Enclaves of the concordat.
As the Concordat slowly establishes itself, the 13 gods that comprise it are beginning to form alliances and deals, to the point where holy texts are beginning to mention other members. While it is not universal, it is by no means uncommon to find enclaves or temples to on god in the territory of another. However some gods go beyond the odd pocket of followers and maintain large bodies of followers away from their core territories. Below is a list of the gods most known for being worshiped across borders.
Faust is universally well-liked, both for her domain and personality, with most gods of the Concordat valuing her company. Without exception, Faust's worship is at least allowed within the domains of every other god, though not necessarily without limits. Faust's churches and followers often act as social workers or mediators within their host nations, and it is not unusual for her followers to have a hand in the training of psykers. In politys with more formal and deeper ties, her followers often work in propaganda departments and internal security organizations, lending their empathy and ability to inspire friendship to the good of the state. While it is rare indeed for Faust's champions to partake in offensive intelligence operations, the skills they show at establishing networks is terrifying, often spreading among the target world almost as quickly as Chaos cults.
Dominion of the Longest Night is allowed mostly due to the value of having access to its trials. Most gods consider a few hundred followers per world a small price to pay for access to its blessings and services for their own followers. Many gods will have Envoys of Adversity carved using their own imagery to be summoned during major campaigns. Dominion of the Longest Night has started to fall into the role of a dangerous source of power among the shared mythos of the Concordat, often attracting those who would otherwise have fallen to Chaos in pursuit of power. It is not unheard of for high ranking priests of other gods to bear a blessing of purity from Dominion of the Longest Night, earned through a tribulation of faith, and at least one world has decreed its ruler must survive her tribulation of rulership to prove their worth.
While Zahhak has no interest in worship, she has in recent decades begun developing sorcerous orders known as Sin-eaters. These sorcerers specialize heavily in removing taint via sacrificing it to their patron. While few of them are well suited to the battlefield, their utility in cleansing tainted worlds and disposing of dangerous artifacts is of immense value. While Zahhak places no limits on the worship of Sin-eaters, the mindset their arts encourage is not one conducive to faith. This often leaves them respectful, but not worshipful of the local divinities. However due to their influential patron and utility, most gods at least tolerate their presence. Many suspects that the goddess is trying to find a food source other than hunting, given her reduced power, growing obligations, and increased profile.
Ugruer's followers are within every polity of the Concordat, though not necessarily as citizens. He has long since negotiated ports being left open for his merchant priests. While not every polity allows his worship, his followers are universally allowed to make port and trade. The economic benefits of this has over time encouraged most policies to allow the construction of temple stations, vast voidborn trade ports to further enable and encourage trade. Some worlds allow his worship among the populace, but this is risky. This inevitably leads to the eventual emergence of immensely wealthy, and powerful merchant priests. While they can be a great boon to an empire if managed, it is not unheard of for them to do staggering damage to the economies of star nations in pursuit of ever-greater profit. Uguar himself is viewed in a somewhat similar way, while his service as a broker between gods is invaluable, he is watched closely. Many deities worry that his greed may overcome his business sense. So far this has not been the case, but some wonder if he is merely choosing his moment.
Adashi is of the enviable position of being followed by a race of psykers, thus many deities are willing to allow him to establish enclaves of his people within their territory. Ironically, it is not the god himself pushing for this, but the Sidill themselves. They see ensuring as many empires as possible have populations of them as an excellent survival strategy, ensuring that should their empire be wiped out they will survive. Typically they will arrange to subsidize the purification, and sometimes terraforming, of one or more tainted worlds to be given over to them, but this is not always the case. Typically such enclaves will worship both Adashi and the local patron, though often holding the serpent above the other. In exchange for this, the world will grant access to billions of psykers to the host empire, as well as acting as a message hub. By enabling that almost all powers where the concordat hold saw have an enclave of his followers, Adashi has positioned himself as the most convenient conduit for information and sorcerous travel in the atheric concordat.
Zaeed unsurprisingly has countless mercenary bounds all throughout the concordat. Ranging in size from less than a dozen to millions-strong armies and fleets. These bands universally bear a charter defining their rights and responsibilities, with many empires negotiating for different contracts. Though universally, they are bound not to work agist their host's interests. It is not unheard of for Zaeeds mercenaries to hold territory, either operating large void cities and port stations or in some cases being given stewardship of entire worlds. In addition to followers of the sellsword god, his bands are known for actively working to recruit followers of other gods. This practice meets with a fair bit of success, many deities have creeds that are not averse to a chance to see the wider galaxy. It is not uncommon for worlds under the care of Zaeed to house temples to almost every god in the concordat. As a result of this Zaeed does a fair bit to spread the worship of many gods of the concordat, albeit indirectly.
Ruick has in general two types of enclaves in other empires. The god earns a great deal of power by selling his serves as a terraformer to other gods, thus many of the larger empires play host to massive numbers of his followers, as millions of his worshipers work to terraform and purify worlds in his name. This follower often become a permanent presence, being formed into semi migrator terfomring fleets. Terraforming a world before moving on to the next. Since the death of bulwark, he has taken to offering to shape worlds in ways that make them more defensible. These fleets often themselves play host to sin eater enclaves, as their arts are far better suited to remove dense masses of taint. The second type of enclave are the waypoints. Worlds or vast space stations meant to act as a port of call for the vast evacuation fleet that now houses the vast majority of Ruicks followers. These outposts hold shipyards, hydroponics bays, factories, and warehouses to enable them to resupply the fleet. What support and assistance they receive is negotiated on a case by case basis, but typically they will assist the host empire when not in use for the fleet, in exchange for protection and supplies.
Worship of Zaghâsh has been growing in most concordat empires almost since the founding of the concordat. The gods role as a guardian of the dead, and the focus of comforting the living among his priests has great appeal. His priesthood and imagery have been slowly integrating into the last rights of almost every other god in the concordat. In recent decades this process has been accelerated by overt divine approval of this practice.It is becoming increasingly common for followers of other gods to acknowledge his role as a death god, and for a small portion of other empires to worship him exclusively. The overt approval of this trend is held up by many as a clear sign that the concordat is moving towards forming a proper pantheon rather than a loose alliance. The spread of his worship has so far, been met with at least tacit approval from the various governments throughout the concordat. With the few attempts at suppressing it being met with obvious signs of divine disfavor.
