Anti-Psyker Training: Militia – You have recently finished preparing a training regime to better prepare your militia to go up against hostile Psykers. While the sheer scale of your massive number of militia will ensure that it will take decades to conduct the training and be reasonably pricy, the long-term benefits will be massive.

Time: 25 years

Cost: 64,000,000,000 Thrones, 3,200,000,000 Material, 320,000,000 Promethium .
Reward: +5 to your regular forces' rolls against Psykers, +10 to your militia's rolls against psykers, +5 to psyker hunting

Locked- Four out of Twenty-Five years completed

For the last four years General Khol has been revamping your militia training regime to better prepare them to fight Psykers following the guide that you and Jane prepared. Due to the sheer size of the militia this is a major undertaking, and will take decades more to complete. As things stand she will soon be ready to actually begin altering training regimes.

Power-Armoured PDF: Troopers – Your economy has improved to the point where it is affordable to equip your entire PDF with basic power armour. While expensive this will allow you to field literally billions of power-armoured elites, making the Avernite armies truly terrifying. You will have to roll out power armour a bit at a time, and one option is to start with your PDF Trooper Regiments.

Time: 6 years

Cost: 2,000,000,000 Thrones, 480,000,000 Material, 481,000,000 Promethium, 93,000,000 Advanced Material.
Upkeep per year: 17,000,000 Thrones, 1,000,000 Material, 300,000 Promethium, 820,000 Advanced Material.

Two years ago General Khol started to retrain the PDF Infantry to use Power Armour. Your Infantry Regiments have always been the core of your armies, and equipping them with power armour will significantly boost their combat power and life expectancy.

Personal Attention: Deploy Army – Hive Fleet Grábakr is expected to reach the Imperial Trust in five years' time and the armies of Avernus will be needed to deploy to defend the Cobalt Sub-Sector. This will be the largest deployment in the history of the Imperial Trust, with well over two hundred billion soldiers being deployed.

Time: 5 years

Cost: 11,000,000,000 Thrones, 1,100,000,000 Material, 750,000,000 Promethium, 2,800,000 Advanced Material, 200,000 Exotic Material.
Reward: Deploy Avernus' available army and PDF forces against Hive Fleet Grábakr

The Avernite military was a major part of the Grábakr War, acting as the cornerstone of your force during the battles on Hvergelmir.

Personal Attention: Readiness Training: Twice – General Khol suggests putting her troops through combat readiness training in order to ensure that they are fully prepared for the incoming invasion. While effective, this training will not have any long-term effects and will need to be redone every decade.

Time: 1 year
Chance of Success: 60% (each success reduces chance of success by 5%, this recovers at a rate of 1% per two years)

Cost: 12,200,000 Thrones, 1,220,000 Material, 122,000 Promethium, 167 Advanced Material
Reward: +5 to all combat rolls for regular forces for the next decade, can be taken multiple times

You have continued to put your troops though an intensive training regime to prepare them to face the Great Devourer. This training is going well and you your troops are as prepared for their foes as they ever have been.

Personal Attention: Ration Pills – Recently General Richards spent a few years looking into the use of the Ration Pills provided by Callamus. She tells you that Ration Pills are highly useful for your light infantry, who can now easily carry weeks or even months of food without overly weighing them down. This reduces your light infantry's need for resupply and makes them more effective when you don't have enough control of the skies to airdrop in supplies.

Time: 3 years

Cost: 3,800,000 Thrones, 100 Food
Upkeep per year: 3,800,000 Thrones, 100 Food
Reward: Make use of Ration Pills for your Light Infantry, +3 to Light Infantry Rolls

Locked- Two out of Three years completed

For the last couple of years you have been working on rolling out the use of Ration Pills for your light infantry forces. This process has been going well, with any complains about the merely decent taste being drowned out by those relieved to be able to carry lighter supplies.

Deploy Fleet – Hive Fleet Grábakr is expected to reach the Imperial Trust in five years time and the fleet of Avernus will need to deploy to defend the Cobalt Sub-Sector. This will be the largest deployment in the history of the Imperial Trust, with four entire Imperial Trust Sector Fleets being deployed, along with two Sector Fleets' worth of allies.

Time: 5 years (must be taken in year 5)

Cost per year: 10,000,000,000 Thrones, 10,000,000,000 Material, 2,000,000,000 Promethium, 10,000,000 Advanced Material, 50,000 Exotic Material
Reward: Deploy Avernite Fleet in the defence of the Imperial Trust.

Complete

The Avernite Navy has spent the last four years fighting alongside the forces of the Imperial Trust and its allies against Hive Fleet Grábakr.

Construct: Mass Conveyors and Escorts – Admiral Sarnow has put forward several suggestions on what to make next with your shipyards. The second suggestion is to use your Huge Shipyard to build some Mass Conveyors, which will be in higher demand now that navigators are being seconded to the military in greater numbers. While the Mass Conveyors are being built Admiral Sarnow will use the smaller shipyards to start work on bringing your escort numbers up to full strength.

Time: 4 years

Cost: 784,000,000 Thrones, 78,600,000 Material, 13,000,000 Metal, 3,090,000 Promethium, 303,000 Advanced Material, 3,500 Exotic Material.

Expedite: Construct: Defence Monitors – Admiral Sarnow tells you that with three years of work he would be able to build a significant number of Defence Monitors to replace those lost to the last wars. The price for this project has gone up with the usage of more advanced technologies.

Time: 3 years

Cost: 2,400,000,000 Thrones, 1,600,000,000 Material, 12,000,000 Promethium, 1,200,000 Advanced Material, 12,000 Exotic Material.

While the fleets of Avernus were fighting against Hive Fleet Grábakr the shipyards back at home were building flotillas of Defence Monitors to strengthen Avernus' orbital defences. You now have over two thousand Defence Monitors, more then forty flotillas.

Upgrade Shipyards – Archmagos Tranth has recently finished designing a set of improvements to your naval construction technologies. His improvements will require a significant rework of your shipyards' internals and triple the Advanced and Exotic Material costs of shipyards but should cut down on build and repair times by a fifth, a massive increase.

Time: 21 years

Cost: 15,000,000,000 Thrones, 2,200,000,000 Material, 850,000,000 Metal, 2,200,000,000 Promethium, 1,600,000 Advanced Material, 79,000 Exotic Material.
Reward: reduce ship build and repair times by 20%

Locked- Four out of Twenty-One years completed

For the last four years a major overhaul of Avernus' shipyards have begun in order to upgrade them with Archmagos Tranth's recent work. So far progress has been slow due to the lack of workers familiar with the upgrades, but that will change over the next few years as your construction teams gain experience.

The population growth of Avernus has dropped to an average of 0.81% over the last few years, with the death rates on Avernus returning to a more normal level.

Underground Railways: Tarascon – Currently your underground railways connect all of your cities bar those in Tarascon. Isaac has put forward a proposal to change this. Expanding the underground railway network to Tarascon will provide a major economic boost to the region as well as providing a massive increase to the regions defensibility by adding to your main transport network. This will take a significant time to build due to the length that the railway between Elysium and Tarascon will require.

Time: 18 years

Cost: 4,800,000,000 Thrones, 1,600,000,000 Material, 4,000,000,000 Metal, 800,000,000 Promethium, 160,000 Advanced Material, 9,300 Exotic Material.

Currently the network within the region has been completed and is fully operational, while the lines connecting the region to Elysium have been dug and work on building the railway and reinforcing the tunnels is nearly completed.

Educational Reforms Part Three – Before his death your personal assistant Antoni Kovac conducted a review of the Avernite educational system that proposed major changes. With his death the responsibility for carrying out his changes has fallen on the Administratum. The third and final set of changes that Antoni proposed focused on better teaching teamwork.

Skink Warbeasts: Setting Up – The Skinks are ready to provide you with the various creatures that they promised you despite a few delays caused by the Daemonic Incursion. You will need to create proper housing for them and set up breeding programs for some of the species before you can make use of them, however.

Time: 5 years

Cost: 3,200,000,000 Thrones, 1,600,000,000 Material, 24,000,000 Metal, 44,000,000 Promethium, 23,000 Advanced Material, 270 Exotic Material.

Reward: Set up living areas for all Skink creatures provided

Complete

Three years ago Issac finished setting up living areas for the Warbeasts that the Skinks provided, and started breeding those that you were given a breeding population of. While it will take some time and more facilities to fully take advantage of your breeding populations it is now possible for you to make use of your new warbeasts.

Expand Dis to Huge Hive – Now that Dis is filling it may be a good idea to expand it into a Huge Hive. This will make it an even more formidable fortress that is able to comfortably fit the entire current population of your system in emergencies. On the other hand it would take decades and be rather expensive.

Time: 26 years

Cost: 220,000,000,000 Thrones, 210,000,000,000 Material, 100,000,000,000 Metal, 47,000,000,000 Promethium, 22,000,000 Advanced Material, 140,000 Exotic Material.

Locked- Two out of Twenty-Six years completed

Two years ago Issac began work on expanding Dis into a Huge Hive. This expansion will extend the borders of Dis far beyond the mountains that it was originally built into, and will reduce the distance between the Dis and the Lonely Citadel to merely twenty kilometres, turning the Lonely Citadel into effectively a satellite district of Dis.

Sky Dragon Breeding Program Part One: Hatchery- Now that you have a nest of Sky Dragon Eggs it is time to start working on breeding up a population. The first step is to build a hatchery where you will hatch your initial fifteen eggs, and raise the young Sky Dragons.

Lizardmen Diplomacy (Ask for help with the Psyker Problem, renegotiate trade agreement) – Thanks to Saint Lin's actions, the million year old conflict between the two Lizardmen empires is over and you should be able to trade freely with either of them. However it is probably still a good idea to step lightly and make sure neither empire feels slighted or left out, so as to avoid undoing Saint Lin's progress.

Time: 1 year
Cost: 490,000 Thrones
Reward: Begin trading with one of the Lizardman Empires

Complete

Inquisitor Klovis-Ultan spent a few years talking with the two Lizardman Empires and renegotiating your trade deals with them in light of the current peace treaty. He was able to get both some better deals and arrange for them to sell help dealing with chaos Psykers.

Trade Talks (Threnody Dragons) – You can open trade negotiations with one of the other planets in the Imperial Trust. This has proven to be a good way of dealing with temporary resource shortages in the past.

Time: 1 year

Cost: 550,000 Thrones.
Reward: Trade with chosen planet.

Complete

Inquisitor Klovis-Ultan found that the Threnody Dragons were not willing to provide you with help dealing with rogue Psykers, and utterly refused to sell artefacts from their hoards for any price.

Send Information (Psychic Biology to Custodian-Genetor Crawl) – Inquisitor Klovis-Ultan has suggested that you try requesting information from one of the other planets before conducting an in-depth investigation that they may take offence to. He is more than willing to try to convince a planet to to give you specific information such as the exact organisation of Muspelheim's education system or Asgard's mines, which seem to be able to function with surprisingly little trained labour.

Time: 1 year
Chance of Success: Varied

Cost: 144,000 Thrones.

Complete

Inquisitor Klovis-Ultan used your contacts within the Eldar to send a copy of Archmagos Biologis Maximal's research into psychic biology to Custodian-Genetor Crawl in the Imperium Secondus.

Over the last five years an average of forty thousand cultists were found each year, a number that may become the new normal.

Of the 17,369 major psykers found over the last five years, 1,599 of them were Chaotic, a normal proportion.

1,529 Chaotic Psykers consisting of 10 Beta-levels, 62 Gamma-levels, 189 Delta-levels, 377 Epsilon-levels and 394 Zeta-levels were killed without causing any significant levels of damage over the last five years.

Greater Psyker Hunting: Four Times – Jane is incredibly skilled at hunting down and killing powerful psykers. If she focuses her hunt on the most powerful psykers she will be able to kill many of the more powerful psykers without much issue, though this is significantly more risky for her than normal psyker hunting.

Jane spent a major portion of her time over the last four years hunting down Rogue Psykers, killing no less then four betas and one of the Alphas in this time period. Despite her actions the Psykers caused major damage, killing hundreds of millions of citizens and tens of thousands of her psyker hunters.

Counter-Intelligence: Four Times – Jane tells you that the number of spies attempting to infiltrate Avernus has only gone up over the years. While she thinks that most of them have been caught, she is not certain of this and would like to spend the odd year double checking her subordinates' work.

Technology Fundamentals: (Void Shields) – With a good enough understanding of the fundamental principles behind a technology Archmagos Tranth can work miracles. It does however take a decent amount of time for him to develop said understanding. Archmagos Tranth already understands the fundamental principles of haywire and stealth technology, among others.

Time: 8 years

Archmagos Tranth's studies of Void Shield Technology have continued over the last four years and are reaching their end. He tells you that the Dark Age Void Shield technology that you found is pretty mature technology that he will find diffuclt to improve, though he has a few ideas for additional uses.

Sky Dragon Nest – Recently Archmagos Biologis Maximal discovered that it may be possible to tame Sky Dragons, or Utter Bastard Dragons as they are more commonly known, by hatching them. The first step in this is to find a Sky Dragon Nest, most likely by implanting a tracker on a rampaging mother Sky Dragon. Given that this can lead to Sky Dragon Riders and showing your foes the terror of dealing with invisible flying dragons you are pretty much obliged to follow up on this.

Time: 2 years
Chance of Success: 30% (uses intrigue, no other bonuses)

Cost: 18,000,000 Thrones, 1,000,000 Material, 840,000 Advanced Material, 2,000 Exotic Material

Complete Examination (Norn Queen) – There are many different unusual species on Avernus and Magos Biologis Maximal wishes to examine all of them. However, he is willing to let you choose what he examines next. In general a complete investigation of a species will take him at least half a dozen years of intense study.

Time: 6 years
Chance of Success: unknown.

Cost: 1,221,000 Thrones, 61,000 Material, 61,000 Metal, 30,500 Promethium.

Grand Cathedral of the Machine-God: Mag Mell – Mag Mell is now large enough to build a Grand Cathedral of the Machine-God. This would more than double your production of Relic Material and almost double your production of Exotic Material, each a major boost to your economy. On the downside it will take decades and be incredibly expensive to build.

Time: 25 years

Free: Greater Divination (Eldar Choice: Void Dragon's plans) – High Grandmaster Ridcully is more skilled at seeing the present than he is at predicting the future. This allows him to gather a good deal of information about the galaxy using his powers. Possible focuses are the condition of races or organisations, the balance of power in Segmentums or even the activity and compositions of pantheons of gods.

Time: 1 year (can only be taken three times per turn, including free action)
Chance of Success: 10%

Cost: 4,000,000 Thrones
Reward: Information on focus. The narrower the target the more information.

Complete
d100=42+50(stats)+115(traits)-150(Void Dragon)=57: Fail

High Grandmaster Ridcully's continued attempts to divine what the Void Dragon will do after it frees itself from Sol failed due to the null zones. The Eldar are currently focusing all divinationory assets that they can spare for this due to reports that the Void Dragon is making rapid progress and will be free within the century.

Double Down: Divination: Attacks – Headmaster Ridcully could spend some time attempting to predict any incoming attacks on the Imperial Trust. While he tells you that it will be easy for him to spot that an attack is coming, finding more information such as the size, composition, location, and exact timing will take more time and effort.

Time: 1 year
Chance of Success: 50%

Cost: 4,000,000 Thrones
Reward: Information on incoming attacks for the next five years, each success provides more information.

High Grandmaster Ridcully spent a year gather even more detailed information about the coming war, ranging from force composition and approach vectors to the splinter fleets initial reactions to various defences. This information was a major aid in pretty much every battle in this war.

Over the last year High Grandmaster Ridcully turned his attention to the shadow war currently being fought in the Imperial Trust between the Inquisition and agents and patsies of the Alpha Legion. His eyes were able to separate the countless feints and distractions from the attacks with the potential to achieve something, either in the long or short term, and from the main attacks. It seems that under the cover of countless minor infiltration's and acts of terrorism the Alpha Legion was aiming to steal the knowledge of Avernus, with agents attempting to gather the psychic knowledge of the Adeptus Astra Telepathica, Saint Lin's discoveries, the Imperial Trust's technological database and the results of Archmagos Biologis Maximal's investigations. While all of these assaults were true goals the Alpha Legion used its attempts on the psychic and technological knowledge to mask the other groups actions. While they stole of moderate amount of your psychic knowledge and various lesser bits of technology between your precautions, the actions of the Inquisition and Ridcully's sight none of the Alpha Legions primary objects were successful, though they came worryingly close. On the upside the Alpha Legion burned a large number of their deep cover operatives in this operation.

Research: Destructive Resonances (Khorne) – Now that your psykers have discovered several of the exact frequencies that the Chaos Gods seem to rely on, it is possible to determine which frequencies resonate destructively with them. This is the next step on the path to creating specific anti-Chaos powers, which should prove very useful against the coming threats. While not as dangerous as finding the frequencies this still runs a worrying risk of taint.

Time: 3 years (must be taken by Ridcully or Tamia, best done by the person who found the frequencies)
Chance of Success: -10% (uses learning)

Cost: 39,000,000 Thrones, 390,000 Material, 850 Advanced Material, 95 Exotic Material.
Reward: Determine the Psychic Frequencies that resonate destructively with those that the selected Chaos God operates on

Two years ago Tamia finished determining the exact frequencies that resonate destructively with the powers of the Blood God. She found that Serenity, Peace and Cowardice were the best counter frequencies, pretty much as expected.

Double Down: Anti-Dark Prince Powers: Banishing – Tamia thinks that with a few years' effort and a bit of luck she will be able to create a Psychic Power designed to specifically banish Daemons of the Dark Prince. Given the complexity of the Dark Prince compared to Orks she will need to combine both Moderation and Restraint to best counter the Dark Prince's powers, though in this case Restraint would be the focus. As with the Orks her initial power will be small-scale, and she will create a larger version from it.

Time: 6 years
Chance of Success: -10% (uses learning)

Cost: 39,000,000 Thrones, 390,000 Material, 850 Advanced Material, 95 Exotic Material.
Reward: Create personal-scale power optimised for banishing Daemons of the Dark Prince

Locked- Two out of Six years completed

For the last two years Tamia has been working on creating a psychic power specifically to banish demons of the Dark Prince. This power would be based around a mi of Moderation and Restraint, and will be a powerful weapon against its preferred targets.

Expand Unseen University – Now that Xavier has finished the designs for a Large Psyker City it is time to expand the Unseen University into one. This will take an incredible amount of resources and two decades but will be able to safely house millions of psykers, ending for the near future your growing issues with training and overpopulation.

Time: 20 years

Cost: 76,000,000,000 Thrones, 7,600,000,000 Material, 3,800,000,000 Metal, 760,000,000 Promethium, 24,00,000 Advanced Material, 11,000,000 Exotic Material, 190 Relic Material.

Reward: Expands Unseen University into Large Psyker City, allowing it to house 10 million people including 2 million Psykers

Locked – Thirteen out of Twenty years completed

Aria's work expanding the Unseen University is continuing, though progress remains slow due to the sheer number of wards built into every level of construction. You are told that enough areas have been completed to double the living area available within the city.

Deploy Psykers – Hive Fleet Grábakr is expected to reach the Imperial Trust in five years' time and the Psykers of Avernus will be need to deploy to defend the Cobalt Sub-Sector. Given the sheer number of Psykers that the Tyranids can deploy every psyker that you field will be valuable, especially as you have found that the Shadow in the Warp's suppression of minor Psykers can be overcome via concentration of Psykers.

Time: 5 years

Cost: 110,000,000 Thrones, 11,000,000 Material, 7,500,000 Promethium, 700,000 Advanced Material, 100,000 Exotic Material.

Well well well.
Hydra lost most of it's grip on our vaults, all for minor gains.
Thank Emperor for Ridcully, we'd be so dead without him.

Anyone else starting to get worried about the Void Dragon? Given that it's got the closest thing to hard counter to Ridcully, it's pretty much nullified one of best assets.

I am horrendously worried.

Its a new apocolypse one of the biggest around and it has explicit beef with the Krork and the Eldar, the two biggest and best on the front lines against the end of the galaxy.

I really really want to know its plans so the eldar can know its plans and then hopefully drive the Avatar of Khorne straight into its ugly face...

it really sucks that we have ALREADY spent two div's on him.

but I'm thinking we will likely have to spend more. we diden't even get any kind of buff for retrying either.

we do have more immediate matters
We don't, really. Not now after Shadow War ended and the Nids one gets decided this year.

Also, the sooner we get Void Dragon done, the more Eldar Seers we free up for other matters. Rids is uniquely qualified to succeeding in this, that the Eldar have dedicated large numbers of their seers to this in addition to RIds says that they are getting pretty desperate here.

I say go all in on Void Dragon next turn. Up to 2-3 GDs if needed, with conditionals for other stuff if we get lucky and succeed with the first one(s).

We should also start using non-GD divinations again, the Attacks one was very useful. Rids divinations are extremely valuable and unique, we have other researchers.

Considering just how close the alpha legion got to stealing some really valuable stuff , I think its high time we have some of Rids divinations pointed at them in particular , With goals such as all there deep cover opertives in system , all there contacts in the trust and how they communicate with them , and how they keep sneaking in . It should give us some modifiers against them the next time they start a shadow war and there will be a next time

During the war in the havens the ctan came up with a plan to deprive there enemies of there greatest power the psyker abilities by building a network of pylons that would separate realspace from the warp and reinforce the barriers between them , the void dragon is the most qualified being to complete that plan , if he wins chaos will be the bigest losser of them all and they probably know it so I am willing to bet chaos undivided is gona make its presence known while the void dragon is still within reach of the warp in sol and buy us some more time

We can, but hope, but the Dragon's initial plan may well be to deal with old enemies first.

No, we need one GD to do counter espionage as this turn showed how dangerous the Alpha legion can be and the Shadow War never ends.

As it is for VD we need to roll a 75 or better unless Rids gets some trait upgrades

We can, but hope, but the Dragon's initial plan may well be to deal with old enemies first.

That was the plan to deal with his old enemies as without there conection to the warp and the powers and abilities that allows them including there best and most powerfull weapons, they would basicly be hapless to stop him , for example the eldar digestion system is partially psychic, that said plan would see chaos screwed over is just a bonus for him

No, they have burned their deep cover assets. They are mostly spent for now.

And the malus is rising it seems, so we need to do VD asap.

We have other ways to do Counterintel, Void Dragon is far more important.

Well, not too bad a turn, and it sounds like Rotbart survived given he was doing Year 4 actions, and that we ultimately won the war since our army is returning from the defense of the planet we were on. Yay!

was it not this turn the orc Conflagration should had hit the Black Imperium. Do we know if it happen or did it hit something else?. Also how is Vect and his Chaos Eldar doing as they were hit by the one Conflagration ?

And the malus is rising it seems, so we need to do VD asap.
I don't think it's rising, the other Void Dragon related divination mostly worked around C'Tan himself and focused on what his forces are doing now, however now Ridcully is trying trying to look into what Mag'Ladroth is planing by himself, hence larger malus.
