[X] Use this for what it is a greeting and a token of friendship. Talk to Jaromila about her journey and troubles and share some of your own. Some information will pass between you, but you won't fish. (Bolster personal relationship more, for reduced information.)
Picture, for a moment, a decisive future vote. We want to push for something that, while very beneficial if it works, might also look dangerous. Something that might leave one side or the other at a disadvantage if the other side reneged on the deal. The odds are unlikely, because we are dealing in good faith, but they can't accept unless they're sure of it themselves. How do you convince someone that you're dealing in good faith? You ask someone who knows you well enough to vouch for you. The Polar Nations trusts Jaromila as one of their own, advancing the interests of the White Sky and the Polar Nations as a whole. If Jaromila trusts us, understands us well enough, that could carry us through critical diplomatic roadblocks further down the line.
And I must stress, this is the only real opportunity to build such personal trust between members of the two nations. We're the only Emissary on the imperial side, and our personal contact with Jaromila extends well prior to the big meeting here. If anyone's in a position to understand and be understood well enough to breach the veil of distrust, it's us and Jaromila.
