Gouge them is basically makes big numbers at expense of long term gain. OTOH, I have mixed feeling. Khem is a possible ally, and is right next to us. We shouldn't piss them off. However, Kus is also right next to us, and is a whole subcontinent of people. The calculus clear is that we should try to blunt the famine of a whole SUBCONTINTENT of people, and we gain from everyone in Kus having a positive opinion of us.

We can repair the damage by spreading Cholera cure and the Sacred Warding to Khem to make up for the damage. But it will costs actions.

@Oshha - sending the king to personally threaten a foreign country seems like a good way to get him killed if they decide to attack. I would aim the King as the Kus action in an attempt to blunt the chance of - Khem opinion.
If you missed my edited comment, I would not send the king to Stymyr the turn we threaten them. Good way to get a king killed.

Note that I've placed personal attention on the non-threatening diplomatic action to Styrmyr and we aren't making any warlike actions until next year. That said, we got two free Banner Companies that we can send along as bodyguards and as a way to show off the strength of the Ymaryn Empire. As for blunting the chance of losing Khem opinion, I consider it unlikely. Khem wants their money and they are going to be upset with us for stopping from gorging Kus.

I want to take this action next turn with the additional Influence we can get from feeding the Kus cheaply.
 
I am annoyed that we kept delaying the cure for cholera. It's great for us if we time it correctly for maxmium mechanical benefit, but also people are dying every year we delay it. It feel like there is never a good time to do the cholera cure.

We haven't kept delaying it since that implies we planned to do it. My stance has been that we do it after the campaign to retake Thunder Plateau because then we will have actions to do it over the next few turns while both Txollan King and revanchists will be appeased for at least a few turns.

By the way, what would people prefer? Contacting the Tarta as a potential ally against Styrmyr and future customers for our guns or giving Amber Road the Sacred Warding?

Amber Road for Sacred Warding, because we already have plenty of customers to sell to guns for now. Even Vynta still wants more guns.

It is weird to me that this would be an option. Moving cattle that distance sounds hard enough even without WW potentially sniping the shipment.

I like the PSoN + Diplo double-whammy. I'm not sure that sending a merc company is sufficiently "non-warlike", however. @Aranfan can we direct that "personal attention" means personally speaking with and coordinating the messaging of our diplomats before they're sent out, rather than travelling in person into rebel territory?

Having spoken with the QM on the discord, we don't need to worry about Styrmyr killing our king and the Banner Companies are apparently full armies in their own right and unsuited to being bodyguards. I am also switching out contacting Tarta for giving Amber Road the Sacred Warding.
 
To be clear, infantry squares are like... 1000 people on the low end. And the Heaven's Hawk banner company contains a lot of knights, when you typically didn't need all that many to turn a battle in the era (IIRC)

I prefer to move Amber Road to authority to ensure that we do the best we can, since we don't want diseases to spread within Amber Road, much like we did with Tinshore. Amber Road is incredibly important to the future of the empire.

I would rather ensure success on the Infiltrate action since the last one was relative low in chances of success and the Amber Road action has a good chance of success. If you want to put an Authority on it, I am going to say we should wait until next year then when we got another free to spend on it.
 
Depending on whether we want to split our attention between (famine, Styrmyr, future war) or between (famine, Styrmyr, future war, Amber Road), I'd put these two forward.

Khem seems unlikely to spread the cholera cure soon given their willingness to gouge famine victims on top of their internal issues, and I want them to at least be mollified.

I would prefer contacting Tarta to threaten a coordinated war with Styrmyr but I'm willing to support stronger Soyuz connections through Amber Road if that's more popular.

Contacting the Tarta fills out the diplomatic situation and gets a potential ally against the Styrmyr if the Styrmyr don't play ball with us. Plus we might be able to sell them some guns next turn.
 
We might want to station the Banner companies in Trelli as a quick reaction force toward Greenshore, but it might make Stymyr scared and disinclined to give up Greenshore.

We can offset the -Kkem opinion with the cholera cure and let's face it, if there's a general famine in Kus rather than a specific part of it, there will be enough demand for Khem to gouge despite us shipping all we can* and if they ship to Ealam and we ship to Kurna we aren't even undercutting them on the dockside. They'll still be pissed off because we made them look bad but eh. The important thing is the +influence anyway.
