Expanding the underground railway network to Tarascon will provide a major economic boost to the region as well as providing a massive increase to the regions defensibility by adding to your main transport network. This will take a significant time to build due to the length that the railway between Elysium and Tarascon will require.

Issac reports that he has nearly finished setting up the Underground Railway Network for Tarascon. Currently the network within the region has been completed and is fully operational, while the lines connecting the region to Elysium have been dug and work on building the railway and reinforcing the tunnels is nearly completed.
Educational Reforms Part Three – Before his death your personal assistant Antoni Kovac conducted a review of the Avernite educational system that proposed major changes. You will need to create proper housing for them and set up breeding programs for some of the species before you can make use of them, however.

Three years ago Issac finished setting up living areas for the Warbeasts that the Skinks provided, and started breeding those that you were given a breeding population of. While it will take some time and more facilities to fully take advantage of your breeding populations it is now possible for you to make use of your new warbeasts.
Expand Dis to Huge Hive – Now that Dis is filling it may be a good idea to expand it into a Huge Hive. This will make it an even more formidable fortress that is able to comfortably fit the entire current population of your system in emergencies. On the other hand it would take decades and be rather expensive.

Two years ago Issac began work on expanding Dis into a Huge Hive. This expansion will extend the borders of Dis far beyond the mountains that it was originally built into, and will reduce the distance between the Dis and the Lonely Citadel to merely twenty kilometres, turning the Lonely Citadel into effectively a satellite district of Dis.
