s Guild is a deadly offense, is not uncommon for Stalkers of different guilds to fight each other for loot or in pursue of a grudge.

In 743 M41, the world was chosen as the Homeworld of the Mist Shrikes Chapter of the Adeptus Astartes

Trivia:
-The local fauna has names such as the Mist Deer, Shroudwolves, Flesh Grinders, Marrow Eaters and Great Devourers.
-One of the most popular spirits of the planet is a liquour called gorionik za usta, with a taste described as "a melta shot to the mouth" and enough strength to knock unaugmented men unconcious after driking a shot. The locals drink it in flasks, glasses or straight for the bottle.
-The Luctusian penal code only has two sentences, hard labour and expulsion out of the Refuge without a gasmask.

Honestly if the two forge worlds are pissy at each other because they blame each other for losing the ability to produce volkite tech couldn't we just...send zel and tell them to shut up and if they play nice we'll give teach them what we cna about making volkites? Of course that's for when we get a bit more set up in the sector.

Also I have been considering doing a 'daily rituals of the mist shrikes' because I thought that would be funny.

That was for the original reason why it started but since then there been 10,000 years worth of blood and grudges between them.
 
Anyway looking at the information that's actually more people than I expected and we know that only 1/4 of the Refuges are inhabited. If we get all of the Refuges up and running the population would probably quadruple.

It's far more likely they'd play nice only for however long it takes for them to learn the tech and go back to feuding immediately thereafter. Or they'd try to kill Zel for his impertinent meddling in their affairs and to spite the other Forge World.
Yeah like I said earlier in the thread let Zel teach his students all of his knowledge first because I don't trust the Mechanicus enough to NOT attempt to kidnap him.
