I am going to assume we accept the terms in this analysis. So next turn, we are going to have 2 Authority and 5 Influence to work with next turn. For those wondering this is because of the Authority/Influence cap as we can only have ten of those two things combined.

I'm thinking that we look into peacing out the Black Sheep next turn and opening up communications with the Highlanders since we can now afford the Influence loss of doing the latter. Not sure beyond that. Maybe some favourable trade deals to improve opinion and lower prestige? Or perhaps taking out some loans from the Kus?

Peacing out the Black Sheep probably means we reach 69 prestige, the Khem come to us with their ultimatum which, if we accept, means we need all the Influence we have.

Then again...

Conquering 1/5th of Thunder Plateau gave +2 Prestige. Adding to 2/3rds gives +5 prestige. So, by this estimate, 2/3rds of Thunder Plateau gives 7 Prestige, which means the remainder 1/3 might only be worth 3.5 Prestige, for a total of 10.5. So there is a possibility we don't actually reach 69.

We should build up a further Prestige buffer to make this more likely, and then take try to peace out the Black Sheep. More loans (which we'll be needing anyway if fighting Khem), maybe throw in an unfavorable trade deal with Amber Road.

Edit 2: but if and when we do this, also be ready for failure.

Edit 3: A Vynta unfavorable trade deal (bringing their opinion to 7/10) might be good if we want them to contest the embargo.

Might lead to high labor high productive farms. Why? Unless the farmers form a communes to manage larger plot of lands, farming wheat and other staple aren't really practical, and we already are going to gain a further breadbasket with the conquest of Ukraine anyway.

We are winning, quite decisively at that.
Peacing out would jump our prestige, not something I am looking forward to.
I want to see where we get with the rebels first, actually.
 
Though, considering it looks like we could stave off the demand until the Black sheep are conquered, we would actually have a decent chance to fend off an invasion. Honestly, the biggest problem may become the economical ramifications of an attempted embargo due to the numbers freed up by ending the black sheep front.

The smaller plots is more "no latifundia" rather than "20 different plots in every village".

As for how they'll select their administrators, that's why it's a step towards democratization rather than actual democracy.
 
Eh, scratch their thought. The administrators can still tell the farmers to farm the same thing and work together as if they were a larger farm.

Sure, but we're also relying on some pretty large scale ecosystem engineering for our farming and that takes coordination at scale. It's not dramatic and we can definitely give it to them but I'm not convinced it's an improvement.

As for how they'll select their administrators, that's why it's a step towards democratization rather than actual democracy.

Are noble republics closer to democracy than absolute monarchies? Both kinda require a revolution to get there most of the time :V

We cannot maintain the Mass Levy forever. Even if we can pay for it all, we got social and morale concerns from 'setting the polity on fire to go super saiyan'.

True. But your previous wars were much smaller in scope, and didn't involve setting the polity on fire to go super saiyan.
We are decisively winning and we have the threat of the Khem ultimatum. The sooner we end the war with the Black Sheep, the sooner we can end the Mass Levy before its negative effects begin to show and the greater the chance we will be able to use the Mass Levy against the Khem if we end up going to war.

People worried about the prestige seem to be missing the fact that winning through force of arms would result in prestige too. This let us close the war sooner to get ready for the fallout.

Speculation fever ("Ymaryn victory is inevitable, better to be the creditors, it's a sure thing!") also seems to have started, so the next few turns are probably the best time to take out a bunch of loans to build up that Prestige buffer, just in case it works for Thunder Plateau (and Treasury buffer against Khem partial blockade in case it doesn't).
 
I believe I said this before, but we can either take Western Wall and the Black Sheep in a war or we can take Western Wall and the Khem in a war. We also know that the Mass Levy won't be sustainable forever and the Khem will give their ultimatum when pass them in prestige. Because of this, I feel we should try to peace out the Black Sheep now we got them on the ropes and still have something of a prestige buffer with the Khem. That way Dragon General Dafydd and the majority of our forces will be freed up to deal with threats as necessary such as reinforcing the Western Wall front or the Khem invading.

I know that some people are hoping to avoid war with the Khem, but we should consider the possibility of giving in to their ultimatum being more painful than going to war if we can afford it. For example, giving in being the last straw for the revanchists or something else unacceptable bad like that. To this end, we should try to set ourselves up to be ready for a war with the Khem just so that option is on the table. This means peacing out the Black Sheep as soon as reasonable possible so we got those forces freed up.

I also want to point out the possibility that the Khem might not wait until we have overtaken them in prestige as they might do a little pre-emptive strike if they think that they are ready for war, but we aren't and we are going to overtake them in prestige. I don't want to still be bogged down in Thunder Plateau should the Khem decide to make a surprise attack.

Yeah, two things.

First this sets up a better form of government and is essentially them asking us to do what we are already doing with minor changes. This pulls power away from the nobility and gives it to the priests and rural workers, both good things.

We also want TP to be as self administrative as posible. They are going to be a bitch to manage unless they essentially manage themselves and send taxes. They are on the edge between being a colony and a province due to how large the information lag getting through the mountains is.

So democracy and weak nobles allow priests to wander through fixing problems while the land more or less self administrates. Yeah, getting their taxes home is a pain, but we don't need to get involved past that. The king won't be worrying about picking nobles or anything like that.
