Hypothetically, who would benefit the most from a superhuman arms race? I know several villains employ a "survival of the fittest" mentality, and amoral businesses would make a fortune off of the military industrial complex.
For comic book logic, a small team of extraordinary individuals is always more effective than an army/nation/planet of normal people, but OL is trying his best to subvert this.

I guess I'm accustomed to comic book scientists being able to whip up super-science at ludicrous speeds, while "With This Ring" is trying to be reasonable and require months/years of R&D before tangible results are achieved.

Sunset's research would benefit from knowing how non-human souls develop divinity, and she might become curious about what might happen if a Terran horse was Awakened to see how a unicorn-turned-human-aspiring-alicorn compares to an Awakened Terran horse.
Under ideal circumstances, Grayven would Awaken the local DC-version of a Pegasus or Unicorn (from Themyscira?).
