That's fair. More of an analogy based on the description of it glorifying him and overwhelming others. Sounds like him trying a rap battle with the other Ainur, is my impression.
Think less rap, which establishes a tempo and weaves a web of words, particularly meaningful or not they are carefully chosen to fit the meter, around it.

So he was a single actor shouting his own made-up lines as loud as possible while a single tuba roared louder than every other instrument in the orchestra and all while a projector flashed pictures of a single person in an endless succession so bright as to make it impossible to see the performance on stage.
Melkor did not have even the least inkling of rhythm, rhyme, meter, or harmony. What he had was power enough to shout louder than any other Valar, rumble longer and louder than any other Valar, and shine brighter than any other Valar. And then the War of the Powers broke Morgoth at the height of his powers at the dawning of ages.

What stops Numenor from devoting itself to war with Sauron, at this time?
Mostly a lack of interest in doing so. They have already crushed Sauron and sent him packing once before, at this point they are content to let the pitiful servant of Morgoth play at power with his baubles and jewelry. The situation as far as the Numenoreans are concerned is well in hand as none of their major holdings are actually suffering any harm from him, at this point Sauron's forces are a border issue that surely could not threaten any true Numenorean.
However this isn't to say the Numenoreans are resting on their laurels, the efforts of the Numenoreans in building their cities and fortresses while subjugating the men of Middle-Earth
is, at least ostensibly, their great effort to prevent Sauron from ever returning to power. Unfortunately for everyone, it is manifesting via slowly conquering the world themselves.
It will take Sauron openly assaulting Numenorean cities and proclaiming himself the King of Men, in direct contest with the title of the Kings of Numenor, for the Numenoreans of the isle to decide enough is enough.
