It's not about formalizing the title, it's about increasing the odds of promoting masters.Adding the write-in to my plan then.
I don't have a whole lot of energy to argue much so I'll just go with the simple fact that we don't actually know when the next crisis to erupt. So I think being ready to say no, even if we don't end up using it, is more important than formalising a title.

Pretty sure going from initiate to Padawan is a title that comes with excellence. Padawan to knight adds excellence. Ultimately I approach the game from a narrative or in-universe standpoint. And from that POV the best knights can wait a year or so for recognition, it won't kill them.
