For cybernetics, design a OMC interface for the Velkar and produce a Gameified variant to help both humans and Velkar train up on it, while at the same time beginning work on a series of implants that can fit significant computing capabilities within a cyborg, radically improving the capabilities of all. And finally, finish the investigation into the power of Faith whilst also building the first generation of psychic amplification devices along with a new Frigate designed to facilitate the study of the Warp, along with a sister ship for future high energy experiments.

My read of this is that Collaborative Strategic R&D will have a significantly large boost to Denvan research and our RP, while Machine Spirit Hallucinations will only give us a decent amount of additional RP. And even if I'm wrong and both give us the same amount of RP, the former will have a far larger boost to Devnan research, while the latter might not boost their research much or at all.

I very much believe that between these two, Anexa will have the largest impact on the former.

IIRC MSH is the end of the line for what it does, however, and the ballparked yield on crit Neablis gave us way back was 30-50 RP/action; something that indicates to me that how hard it crits matters.

CSR&D meanwhile will have more stuff of its ilk after we get companion cogitators - what we roll there isn't what we're left with.

Anyways, MSH is... well, an idea generator? Kinda? I don't see why humans wouldn't also be able to use it, it just functions mechanically on a per action basis for Vita. That's my reasoning, anyways.

Most of our RP comes from Vita directly, or from people working with Vita and her massive research abilities. Unless explicitly stated to help 'normal' research, my assumption is that MSH is another research-boosting option that relies on Vita to work.

Besides, the whole point of the Prometheus plan is to boost Devna's R&D, and only CSR&D outright states that it does that.

Ehhh. Just because there aren't stated mechanics for MSH that scale off of Cogitare staff doesn't mean it requires Vita to work, and its predecessors were used by Cogitare during their development, but we could always ask?

That is, having trained researchers/Cogitare working for you instead of just plugging in a Machine Spirit into an Artificial Intelligence. Or having researchers/Cogitare use the MS for research.

One you can (probably) make very cheaply from a factory line, the other requires tens of years of dedicated training. And for us at least, for upwards of hundreds of people. For the Ascendancy, even more.

Oh, by all means, I do expect SCR&D to be more valuable to Denva than MSH. I just... you know, expect us to be able to continue iterating on SCR&D, while IIRC Neablis said we won't get to keep iterating on MSH, so I want to get the best version of it.

As for "more powerful if we spend less actions", yeah, that is the essential implication of their mechanics. One scales on staff, the other on AP. Just how it is.

I maintain that we should finish Juvenat before we leave. We'll have the opportunity to do it if we don't have to do a diplo action prior to departure, but still.

That said, I still really want that RP...

Fast enough for them to be at all relevant in the Ascendancy. Growth is going to be exponential. If the Denvans wait for a century or two the Velkar are going to be little more than a oddity in a mostly human polity since they cannot expand as fast and they do not have the economic power to matter in the grand scheme of things.

If this stopped at OMC, you'd have a point, but it doesn't - that very same SA is going to keep investing in them with this boon, per Neablis.

Not that OMC on its own would have bridged that gap anyways.

It will do what the quest master says it will do.
A permanent one will be constant investment - it won't be a big priority of the Stellar Ascendency to help out, but it will be a sustained one. It might take them three times longer to finish Vellkar OMC, but once that's done they'll keep going.

The one that will shift the relationship the most is the permanent one, but it'll tame time.

The help which follows from this goes beyond OMC - it is a permanent shift to the relationship, which is the actual thing we should be after. I mean, Unless you're up for constantly evening the playing field ourselves with our RP while the SA continues business as usual.

I've been an advocate of RP boosters for a while now, so I'm very happy we are finally going for it. Hopefully with the expanded budget we will be able to get more research done.

That is still a permanent shift even if it doesn't go as far as I'd like and I'm hoping that starting them off at a higher baseline with Velkar OMC will change that by making more studies into the matter broadly profitable.

Ultimately, the fundamental inequity is from population - fewer people to become researchers, fewer people to become OMC operators even once they have it. The Vellkar were pre-industrial tribals a century ago, and no tech short of alien cloning + cradle facilities is going to change that, and that comes with its own host of issues.

Making the relationship with their sister planet more of a "rising tides raise all boats" equitable one is the next best thing. Them not having OMC is just a symptom of the relationship having fell short of that.

Well, that and the fucking chaos warband, as usual, but that goes without saying really. Point is, to keep the Vellkar from being left behind we'd need to do a social intervention boon like this regardless of what research we directly do for their benefit - we can judge if more intervention is necessary once we see the immediate effects.

Both of these are asking the question of what these techs do, and if others can use them. MS hallucinations is using machine spirits to spit out creative solutions to problems. That's a useful part of the scientific process, but it's certainly not the whole thing. Similarly, Collaborative R&D is about letting more people work together more efficiently on a problem. You know what this means in terms of mechanics for Vita, the question is if they'll work for anybody else.

And of course, the answer is yes, and the details are below abstraction because I'm not giving you mechanics for other people's research. There's some stuff under the hood that you could probably guess at - MS hallucinations boosts diverse research projects more, collaborative R&D will boost focused research more, but those are not really that important to you.

If you want a metric for about how much in aggregate, it's pretty correlated with the research cost, though rolls are probably a bigger player.

I've been considering it for later, probably together with some cybernetic implants (organ replacement techs) that might synergize by the organ producing the drugs, maybe?
