The ring wouldn't translate euphemisms, and "sleeping with someone" is English, or at the very least Human. Since she is at least part cat, this was likely entirely non-sexual.
I mean, Zoat is messing with us 100%, but that doesn't exclude the possibility of it being sensible in-universe.

Not necessarily. That would be true in our own universe, but many of the various alien species in the DC universe are very, very human-like. Though it's probably best to say humans are like them, I guess. And considering how many humans wind up in pretty normal-by-human-standards sexual relationships with aliens, it's not entirely unlikely for them to have a phrase somewhat similar to "sleeping with," as the reason it's used is pretty blatant.
As OL said to Wonder Woman once upon a time. You'd never expect alien life to be so similar to humans. Or something like that.
Or she could have just said it in a very polite, non-crude way and the ring translated it to the closest English equivalent, I guess. But my first explanation is less boring.

Except OL made a point of how it's a universal translator. It even lets him communicate in body language using appendages he does not have. I highly doubt euphemisms are beyond it.

Felicity's character was a harem slave in other incarnations, and like Holly she ended up falling for (to some extent) the first guy in her life who was basically decent to her.
Also, I think this is the first time Paul's branded someone since he turned his testosterone back on, and he did recently turn down Jade's offer. The fact that he wouldn't ever consciously do it doesn't make that desire go away.
Add in Felicity's currently being subject to avarice-based mind control and the stuff she's likely had done to her in the past...
Also, trans-species relations are not uncommon things in the Vega system, and non-con ones even more so. See: some of Starfire's incarnations' pasts with the Gordians.
And she may not have literally said sleeping in her language, and the ring translated to a common euphemism. Or, you know, sleeping and that have no reason to not be related activities for other mammalian-ish species as well.
And having that "cheerful smile" and her use of the term "master" ... she's probably wanting to do what she thinks OL wants because it'll be the least painful route available in her situation. But I'm definitely seeing Stepford Smiler flashbacks to her slave days in her head.

She most likely wants to serve him to the fullest extent of her skills, knowledge, and abilities, with little regard to her personal health, safety or future well being (beyond a desire to avoid anything that will make it harder to serve him in the future, like a severe injury).
That includes sex, which she will assume is something he might be interested in, since with rare exceptions this is a universe of Ridiculously Human Aliens, and he is male.
It's also possible that the brand is allowing her to openly express a desire she would normally be circumspect about. EG: Given your levels of wealth and power you are an excellent prospective mate. Or: Exchanging sex for safety is an acceptable last resort. Or: Sleeping with you will make it easier to rob you later.
