Yrsillar is such a tease this chapter. First, the husbando wars. Then, the flute quest. Now this horrible vote!
I see it as short term gain vs long term gain. Option 1 feels more long term and option 2 feels more short term. But getting two projects for the price of one sounds delicious. I'd say go for Xiangmen, Fortress of Tsu + Primacy of Beasts, for the contrast. Especially if it's during the summit.
Option 1 feels like it'll help in the long run though. I'm curious about those extra options. If we can add Music to Cathedral of Winds then I'm all for it! It'll be really beneficial to our clan! Plus supporting Yu Nuan means supporting the Ling clan.

Awesome! That is our second ingredient we've collected for our flute after Grydja's petrified sacrifice for the wood. We have materials that are attuned to our dark and cold affinities and now our lunar affinity as well. Not sure if we'll need another ingredient for wind or dream or something but we'd definitely need a crafter. And since we want this flute to last well into the highest realms and we have what is likely prism grade wood from Grydja we are gonna need a sovereign to craft it.
The moon may do it on our music quest, maybe Jiao or Xin. That Meng crafter would be perfect if we could get another favor from the Meng. And then perhaps the craziest option is getting shenhua to craft it as a reward for a job well done
We really need to gain another favor from the Meng so they put us in contact with that 6th realm musical instrument crafter.
I don't regret choosing the composition notes and the geomancer (which I think we'll unlock at Hamlet), but high quality crafting materials just keep falling into our laps. We need to make them justice and turn them into a kickass cold-moon flute.
Luckily, we are already slated to meet with that Weilu Conservative(?) uncle of Meng Dian after the Summit. If the Summit goes well and we can bring him towards the Reformists, that could be our in.
Both options are really tempting. I have been one of the advocates for cultivating BKSD more. If the second option was a permanent thing, halving the total projects required to master BKSD, I would have jumped straight into it. But, as it stands, saving a single project is pretty nice, though nothing groundbreaking.
Though it's true that we could pass such notes to all of our household, including Yu Nuan and any descendants. BKSD is actually extremely fitting for Yu Nuan, just look at her performance in our Inner Sect duel with her.
In fact, if we want to stablish the Ling Clan as a Weilu Reformist clan, making BKSD one of the clan's staple arts would be a good step in that direction. Regardless of this choice, we should offer Yu Nuan to learn BKSD once the adoption is officially concluded.
On the other hand, if the first option was just getting Yu Nuan better talismans, I would dismiss it. A temporal talisman would be pretty underwhelming against getting one extra project for free.
But the improvement to the Cathedral of Winds Quest, and thus most likely site, is a long term benefit for ourselves and any music cultivator that ends up in our fief. And yes, even if the option says "Cathedral of Winds Quest gains additional options", I read it as improvement.
The Cathedral has been related to music since the moment we found it. The mermaids living there use alluring songs and refer to the cristal spirit as The Piper. It's all but assured that the site will gain Music bonuses once we develop it.
Thus, an option unlocked by getting high quality wind-music materials can only mean that such bonuses will be strengthened. MoSS was hard to cultivate because we didn't have many bonuses to it. So this option would help to develop all of our music arts, no just a single BKSD project.
