I think we should ask our commanders if that's actually what the situation on the ground looks like. It might just be a matter of moving stuff from point A to point B taking serious time at this kind of distance.I propose we should seriously start thinking about pulling troops from the Thunder Plateau because of supply issue and to ensure we don't damage the farms there and to speed up movement.

@Aranfan, What do our advisors think about swapping the Heavens Hawks for 60,000 troops between theaters?
Horse isn't so great in cliff fighting. Moving 60k troops to the reserve or one of the other theaters would help in Thunder Plateau but it wouldn't reduce strain overall.

I was thinking of sending the Heavens Hawks to the northern plains and then the rather sparse and dry interior where a highly mobile elite might do better than massed infantry rather than the mountains. (Though even in the mountains OTL the Medes were known for their fine white horses). At some point we'll want that cavalry on the plateau.
There's no doubt a banner company will add value to to the TP campaign and that theater can spare the men. I was more questioning whether 60,000 levy for the Hawks will be a net improvement in Western Wall. It's hard to balance because the roles are different. I'm pretty sure swapping the Flowers for 60K works well at both ends... I've talked myself round - if the Hawks were light cavalry they'd be ideal for the TP interior but we're not there this year and heavy cavalry will have more opportunities to act as such in Western Wall.
At the moment I'm thinking take 150K out of TP -> 60K to WW, 50K to fight Highlanders, 40K to reserves. Iron Flowers go from WW to TP.

70K reserves (30K of whom probably stay in Trelli because that fucker would take the money and invade anyway if we turn our back.)
Once Hellas is out of the war and our logistics/bureaucracy not being so strained, our current forces seem sufficient as they are so an action to shift them about is unnecessary and therefore as bad idea as it is an effective waste of an action when we currently have a shortage of actions. No, we do not and the answer is zero too many because the Black Sheep is still our most difficult front and we want to make as much progress as possible so we can peace out and free up those troops before the Khem invade.So we have too many troops fighting in the TP, especially after the rebellion. I'm not sure I understand what the benefits to drawing down our troop numbers in TP are. I assume that it would make it easier to keep our troops in supply and thus keeping their local pillaging at a lower level, but are our current numbers so high relative to the territory that our armies on the plateau are actually less effective than if we had fewer troops?Horse isn't so great in cliff fighting.
