I thought the "retrofit" option would start a new Scout design process?

If it was going to start a new scout design process, I don't think there would be an entirely separate option that explicitly starts a new scout design process.

Also, something to remember is that our scouts were literally "baby's first interstellar starships" made to be as cheap as possible. There's a limit to what refits can do.

I'm more afraid of this being a conspiracy by low-level upstarts, but at this point it's just talk so I think we can indulge it.

I think you have to ask if it's just talk, then why have a vote on it at all? Indulging it is going to have some kind of effect, or it wouldn't matter for a vote. I suspect that saying "Yes" opens up the opportunity for it to turn into a real political debate where we start to argue the merits and degrees, while saying "No" might kill the idea in the crib before it starts to snowball support.

Fundamentally, I want these three systems to be our core territory where we've got the final say on matters of politics. Seeing whether the proposed solution does the job requires a Yes. That said I can be tempted to vote No if other people go for the shiny new scout.
 
EDIT: Does repairing combat damage take up yard space? How fast is it? We damaged some of our ships and we better not find out those guys are neglected because we didn't order repairs.
It does, but I decided to simply skim over it this time because I wanted to look forwards into different things. It will become more of an issue later.

I do think both the Janus and Culsans both have enough mission life in them to warrant at least one refit each. That said, we have not exhausted their capabilities yet, and we will eventually need better scouts. We can do the new design, let Janus continue scouting east, then if/when we run into a wall where the use of the first gen scout vessel is prohibited, we can pull them in for refits while the next gen continues on.

Yes. Remember that there is no FTL communication, we need message carriers. Plus, we haven't yet put their mineral labs to good use. Plus, remember that once our support ship comes online we'll get a virtual +1 to scouting distance.

As for imperialism, we are a self-perpetuating oligarchy. Why wouldn't we be doing all kinds of arm-wringing and subversion?

With what resources? If we set up some friendly regimes we have to support them with lawyers, guns and money. It is better to build up a trading block and let the various surface governments run themselves.

Question: Should we look into a separate Scout Service or keep it under the Navy?

I agree, for systems that are further from us. But S'taxu and Xyri are right next door and they can be dangerous. Xyri because of their technological edge, S'taxu because of their development. As for resources needed, I'm cool with encouraging civilian trade and choosing designs focused on developing our core systems.

Not yet, but in the future it's something to consider.
 
I was going to say that we should slow building new vessels for fear of running out of pilots, but we're on 28/35. When we finish converting the old Interplanetary Cruisers we'll be on 24/35, so I suppose we have some wiggle room. I think we should still apply refits to the Culsans because we need to make do with the ships we have.

@4WheelSword if we lose a ship in combat, do the deceased pilots subtract from our pilot cap (no matter how temporarily?)

We may not be a tool for overthrowing governments but by jove we should be.
 
They're within one jump from us. There's no buffer that would allow us to prepare if they did something sneaky or reckless. Sure, they don't have jump drives yet, but at some point, that is going to change. Until then, our window of opportunity is open.

OK, but why is their proximity actually a problem?

EDIT: what makes you think we have to fear them launching a bolt from the blue attack against us as soon as they have jumpdrives?
