Thoughts:
Our cultivation art remains a priority. Improvements will likely give us extra experience, base or otherwise. Plus it gives a ton of concept increases in place of direct power. Best to not neglect this.
For this particular turn, it'd also be nice to tie one of the PLR improvements into the dream exploration.
The math cabal will likely tell us more about how we should order projects later, but for now anything we can get double successes on is fine, as is anything we'd need multiple extra bonuses to get double successes on.
