No, scientists discover. Both engineers and scientists can invent, and it's far more likely that the engineer's invention will be physically realized.Also engineers build scientist invent. Mad scientists aren't engineers because they don't limit thenselves to build something that already exists.

Personally I think drawing a hard distinction between the two is silly given the amount of overlap there is even in the job market.Unless you're suggesting that there's a fairly sizable overlap in "people who are engineers" and "people who are scientists" -- that is to say, that there is a significant population of scientist-engineers who have both sets of passions and both sets of skills, and it is this population that is responsible for building new inventions.
