This one feels more specific to Xiangmen in particular, while City of Art and City of Light are more general to any old, powerful location. None are entirely unique or general, it's something like 2:1 vs 1:2 on u:g with Wonders vs Art/Light, but I'd rather see what we can see rather than seeking to fit it into our own mold.
