The spell should react to Wormtail. If he gets away now, Sirius doesn't break out of Azkaban and that's a whole lotta butterflys.

We can't maintain canon integrity anyway and this way there is a decent way of getting him right now.

Do we have any spell to stop Wormtail from running away as a rat? Even if we do capture him, what do we do? We can't force Wormtail out of his animagus form since we don't have the spell and we don't really have an IC reason to suspect an unregistered animagus running around.

We know the Homorphus Charm. I don't remember if he has a wand atm, but we've been trained by Moody and this is about as unexpected for Wormtail as it gets.

Looking at the list of spells known to us:
Room Sealing Charm(6th year equivalent)

I figure that should do the trick for example.

Though given that Harry was trained by Moody and has zombie battle experience, he should be qualified enough at this point to react fast enough that its not even necessary.

Petrificus Totalus, Stupify, use the sticking charm to glue him to Ron's hands. Or the Room Sealing spell, as Datakim said.

We can't force Wormtail out of his animagus form since we don't have the spell and we don't really have an IC reason to suspect an unregistered animagus running around.

Homomorphus Charm. It's powerful enough to force a werewolf into a human state, at least in fiction.

We can also use this to get Sirius out. Sure, the minister might first be annoyed, but we can propably spin it so he comes looking good from it with a good write-in. Portray him as the heroic minister who frees the innocent victim of the PREVIOUS administration or somesuch, and use that to manipulate the guy into making sure the goverment comes down hard on Pettigrew and frees Sirius and restores all his properties and so on.

We can then probably convince Sirius to give us access to that house (what was it called again?). First horcrux right there. Also there might be a library there. Sirius probably won't care if we eat it.

edit: Did the necklace have any special powers? Anything good after we exorcise Voldemort from it?

Assuming Fudge isn't personally responsible for this fuck-up somehow. He was the first on the scene, and it's possible he influenced the decision to throw Sirius into Azkaban.

It can do... stuff? I can't remember if it's specified anywhere except that it did indeed have powers. I assume it's something mental considering the ease with which the locket influenced people.

If we can get enough people changing that it losing to inviting Draco in is no longer a threat, I'm in.

Well, we can probably use the whole BWL thing to bribe him or something. Offer to help mitigate any damage. The public still loves Harry at this point i time. I don't really care much about Fudge. He is ultimately meaningless footnote that we will transcend soon enough, so I don't mind being all political.

Well, I would assume it does something cool. The sword was powerfull, and I believe the diadem apparently gives a big intelligence boost or something?

The mental influence was due to it being a Horcrux filled with evulz. I do know that it enabled Dolores to cast the Patronus Charm even though she was evil enough that she shouldn't have been able to, since being evil the Horcrux aspect didn't really hurt her. So one might be a boost to the power of spells, but I know you can only open it with Parseltongue so there are likely other benefits.
