So if I got it right, at current rate we should squeak into our quota if we stay at our current production for all the remaining goals if I got how production works right.

Clones: 95 Points Remaining (+5 SS) +32 per turn= +33 over goal by Q4
Blasters: 102 Points Remaining (+3 SS) +26 per turn= +2 over goal by Q4
Armour: 102 Points Remaining (+3 SS) +26 per turn= +2 over goal by Q4
Starfighters: 24 Points Remaining (+4 SS) 12 Per turn= +24 over the goal by Q4

So really the only thing we need to worry about is our resource stockpile and implanting the chips.

We should focus significant amount on understanding the chips so we have a chance to do something before all the chips are implanted.

Lets at least work thru the phase 3 improvements before any inflation occurs do to the clones being to old. We can still research with free dice in the meantime. It'll only take the next 2 Q to almost finish them up then we can finish it off with all the leftover die we don''t spend on Endurance in Q3.

This exactly. Slow roll the chips, but make visible progress every turn while barrel down the investigation as fast as possible. There might, and probably will, be another action after investigate to actually alter the chips so we need to account for that as well. Frankly I'd suggest dumping three dice into investigate.

We can make do for with two free dice for now and rush our gene mods to Phase 3 before inflation from the clones aging set in and unless we roll low we should be able to still finish researching inhibitor chips by Q3 BBY 29 Results.

So, this is basically a plan that keeps most things moving forward but puts a lot of dice into getting to the bottom of the chips. It won't finish the chips this turn but it should put us in a good position to finish it next turn.

I also worry if there's some narrative effect we don't see of dumping dice all once into the investigation. I mean it naturally means more activity and getting caught would be really awkward.

Right now the Force wants to force the Jedi to embrace attachments in a correct way...or get exterminated by the Sith for resisting such a change, as being heralded by "fated to fall in love Anakin 'Chosen One' Skywalker and Padmé Amidala". Which means? The Force is gonna cover for us just fine. Don't worry about Force future sight. Many forget that the Sith and Jedi are only as powerful as the Force lets them, all to achieve its eldritch objectives.

There is a good reason Kreia went nuts from sheer rage at the Force.

That is incorrect. Free Dice have the same bonuses as any other dice in the category that they are used in.
 
The only problem I have with your plan is that you're grabbing Paper Pushers instead of Paperwork, PP only give us a +3 on admin rolls and still needs to roll the exposure where as Paperwork gives us +1 Free Dice.
I dont really hang on paper pushers, but paperwork is like 9 dice away and we wont really use that die in the next four turns in my "Stay below budget" plans. So I'd rather finish paper pushers first.

Fair criticisms. But I think shipyard should be done if only for prep for next 3 year plan. Because you know that the Sith will be adding starships to the plan requirement sooner or later. Removed the other two stuff.

Literal precogs aren't really an insurmountable threat. the issue is more plot backed precogs, or something the caliber of Path To Victory from the worm web serial. Because well, there is only so much that could be done for the sheer number of potential futures that probably exist, so merely tossing low probability moves against them should eventually work.
