Well, since this is a cartoon universe, the lights are probably for the benefit of the viewers at home, but it's also quite possible it just hadn't occurred to the government organisation not to use the standard fluorescents everywhere.
When designing equipment for use in various missions, NASA put a lot of time and effort into the serious problem of getting fragile vacuum-sealed light bulbs into space intact, before realizing that oh, right, space is a vacuum, and essentially using exposed filaments wherever they could get away with it. It doesn't make as good a story as the Space Pen, but it is more relevant to this throwaway line in a fanfiction.

Bootleg Radion guns, not enough Radion radiation to kill in one hit unless you hit a critical part.
Think of it as the Radion Equivalent to artificial white Kriptonite, it can kill Superman but still needs to hit a vital area.
Since Grayven is still evolving, will he develop some resistance to Radion?

Except that Grayven is fairly genre-savvy, and knows quite a bit about Sinestro.
He's probably working off the assumption that Sinestro built in sufficient intellect for the Ring to operate itself in case of existential threat.
Or that it's capable of straight-up possessing his body in such circumstances.
