I think these two offer the best direction forward for the summit.

I'm approval voting for now.

Sun Shao didn't have full control of Red Garden before the marriage, and even after the marriage it has likely not been enough time for him to claim every major city in Red Garden for the Empire. I believe he'll be consolidating control in the cities that were sliding, and establishing that Port City.

I believe he's heading South to prove that he can leave Red Garden now, and potentially to prove the extremely scary idea that he can expand Red Garden with Wifey's help.

Knock some rust off the troops in-regards to offensive campaigns, absorb more manpower and land, turn right around and start on a campaign to retake the cities we know Sun has taken-but-since-lost, push his border right up against 1000 Princes, there you have a perpetual raid target that the Jin already hit regularly. You'll also have a border with who we know to be Tangled Pines for raiding, but ideally we can temper how intense that gets.
~

This makes Emerald Seas the "carrot" of diplomacy to Sun Shao's "stick" towards the Polar Nation polities. Having Emerald Seas and White Skies develop a mutually beneficial peace agreement will help reduce the idea that the only outcome for Pines and Sun Shao is to go to war with one another. At the very least, it should help keep a Pines/Garden war from dragging us and White Sky into a war against one another as well. Reducing the odds that such a point of conflict blows out into a National-Level War is very good, and it'll be important to be able to contrast the rate of recovery/stabilization/growth both Red Garden and Emerald Seas will experience with very different approaches.

we want to make as many parts of the White Skies happy with the Emerald Seas as we can. We want as many people as possible to have buy-in so that we can weather later border friction between our two neighbors which is probably inevitable

I think we should be proactive on what will get but in. Yes it will tip LQ's hand on how much she wants the talks to go well, but that's hardly something unsympathetic to these two.

The whole point of the White Sky actions is to find out their interests so we can plan accordingly.

How about we not become someone who was famous for failing in the end?
You know that's a mashup of the names Tsu and Sudica right? And it's probably pronounced exactly the same as Sudica? 'Don't aspire to be like this incredibly successful historical figure in this setting, their name sounds vaguley like an IRL figure who's famous for losing in the end.' Sounds pretty silly to me.

And Yrsillar would have to speedrun down the trashy Xianxia cliché ladder from our current position to put Ling Qi in a position that remotely resembles the start of Boudica's legend. We're not going there.

That does not appear to be a modern (any time since ~1900) name (less than 5 people born per year, which is a really easy target to hit), nor a significant name at any time in history. The only reference is some obscure Slav title in a large list of others. The only "-dica" name of (very minor) note is "Indica", though occasionally we see a handful of "Boudica", "Naudica", or "Ed[d]ica".

"Boudica" and "SIDS" (as in dead babies) are the main search results for "Sudica", along with a few real or fictitious organizations.

Sudica is a figure of note WITHIN THIS QUEST

In case you've forgotten Sudica is the White Sky God of Emissaries and Diplomacy, who ascended as the Capital City of the Polar Gates.
Could you tell me more of Sudica. She seems like the patron of Emissaries."

"She was the first," the girl replied humbly. "When the Daniar and the other New tribes arrived through the gates, Sudica and her sisters were those who wisely saw that allowing old and new tribes to war would only bring victory to the Outer night. She gathered the first great althing, and laid down the first laws of the confederation. In her apotheosis, she became the face of early winter, who prepares us for the Night."

Also mentioned in this most recent chapter.

"Not Sudica? I was under the Impression, that she was the founder of your nation," Ling Qi asked.

"The Sceptre is respected, but is only upon the holy triad in the Gates and the White Sky," Rostam said. "She does not ride the steppe, nor walk the bogs. My cousins in the deeper lands only revere her on the days that everyone comes together to scream at each other in the things and kuruldaans," Rostam chortled. "Naturally, my Inzha and I like her rather better!"
