If it does, however, the pun is bad and you should feel bad.
 
Right. So an assassin who killed some street level hero's before going after villains and criminals for kicks.

Has a habit of changing his accent for giggles.

And is likely a batman villain from way back given the predominant use of Batman villains when names got dropped. Older due to general age as shown.

Anti-gov or at least anti-brit, possible (former) nazi or commie theme?

I don't know how you get a spider pun out of 'Harold Rheam' though....and something tells me it's not going to occur to me three hours from now.
 
Albion comic gets a tentative link to Cursitor Doom and his castle, which are established in Gravyen's 'verse.

Age wise, assuming a Lack of comic book time compression or something like the 7 Soldiers age reduction, time line wise would put him somewhere in about the right age bracket for this.

And as stupid as it sounds, the rage inducing Pun, I feel, is completely in character with what little we know of him.

It's grasping at straws, but hey, for all we know it could be Stan Lee making a cameo.

That seems likely enough, though not certain. There's no real mention of Qurac in that wiki page, at least. My guess was going to be Ravan, from Suicide Squad. Active in Qurac, history of going after governments, and in his final showing (aside from Blackest Night) he "died" of poison from an attack made by Kobra. I figured he'd managed to survive in the WTR timeline, and the mention of neurotoxin buildup seemed a possible match to the poison that killed Ravan. So he faked dying to the poison, got to safety and lived, but you don't just walk off poison like that.

It's not exactly a ton of justification, and it's missing some features like the ears, but it's something. I think the neurotoxin buildup in the guy who supposedly died of poison is probably the best evidence, though I'm sure it's not that uncommon a cause of death. If it's him though, I still don't get the pun.

The Spider not only has the physical features and the military background but also a history of using bad puns like Alfred Chinard aka A. Chinard which can be stretched to Arachnid and Arth. O'pod as Dr. Bob pointed out.
Not that big of a stretch when his aliases include Arthur O'Pod.

EDIT: Never mind, I got it. Only works with a thick British accent and pronouncing the last name weirdly. Rheam isn't pronounced "reem", it's pronounced "ree-ahm". (Incidentally, if you want that to be legible, I'd suggest retconning his name to Reeam or Reeham.)

Anyone know who this guy is?
I think it's a guy called The Spider and/or The Spiderman.

He was a criminal/supervillain/spy/mastermind/vigilante/hero. Born in Britain, moved to New York, where he became a supervillain for fun. Got bored of that, so turned to crime fighting instead.

No special powers beyond being a genius and 110% badass.

Deadshot already featured. He tried to assassinate Psimon, then gave a small amount of useful information during the second Belle Reve break out.
