The ice ladies route connects us to a major power, but not at all ducal level much less empire. When the cloud tribes united under Ogodei we saw they were about on par with a duchy. That was the whole of the tribes (excepting maybe a few dissenters). The White Sky alliance isn't nearly there. I am pretty sure this is just incorrect, and I am for the tourney route. The white sky is clearly a ducal level polity tied to a major power. They have immense resources and are building a super project.
I'm somewhat irritated by the way the 'details' have been laid out. A number of subtleties in the wording are tilted towards the Sect, such as phrasing the Ice Diplomat's effects on relationships specifically as a decrease of relationship with the Sect. People dislike penalties/loss more than they like gains, this is a basic psychological fact.
Seems more like the actual facts of the choices being tiltes towards sect (in this particular respect) than anything involving subtleties of the wording.

White sky is a confederation that is primary ice witches that is currently absorbing nearby cloud tribes. This confederation is 1/4 of the larger confederation 'Nation of the Polar Gates'. White sky is basically the Emerald Seas of the Nation of the Polar Gates. Their not the richest, or the most powerful, but they are a major part of a larger nation.

The White Sky is an old Confederation which is one of the 4 confederations which make up the Nation of the Polar Gates. The Cloud tribes are a recent addition and were essentially added to the province. Its basically a duchy.

so this is the water turn that was mentioned a long time ago. The basic idea behind this plan is to use the two big water pills this turn and cultivate our 3 water arts to get a massive multiplier to those water arts and to our physical cultivation. 4 AP will max out Roaming Moon's Eye with 100% chance and 3 AP will get us to the current cultivation cap of Winter Hearth Resounding (level 5) also with 100% chance. For Unstoppable Glacier's March we can get 2 levels for sure with 3 AP and we have a good (83.2%) chance of getting to the cultivation cap of level 5 too.
We could do a 4th UGM action to guarantee getting it to lv5, but that would mean a lot of overflow xp and sort of risks wasting the AP, if we do get to level 5 with just 3 actions.
Thanks to the pills our physical cultivation will get a major boost to Bronze 4 and we will get a huge amount of extra xp, to help it catch up a bit to our spiritual cultivation.
This leaves us with 1 free AP and since we are already mastering RME, we could also modify it afterwards. (note: it is still a free AP, so if you want to do something else instead, just copy the plan and change that part)
The RME modification I would like to see is to turn it into a hearing based perception art instead by giving it the music keyword. Of course this wouldnt turn Ling Qi blind. The main idea is that an auditory perception art would really fit into Ling Qi's musician theme.

For RME I don't love Music but what about a Memory keyword, shifting the Art towards a theme of postcognition, forgotten secrets and echoes that'd fit perfectly with our Hidden Moon cultivation in uncovering lost secrets and learning from the past.
We replace the third tech we never use with Postcognition tech that lets us sense the memories of objects, people and locations, getting snapshots of their past or a description of their history. So that we in the future can do things like Ice Spirit memory dreams, restoring old artifacts and becoming an expert investigator and archeologist. Imagine finding a talisman or location and learning its history by experiencing it.
We turn our moon wisps into Ling Qi raising spirits of long lost secrets, which we in the fourth realm can develop into using actual Hidden Moon spirits as spies and creating Mini-Qis like from our Domain Integration. We keep Inquisitive Study as is except themed around secrets and echoes, both echoes as sound that even the subtlest footsteps leave and as more conceptual echoes like the faded intent of a crafter in their work. So we recognize Ling Qi's feat during the Underworld mission while keeping it open ended enough for creative uses.
We tie Music into our Social Perception in our future Social Art instead, since Music as Perception should be about understanding and being understood. And shape our general Perception and Academics Art around Hidden secrets, lost history and memories since we don't want to have to play music when sneaking about or studying in a library (shush!). It's a lot more interesting and in-character for Ling Qi that way.

I guess my perspective, from the position of someone who wants to merge HDW/RME in our successor, is whether or not this modification is a necessary step to get to that? Or if it's just something that could be merged in as part of that process?

Hey if someone had omake points (I have a couple half written one on my desktop i made earlier i havent yet fixed up and posted), would the addition of omake points make it noticably more likely to happen.

We chose Academics and Clairvoyance over Precognition and Postcognition would be a continuation of Academics, specifically Ling Qi's affinity for studying the past. Transcending that into doing it literally since she's more about experiencing things than learning about them from books. The thing with basing our perception of memories is that we can look at an object as we would a song or an art piece, as a story with personal meaning. We can look at a static object and see its past and listen to its echoes, giving us everything we would get by basing our perception on hearing but with added flavor. Flavor that actually makes sense as something Ling Qi wants rather than just something she can do.
We lose husbando candidates? Like the two I can think of is either probably gonna follow us due to capitalism (Bao) and the other I can see us recruting if we play our cards right (Xuan Shi).
Off the top of my head:

So I guess for a basic RME mod building towards this, I'd be looking for just adding in music and getting musicified versions of the RME techs? And maybe I guess a question around whether or not we cannibalise Watchful Moon Analysis (which we don't use) to enhance perception further (ideally increasing the "secrets" theming like I suggest below for #HiddenMoon)?

Channelling qi to their ears, the user greatly enhances their hearing, allowing them to pick up details that they would otherwise miss. Merely enhancing hearing is, of course, a trivial exercise though, and the true focus of this art is on learning how to filter all the information revealed, and to identify what is important. Through meditation on the nature of secrets and connections, the master of this technique may pick out the finest of descrepancies in the environment and people's behaviour, honing in on attempts to hide things with supernatural ease.

Mastery of the melody has woven it into the background flow of the users Qi. While using any Music Art carries the musician's perception among her listeners out to Very Far Range, allowing her to clearly hear and see any one of them, regardless of distractions, so long as the songs echoes last. While the song lasts the users Social Perception is increased for the purpose of opposing Social Defense Arts. In combat Perception and Hit are increased instead.
Seeking Moon Fairies: B
Duration: Persistent or Upkeep 8
Conjures 8 coin-sized silver fairies in the image of the user. Expressions of the Diviner's curiosity, these fairies seek their parents interest eagerly. The creator may see and hear from the wisp's position as if they stood there themselves, and the multiple perspectives may greatly enhance the ability to triangulate distant sounds. The wisps ignore wholly physical obstacles but cannot travel further than Distant distance from their creator on their own. However, this distance may be greatly increased if they are tied to a location or person the user has a strong connection too - up to 5km x SL.
Perhaps the greatest strength of this technique, however, lies in their use as projections of the user's presence, acting as a relay for the other techniques in the art and allowing the user to greatly expand the range of their perception.

Weaving song on the threads of the musician's bond with her allies, this piece allows the musician to communicate with their allies over long distances - up to Distant range with no assistance. If however targets have already been connected to using the Seeking Moon Fairies or Whispers on the Wind, then that connection can be used to apply this technique over much longer distances as long as it is active.

For one who has the time and ability to listen to the winds, it may be found that they can carry information over quite the distance if one has the ability to amplify their song. The user is able to listen to people or locations in clear detail up to 40 kilometers away with perception equivalent to their own base Perception. This viewing may be opposed by arts or talismans of various types, in which case the users combat perception is used to determine success. use may listen to up to three targets with a single use of this technique.
Perception strength depends upon familiarity and the strength of the users connection with the targets. Good connections are easier to find and enhance, allowing the user to hear in such detail that they can almost see all the detail in the location, while unfamiliar targets without a strong connection to play on may be suffer significant penalties to detection and sound quality. Despite this, however, for one blessed by the Hidden Moon and attuned to the sound of secrets, signs of hidden places and people may be much more noticable than one might expect for their familiarity....
Winds of Winter Yearning: C
Duration: Persistent
This piece is not played aloud for mortal ears, carried on the flows of the users qi, this soft and ephemeral melody is the music of winter winds rattling windows and tugging at roof tiles. No more than pleasant background to the listeners closest, but a song of exclusion to those outside. While active, the user and up to three allies in Immediate range are shielded from outside scrutiny, increasing their effective social defense against viewing arts.
Alternatively, the technique may be combined with others in the art to attempt to protect them against the perception of enemies. When active, opponents must pass a perception check against the user's stealth + music skill in order to detect the songs and communication.
Xuan Shi is the most recruitable person in the sect besides Meizhen. He is interested in us, his family is in interested in the Cai and Zhengui, the Xuan do a lot of foreign diplomacy, and they are fairly interested in foreign trade in general. Ice ladies are far away, but any exotic products could easily be shipped to the Xuan by river and then by traded for different exotic products from other civilizations.
The Xuan as prospective allies are going precisely nowhere, and Xuan Shi is their best point of contact with us. Their reasons for wanting to make further inroads with us are entirely orthogonal to the Sect - namely, Zhengui.
Diplo might even accelerate their contact timeline, now that I think about it.
We're gonna be subordinate to the Cai basically forever. We made that choice already. Hell, short of a miracle where we somehow catch the eye of the Empress, it's the best and most prestigious option available to us.
Well, remember it's a story. A white LQ might very well catch the empress eye as part of the plot. But even if it happens that's a very long way from now
