Now that the trust is safe, shouldn't it begin sending relief forces to weaker human realms as well as friendly xenos before they become overrun by either chaos or orks, not only for moral reasons but in exchange for something, a small portion of the fleet was able to withstand a major invasion. The remnants of the galaxy may not be able to survive for a century, so the trust should help them before they get destroyed, maybe a army or fleet expansion to act as a relief force alongside some defensive spacefortresses . Why hasn't the trust try to make a second version of the trust like the time with rapid expansion before the orks awaken.
We are not safe. Even if we were that would be a waste of our time and resources. We have no obligation to go and help them. We have to do what is best for ourselves and humanity as a whole. To send enough forces to help those minor players would leave us exposed and stretched thin. We are fighting the groups around us only when we have too because if we use to much against any one faction the other get an advantage over us. There is no moral reason to send our own people to die in a hopeless endeavor when there is nothing we would gain from it. It was not a small portion of the fleet that fought off the invasion is was a large chuck of it split between three targets. The rest of the fleet was in small portion and the one that got attacked became wrecked quickly. The major remnant human forces have received our help already. The minors there is nothing we can do we are a very minor power in the middle of nowhere only the small groups around can be interacted with. Those are surrounded by enemies we cannot beat so will be left alone. To expand our forces take money, time, and resources we are not going to do that then waste them on people who will die anyways. It is not a moral question it is a question of pragmatism.

Don't remember what the general reception for the idea was but remember someone mentioning instead of sending fleets that we send a ship with all the highest level Imperial tech to human worlds/minor polities to make them tougher to crack. This doesn't seem like it would actually cost much and would be a pragmatic choice by making other human polities able to hold off enemies of mankind. It also helps that our DAoT tech makes the highest level of tech available to Imperials seem weak by comparison.

A crusade came upon Avernus in the service of the divine Tjapa, the True Emperor. A glorious armada backed by an Imperial Crusade, filled with heroes and units of renown: The Emperor's Talons, the Legio Crucis, the Shining Legion, choirs of psykers and numerous primaris, angels and archangels along with Lords Ausvan, Tigai and Soncus among their tanks - And then they broke upon the walls and fell sorceries of the heretics they faced. Our broken crusade, finished off like an overdone joke by that witch as we tried in vain summon the final Archangel to unleash the emperor's wrath upon them.
Old Kazgarr always said, never underestimate heretics. Damnable creatures, all of them, but never underestimate them. We should have known when they summoned their daemon-wyrms from under the Legio Crucis just as the archangel made a beachhead on their walls. Damnable Herrion blamed it on bad luck. We all know better. No way it's just 'bad luck'. It's always enemy action. And when it's not a heretic, you know it's a xenos. And the only xenos who can do this? The Eldar.
At their height they made a chaos god by accident. At their end they made a chaos god on purpose. You know what this world is? It isn't just some death world. It's one of their 'maiden worlds', filled with their 'exodites'. But they're just too scared to take the field by themselves. So they use their witchcraft to make others fight for them. If you look closely, if you ever get up to the real rulers of this Avernus, you won't even find a human chaos lord sitting on top. You'll find a bunch of Eldar and their slaves.
Now we're fighting the world as much as we're fighting their chaos-blessed heretics. I don't think they actually consider us a threat anymore, if they ever thought we were. Not point putting their farseers on the job when they could be doing some Slaneesh business. Bet they're having fun watching us die and slowly give in to despair. They've got all the humans of this world wrapped up with their sorceries. They all believe in this 'Rotbart'. That chaos lord figurehead for them to use. They love him so hard that I think he's a Slaneesh chosen.
This war's lost. We never saw the true enemy. But I'll be damned if I give up. I'll make Him proud. Maybe even free the people here from the sorceries that hold their minds. There's a convoy passing through here in an hour. Just a dozen of us left, the last ones. Me, my sword, my gun - We'll bring the Emperor's Fury to them.

"So, where is she?" the tone was not quite self-satisfied enough to be considered rude, but the smug smile on the tau's face made it clear there was more satisfaction there than it sounded like.
"It is not for the faithful to command the gods," replied the man, his tone serene but he was just starting to sweat, though that could have been because he was wearing black robes under hot stage lights.
"Oh of course, of course," came the reply as the tau leaned back in his desk, shooting the camera a quick smirk. "But we saved her a seat and everything," he said as he gestured to the seats beside his desk and indeed the closest seat was empty, with the man sitting in a chair a good few feet farther from the desk. "We even went through the expense of renting the drone studio, so it's just you and me in here. I think it's quite rude for her to cancel." Canned laughter played over the speakers.
"I did say I believed she would come if we called, I gave no certainty Ki'chen."
Ki'chen smiled tenting his hands and resting his chin upon them "Well that is the way with your Gue'vesa religions, isn't it? No certainty."
The priest frowned, "Just what are you implying?"
"Oh nothing, nothing, just that your faith seems to ask its adherents to well, take a lot on faith." the host took a second to chuckle at his own joke.
The priest frowned "Our philosophy holds up without the divine, we merely acknowledge that-"
"Then why have it?"
"I'm sorry?"
The host flashes an expression of amused exasperation at the camera, "Then why insist there is some invisible shapeshifting space dragon out there?"
The priest frowned, "Because there is."
The host chuckled, again, "Oh sure sure, the invisible shape-shifting space dragon you can conjure up with a live tv appearance and a dress. Surely you can understand how that sounds?"
Whatever the priest said in response was drowned out by a great crack, as the air in the center of the stage began to waver strangely. With the sound of a man killing to save his family, a great pitch black sphere tore its way into reality, leaking a deluge of tar onto the stage, before vanishing with the sound of a soldier's remorse.
For a second both men were stunned, the host stuttering while the priest stared in shock, then a thin blue arm rose from the bubbling tar, groping blindly for something and the priest shot to his feet.
As the host sat frozen in shock, the priest strode to the arm, dropping the black dress he'd been carrying into its grasp, before expanding his cloak to shield the muck from view.
"Thanks, Jaspar. Flashing the audience would be a hell of a first appearance eh?"
The man stepped back, revealing a tau woman, her skin pale, her hair white, and her eyes blood red pools.
"It would most definitely have made the wrong impression."
With a laugh the newly appeared woman flopped onto the chair closest to the desk, smiling at the host as he continued to splutter.
"Well I just flew in from the Warp, and boy are my arms tired." The sheer strangeness of the statement shocked the host out of his stupor, causing Ki'chen to finally close his gaping mouth.
"What? Come on, I've seen this show. You've done laugh tracks for worse jokes than that."
Seizing on something almost familiar, the host finally rallied. "They have holocasts in the land of the gods?"
The smile this elicited was just a tad too wide "He speaks! And yes, not on the regular, but I got a guy who hooks me up recordings with some of the better stuff from the T'au Empire, and your show too for some reason." Canned laughter played over the speakers. "There we go."
"Well, your dramatic entrance aside," Ki'chen made a show of glancing at his chrono, as his hands slowly ceased to shake, "I can't help but notice you are about 20 minutes late."
The creature shrugged, the motion every so slightly off. "Eh, Warp travel is only a bit less wibbly when you don't use a ship. But I do thank you for having me, it can be so hard to break into the talk show circuit"
As the familiar banter and lack of immediate violence seemed to finish calming the last of his nerves, Ki'chen's trademark grin slowly returned. "I'll take your word for it. Ah, your cult has a few things they call you, and i'd hate to give offense now that you're within arms reach, do you have a preferred title?"
His unexpected guest chuckled "Zahak is fine, but if you can't pronounce it you can call me pretty much anything but late for dinner."
"So, Zarrak, just to make sure we're all on the same page. You're claiming to be an actual god, not just a creature that lives in the aether."
"Yep, divine dominions, servants, whole nine yards."
"Huh, and like that you've jumped to most egotistical guest I've had, and if you've seen this show, you have to know that's quite an impressive leap."
Zahak smiled. "What can I say, I've always been light on my feet."
"Quite. So tell me, why should someone bow down in worship to you?" Ki'chen asked with self satisfied politeness.
Zahak shrugged "No idea, seems like a waste of time to me." Next to her the priest of her cult sighed and buried his face in his hands, as Ki'chen once more found himself speechless "Jaspar and his friends here seem into it though, so hey, whatever floats their boat."
"If I may interject?" the black robed man spoke, sounding very tired. His god nodded while the show's host scrambled to regain his mental footing.
"The philosophy you embody is admirable. The idea of owning one's actions, good or bad, and striving always to be better is a solid foundation to build off of. It creates a space where we can find our own way in this galaxy. Paying homage to you if we use your morality seems only polite. Then there are the practical reasons."
Zahak raised an eyebrow, just a hair more than a tau should be able to. "I'm pretty sure I made my stance on blessings pretty clear early on."
Jaspar nodded. "Yes, but it is, and do pardon the term, human nature to reach out to something. Having a tangible concrete being to fill that role has value if only to make sure there isn't a void for something else to step into. I mean, there was that..." he shifted uncomfortably looking for the word, "Unpleasantness a few months backs which showed that pretty clearly. "
"Unpleasantness?" Ki'chen, asked, unwilling to let such an ominous mention drop.
The priest hesitated, allowing his god to speak up. "A monster tried to pass itself off as me." This time her smile revealed a mouth full of monstrous fangs. "It ended poorly for it."
Her priest nodded. "Any major philosophical deviation from the mainstream would have been vulnerable to that... thing." The priest spat the word with a degree of hate rare in the empire. "Besides from that, I think you undersell the value of being able to converse with you." The man smiled warmly. "You did introduce me to my wife after all."
Zahak chuckled again. "Took me a few tries though."
Jaspar's smile turned rueful. "You did introduce me to a few men I'm now glad to call friends first."
"That does raise a rather pertinent question." Ki'chen once more rallied in the face of his unexpected guest.
The woman shrugged. "Gender is hard."
Choosing to ignore her response, Ki'chen powered on. "If you're not interested in worship, if even your cult seems to see you more as an inspirational figure, why call yourself a god?"
Zahak frowned in confusion. "I'm sorry, but you lost me."
Ki'chen mirrored her confused frown. "You don't seem to be putting yourself above others, and, no offense, but you don't exactly seem divine. Why call yourself a god rather than just an aetheric entity?"
"Ah, ok I see the confusion. I'm a god in the technical sense."
Both mortals stared at the god in their midst, who sighed dramatically.
"Warp, ah sorry, aetheric crap tends to get mixed up in religions all the time. So just about every technical term is either misleadingly mystical or aggressively dry. I mean, I could say I'm an Autonomous Self-Directed Conceptual Amalgamation but…" The Autonomous Self-Directed Conceptual Amalgamation trailed off with a shrug.
Ki'chen nodded. "I can see why you used the term god," and the laugh track played again. "So, you're saying "god" is just the technical term for what you are?"
"Well, the one that's not a mouthful." the laugh track played again.
"So, to circle back a bit, the thing Jaspar was talking about, it was what, a rival deity?"
"Ha! It wishes, no it was just a garden variety dae-" the god stopped, her mouth snapping shut with a click. "I'm going to sound like a religious nutter if I call it a daemon won't I?"
The opening was to good, and Jaspar spoke up. "I feel that it's a bit late for you to come across as agnostic, o god."
"Oh shush you."
"I admit you would sound like those Secundus zealots," Ki'chen remarked.
"Right, so it was a garden variety, oh I don't know, jerkface? Jerkface works," the god decided with a nod.
"I admit, it certainly sounds less mystical," Ki'chen wryly observed.
"Exactly! So, Chaos jerkface thinks it's found an empty cult and, like a jerk, moves in."
"So it passed itself off as you?"
"Yeah, appearing in dreams, giving subtly corruptive advice, infecting people with soul cancer."
"I assume you mean Aetheric infection?"
Zhark nodded, and continued on. "So, after about a week I tracked it down in the warp and did what I do."
"I've read enough of your scripture to have a pretty good idea what that is. I'm guessing you jumped in a dark alley in the ather somewhere?"
Zahak smiled. "Nah, I didn't bother with a dark alley."
"For those of you at home, zarahk holy book goes into a fair bit of detail about her eating habits, which I found a bit odd, truth be told."
"Every god's got something they can bring to the table; mine's eating jerkfaces and jerkface related paraphernalia. It's what I do rather than bless people."
"Could you explain what you mean by bless?"
Zahak waved her hand as if to encompass the possibilities "Oh you know, increase crop yields, twist fate to grant good luck, really it varies god to god. For example half the time Sophont just sends out a delivery drone with an autodoc, a neat bit of cybernetics, and certain assumptions about consent."
"Forgive my skepticism, but I think we'd have noticed if prayer actually worked. I mean, poking fun at religions has been half my career. If prayer worked I'd have been smote a dozen times over, so you can understand why i'm a bit skeptical of religion actually working."
The pale women raised an eyebrow.
"I accept that you exist."
"Doing otherwise would be rather rude."
"But! That's a far cry from accepting people can pray stuff into being. We've done studies. Any-" and he paused to make finger quotes "-blessings worthy of the name would have shown up."
"Well yeah, your species kinda evolved to opt out of religion."
Ki'chen raised an eyebrow. "I don't suppose you could elaborate?"
"Sure. So, gods and faith 101. Most gods get power from the faith of their cults. Stronger souls give more power, weaker souls give less, you follow?"
Ki'chen nodded.
"Well, the tau have really weak souls."
Ki'chen glanced at the camera, bafflement clear on his features, before turning once more to his aetheric guest. "Help me out here, should I feel insulted?"
"No! It's really neat. See, most races offload certain aspects of their cognition into their souls, but you guys don't. You're able to support complex, strong personalities on a teeny tiny soul, it's really cool. But, it means you don't produce a meaningful amount of… gah..."
"Terminology issues?" Jaspar asked.
Undeterred Zahak continued "...Soul Googe," the divinity finished, and her priest once more buried his head in his hands.
"So we're useless to your lot?" Ki'chen remarked. Choosing to ignore her term choice.
"Well, to be blunt, yes. The thing to understand is that it's not exactly safe to be a god in the aether, especially these days."
"Oh?"
"We're not exactly at the top of the food chain in the aether. We're stronger than most other inhabitants, but Chaos is a lot worse when you're in its home dimension. We pretty much always need to be doing cost benefit analysis, or we run out of soul googe at the wrong time and-" the goddess trailed off for a second. "Well, death is one of the less horrible outcomes. None of us could could afford to show up for tau worshippers."
"Ok, so, let's say I believe you."
"Isn't it rude to disbelieve an expert you invited on your own show?"
Ki'chen nodded. "Oh most certainly, very rude, I do it all the time."
The goddess sighed. "I walked into that one."
Ki'chens smiled widely. "For the sake of argument, let's say tau don't do gods, what about the other species on those studies? The kroot, the demiurg, vespid, none of them had religions that produced an impact."
"Oh, well none of those gods were real obviously."
Ki'chen laughed "Are you saying you're an atheist?"
"I'd rather not vanish in puff of logic, so no. What I mean is most of the time religions don't have an actual warp entity there."
Ki'chen moved to talk, but his inhuman guest cut him off. "I know what you're about to ask, the Emperor's kinda a complicated case, but suffice to say he won't be doing much for the near term future. I'm not going to go into it."
Ki'chen sighed. "I guess getting an expert opinion on him would be a bit much to ask for."
Zahak chuckled. "Maybe on a follow up interview."
"So, to loop back a bit, gods feed on worship, but not all worship is pointed at an actual divinity?"
The pale tau nodded. "Essentially."
"Why is that?"
"Ah, well, this ties into how gods are born, and I'm about as keen on going into the details of how my kind reproduces on air as you'd be, so suffice to say there are more empty religions than full ones"
Ki'chen raised an eyebrow "You think you can dangle that in front of me and leave it there?"
"Tell you what, I'll talk about how gods are born, if you talk about your sex life."
For a moment he was clearly considering it, before relenting. "Some things are just too weighty to burden people with, it would be irresponsible for me to bring up private adventures on air."
"Truly a sacrifice for the ages."
"So, back to how occupied religions work, you said you don't do blessings?"
"Nah, not my bag. I eat jerkfaces. I won't turn down worship if they're willing to do it for free," she said glancing at her priest, who had been doing his best to disappear into his chair for a while now. "Though I admit not being able to uphold my end of the bargain makes me feel a bit like a freeloader sometimes. The most successful gods long term tend to be the ones that reinvest their Soul Googe back into the wellbeing of their followers."
"You make it sound like a business relationship."
"Because it kinda is. Really votive worship seems to be the way to go."
"Votive worship?" Ki'chen inquired.
"Ah, essentially the idea is exchanging worship for a concrete and defined payment. Its been working fairly well so far."
Ki'chen raised an eyebrow. "What, like a 10% boost in grain for a new temple?"
"Well, not quite that cheap, but that's the basic idea. We need Soul Googe, mortals could always use help, there is a pretty clear transaction to be made there."
"So you have stuff we mortals want, but we have what you gods need. Gotta say, as a mortal I like the sound of that."
The god shrugged "Heh, yeah, it really is a seller's market these days, though we have started to unionize."
"Unionize?" Ki'chen bemusedly repeated.
"Yep, ahrm," the god made a production of clearing her throat. "The Aetheric Concordat has been forming closer ties, as well as establishing more concrete guidelines and best practices, in order to better leverage the dynamics synergy of our diverse range of core competencies, resulting in an increase in both transparency and long term customer satisfaction!"
This time when the laugh track played it was accompanied by Ki'chen's genuine laughter.
"Yeah, Ugruer got a little carried away with that pitch."
Still chuckling Ki'chen responded "Are you quite serious?"
"I am, actually. I've got a good sized mob of gods working together and swapping faith." Jaspar began slowly scooting away in his chair, away as the topic began moving towards truly uncharted waters.
Ki'chen's eyes narrowed. "Ah, and now I guess we're at the part where you give a sales pitch?"
Zahaks face became mournful. "Unfortunately yes, like most of your guests, I do have an agenda to push."
"So you'd want us to sell you the faith of our auxiliares I'm guessing? Gotta say, I'm not exactly a fan of the idea of prayer quotes."
"Sell is a bit of an exaggeration. I wouldn't dream of asking anyone to force anything on anyone, but I'm pretty sure a fair incentive set could be worked out."
Ki'chen frowned "The difference seems a minor one to me. Either way the state is meddling where it has no business."
The goddess's reply was spoken with sudden intensity. "Choice, is important. We have no interest in trying to convince you to mandate faith with force." After a deep breath she resumed her cheerful tone. "Besides, if someone's producing something of value isn't some form of compensation proper? Something like a tax break for producing valuable Soul Googe would only be fair."
"And the faith of those swayed by a bit of money would be of value?" Ki'chen skeptically inquired.
"En masse? Yes. Faith is funny, it tends to become real after a while. Besides, I think you're underestimating how appealing some of our members are. I'm pretty sure Faust would go over well; who doesn't like the goddess of friendship?"
"There's a goddess of what now?
Zahak smiled warmly. "she's a sweetheart, big believer in unity and the community, something I think would go over well with the empire. But if friendship's a bit wishy washy for you, we also have Sophont, god of technology, and Gatta the goddess of guns for the self defense crowd."
"It sounds like you've managed to get a god for every occasion," Ki'chen observed with a skeptical tone.
"That is the general idea yes, we've got all sorts of gods. I'd go so far as to say we have most gods worth worshiping these days."
"Because you have a wide selection, or because there aren't that many?"
Zahak's smile turned sad. "More the second than the first. I wasn't kidding about how dangerous the Aether is for my kind."
"That does raise the question, why would we put so much effort into an arrangement with someone who might not be here tomorrow?"
"I won't claim that we won't be losing people. But losing business partners to jerkfaces and their pets is not exactly a new risk. Factoring such things into deals is an old and solved issue."
"And if one of your members falls rather than dies?" Ki'chen asked accusingly.
The god smiled serenely, her mouth a too large forest of daggers, and for half a heartbeat there was something else in that chair. Something vast, mercless, and hungry. "I did mention what my thing was didn't I?"
Ki'chen very carefully did not let an ounce of fear show in his face of voice. "Miss Ziroot, while I appreciate the appeal of dramatic flourishes, I'm going to have to ask you not to do that again."
All trace of menace vanished, leaving only a slight and embarrassed looking tau. "Sorry, but I felt it important to drive home the point."
"Then you should have done it without…" Ki'chen trailed off, "Doing that." taking a deep breath, he slid back into his cheerful mask. "So why should we take your word about you being able to deal with any chaos infections?"
"Oh, I have someone to vouch for me."
"Who?"
"The Empire of Ashes, unless you're going to argue that I've somehow pulled the wool over their eyes?"
Ki'chen nodded grudgingly. "I will admit that that is not a bad reference, assuming it's true. But the system seems like it would be ripe for abuse. We'd have no real way to bring a god to heel if one went rogue."
"If you think your leaders would have no recourse, you vastly underestimate their ability to suppress religions. You'd be able to cut off the supply of Soul Googe - that's a pretty good chunk of leverage. But I think you're underestimating the impact of game theory here."
"What, you've got the God of Enlightened Self Interest looped in?"
"HA! Oh I wish. No, but it's pretty simple. One god getting rowdy would screw over everyone benefiting from the deal. The ones not being dicks would be strongly incentivized to keep the rest in line. Sure we're going to try and push for the best deal we can, but no still living god would be foolish enough to make themselves the one guy threatening everyone's supply of Soul Googe. As for the risk of mass dickery, well that just makes us another suppressed cult at the fringes."
"So your reason they wouldn't get greedy, is if someone tried to rock the boat the rest of you would push them them out? I've heard similar claims before, and we all saw how that ended."
Zahak nodded. "If you're talking about that kerfuffle with the corporations, I can assure you our incentive structure is a bit better at discouraging making a fuss. The perpetrators got what, fined?"
Ki'chen nodded. "A few of them spent some time in jail, but yes. Most of them just had their money taken away," he all but growled. "I'm assuming you have a somewhat harsher punishment in mind?" The goddess nodded. "What, you'd kick them out of your club?"
"You have to remember, banding together into our concordat was very much a matter of survival for us, and so is our Soul Googe supply. Both for us, and those who rely on us."
The host snorted "So getting kicked out would sting?"
The goddess winced a little. "No, it just provides context for the fact that we still have the carcass of the last troublemaker hanging on the wall."
Ki'chen simply stared.
Zahak seemed somewhat embarrassed by this bloody revelation. "We've only had one major disciplinary issue so far. So hey, it works."
"I'm not going to deny that would maybe have been a more satisfying punishment for those parasites, but it seems a bit," he paused looking for a word. "Barbaric."
The pale woman's tone was disturbingly casual. "Like I said, this stuff is life and death for us. We react to troublemakers accordingly. We would of course try and find a less extreme solution to any disputes, but if someone was insistent on acting in bad faith, well we have a few pointedly empty stands next to the last guy. But I think you'd agree it's enough of a deterrent?"
"I will admit the threat of being stuffed and mounted would be a pretty good argument to tow the line. But there is still the risk of the Concordat itself acting in bad faith. I rather think you're overstating just how small a thing it would be to quash an already established religion. There are entire worlds that have been devastated when some religious nutter in a big hat decided their imaginary friend hated us."
"Oh it wouldn't be painless but I'm rather confident if it came to blows our supply would plummet pretty quick. You said it yourself, we're mostly going to be getting fairweather converts. But there would be other contingencies, mystical binding oaths, collateral, hell the Empire of Ashes would call us to account if we broke our word, and that's a death sentence if there ever was one."
"It sounds like you've put a lot of thought into getting people to trust you."
Zahak nodded. "Trust is a rare and precious thing these days. We do what we can to not have to demand a lot of it."
"So, assuming we find your assurances worthwhile, what could you offer exactly?"
"Are you asking for my sales pitch?"
"Being able to add a literal god to the list of people who pitched things to me would give a certain amount of prestige, so go ahead, pitch away."
"Well, if you insist. So, the thing about Soul Googe? It's transferable. So you can pray to any god in the Concordat to get a blessing from any other Concordat god, with a small markup. Aside from the very useful crop yield boosts, we can cleanse Chaos irradiated worlds, give your FTL a speed boost, dispose of Chaos tainted artifacts, enhance your best and brightest, provide all sorts of intel, suppress Chaos cults, help with reverse engineering, provide emergency reinforcements, carry messages, and as a big ticket item, get rid of aetheric worlds. To name a few of the more flashy things we can do. Trust me, when I say we have a god for any occasion? I mean it."
Ki'chen nodded. "Not a bad pitch, a bit long, but I can't help but notice you didn't mention how much any of that would cost."
The divinity shrugged. "It would rather depend on the deal we reached wouldn't it? I've already admitted to needing you more than you need me, so I'm going to be negotiating uphill enough already without committing to a public price. Though I can tell right now intel and faster merchant ships is going to be cheap."
Ki'chen raised an eyebrow "Intel being cheap I can understand, since apparently it's easy for you to just talk to us, but increasing our speed in the warp? That seems like it would be fairly expensive."
"Normally it would be, but we have a merchant god named Ugruer. His nature means it's easier for him to sell blessing indirectly, and he has always been great at speeding up merchantmen. If you wanted help with warships that would be a fair deal more expensive."
"I see, so different gods have different markups?"
"A bit. Soul Googe gets flavored a bit depending on who has it, so some conversions are less efficient, but we can shuffle things around a bit to get around that most of the time. So it's mostly a flat rate with a few cases of a discount."
"And what did you mean by intelligence?"
"We have a very broad view of the galaxy, it lets keep fairly good track of the movers and shakers. I can't really say more than that though."
Ki'chen snorted derisively. "Spy games."
The goddess shrugged. "Against opsec, even the gods strive in vain," earning a short chuckle and another burst of recorded laughter. "So, what's your opinion on what we're offering?"
The tau hmmed thoughtfully. "I admit that certainly sounds tempting, again assuming you're being honest of course. But we're hardly in a position to need help are we? We're slowly beating back the barbarians at the gate. Even if the benefit would be great, why would we risk a stable situation?"
The smile that split the faux mortal's face was entirely too wide and sharp to come form a tau. "Oh, I think the people who would be making the deal know exactly why they might want to take that risk."
"And with that rather ominous note, I think we're out of time. It was an experience having you here Zaraak,"
Zahak chuckled. "You were certainly fun to keep off balance, hell if you get my name right I might even do another show."
Ki'chen's eyebrows shot up in surprise. "I've been getting your name wrong?"
Approximately one week ago, the aetheric entity known as "Zahak" (hereby referred to as entity Z) manifested on a live broadcast. Investigation into how both auto cutoffs and fast reaction teams failed to respond is still ongoing. Examination of all involved has found no sign of memetic infection; this is consistent with all prior encounters with entity Z. Ki'chen showed signs of minor mental manipulation, most likely explaining his rather subdued reaction to entity Z's manifestation.
While the investigation into the failed response is still ongoing, initial evidence points to 2 possible culprits. Certain radical elements within the Bureau of Aetheric Security may have deliberately prevented reaction to further their aims of encouraging cooperation with non-Chaos aetheric entities. While our investigation has confirmed that the BAS had overstepped its authority in concealing entity Z's prior attempts at contact from the council, the actions of any rogue agents in enabling an atheric entity to appear in a planet wide broadcast were, at best, deeply negligent.
The second possible culprit appears to be an unknown Harlequin troupe. While no hard evidence for the second possibility has been found, the head investigator's bedroom was found filled with wraithbone clown figurines. In addition, folders containing several possible reaction plans were found on his bed with the words "Don't Spoil the Joke!" written on them in crayons taken from his son's backpack.
Shortly after the show aired, a diplomatic file was received from the Empire of Ashes, containing a dossier on entity Z and the Aetheric Concordat. It contains a rough estimate of the cost of certain benchmark miracles, as well as giving us a clearer picture of what entity Z is capable of. It should be noted the file is not exhaustive, and appears to indicate that she should not have been able to manifest so easily. Investigation into the discrepancy is ongoing. It appears they maintain a mercantile relationship with entity Z and the Aetheric Concordat, and they have offered to mediate any deals struck with said organisation. Their professed motive is a repayment of an unnamed service. While deep speculation is beyond my remit, it is likely they consider strengthening of the Concordat at least a secondary goal.
Attempts at suppressing the broadcast has met with mixed success. While a large portion of the viewing public wisely ceased to view the broadcast after an aetheric entity manifested, many did not. We have successfully destroyed most recordings of the interview, but the broad outline has spread rapidly via word of mouth and civilian datanets. At this point, it has already entered the public conscious. (See example memes MZ1 "For the Dark Autonomous Self-Directed Conceptual Amalgamations!" MZ2 "Pray harder we need more Soul Googe!" and MZ3 "That face when your God insults your religion.") Worse, datanet searches for the gods directly mentioned by entity Z have massively increased. We strongly suspect those entities where deliberately chosen, as entity Z seemed to go out of its way to give their names and domains. Investigation into entities U, S, G and F are ongoing. While full suppression of the broadcast is still possible, it would require drastic measures that would be inappropriate given the lack of memetic threat vector. It may be wise to allow the viewing of the interview, rather than have distorted recountings of it enter the public zeitgeist.
A follow up investigation of entity Z's cult has shown a marked decrease in contact with their patron, as well as a marked uptick in membership. The head priest has reacted to the greater scrutiny by having a crisis of faith. It is apparent that entity Z was quite open with him in subsequent contact that her actions put his flock at risk. He claims she offered him and his flock extraction should they be endangered. It is unclear what form the extraction would take, but we cannot rule out a conventional extraction by mundane agents given the dossier provided by the Empire of Ashes. We do not recommend official censure for him or his church at this time, but the church has been put under open surveillance to act as a form of discouragement.
Recent developments along the Secondus Front put entity Z's last remarks in an ominous light. All signs point to a marked increase in Secondus' ability to wage war. It is the opinion of my office that entity Z was signalling that it possesses intel related to either the scope or source of this increase. Its motive appears obvious - it is seeking to pressure us into entering negotiations. I have taken the liberty of assembling a team to attempt to evaluate the risks and rewards of allowing its gambit to succeed.
@Durin I did a thing. if it's a few changes from cannon let me know.
many thanks to Andres110 and deusferris for helping beta this.

I mean it."
Eh, mercenaries don't have a very good reputation and powerful polity like T'au Empire would scoff at the suggestion they would need to employ such unreliable rabble. Now the actual leadership may be quite interested in some deniable/expendable assets, but it's not really a thing you would want advertise to public on television.

Turn One Hundred and Twenty-Three Three Hundred and Thirty-Five years since the Founding of Avernus
Five year turn
You have recently returned from the Grand Conclave, which was a massive success. It seems that the Imperial Trust was not the only group who went into the meeting with the intention of disseminating as much of their technologies as possible to the other human powers. As well as giving the remaining human powers a massive technological boost, the Trust included, it showed the general sanity of the major Imperial Remnants and their willingness to work together for the good of all, an encouraging sight given the current era. As far as the Imperial Trust is concerned the technology gained should allow to at least double or triple your combat power over the next half century, putting you above even major regional powers such as Amir-Ka, though not Urkozz's Domain if it ever united.
You were given the designs of a massive amount of new military technology at the Grand Conclave, enough that deciding what to deploy first has once against become a major problem. Possibly more valuable however were the boosts to your production of advanced technology that you gained, which should allow you to field greater amounts of advanced military technology on the battlefield.
Marshal Waters upgrades trait Berserker (-2M, +1C, chance of going Berserk in combat, doubling damage but losing all Martial bonuses and no longer acting as commander) into Controlled Berserker(-1M, +1C, can choose to go Berserk in combat, doubling damage but losing all Martial bonuses and no longer acting as commander)- Marshal Waters has always had a tendency to go berserk in combat, which while devastating results in him totally losing control of his forces. In recent years however he has developed his self-control enough to ensure that he only goes berserk when he chooses to.

Admiral Sarnow, and Helheim Void Command as a whole, are rather busy at the moment between repairing the damage done to the fleet in Turoq's war and further expanding the shipyards. He tells you that while there was not that much more naval technology that you gained in the Grand Conclave what there was looks highly valuable, and should be properly investigated. In particular he is interested in the Psychic Cannon, which seems to be a counter for the Deamonships which often form the heart of Chaos fleets.
Admiral Sarnow upgrades trait Pious (+2P) into Proven Faith (+4P)- Over the years Admiral Sarnow has developed a great deal of faith in the Emperor, and in the Imperial Trust's duty towards his last commands.
Two Locked Choose One
One One year Construct: Repair: General-Your fleet suffered major losses in the recent clashes and will take a significant amount of time to be repaired. Just carrying out the repairs on those ships damaged or reduced to hulks will take nineteen years, and that is without starting on the Escort Cruisers which were your greatest losses.
Time: 19 years.
Cost: 3,600,000,000 Thrones, 1,600,000,000 Material, 92,000,000 Promethium, 16,000,000 Advanced Material, 330,000 Exotic Material.

Reward: repair all ships other then escort cruisers damaged or hulked in recent war and all attack craft
Locked- Four out of Nineteen years completed
Expand Shipyards: Large: Twice- Now that you have a huge shipyard it is possible to build large shipyards whole. This would increase the rate at which you can build capital ships and maintain anything short of battleships more easily. Admiral Parnell advises you to focus on this until you have all four large shipyards that you plan on constructing.
Locked- Five out of Nine years completed: Expedited
Locked- One out of Nine years completed: Expedited
Implement (Technology): Naval- You gained several new naval technologies from the Grand Conclave, and will need to determine how to best make use of them. Admiral Sarnow tells you that it will take him almost half a decade to make a proper investigation.
Time: 4 years
Cost: 390,000,000 Thrones, 78,000,000 Material, 7,900,000 Promethium, 850,000 Advanced Material, 950 Exotic Material.
Reward: Plan on how to implement chosen technology
Expand Shipyards: Small- Now that you have a huge shipyard it is possible to build five small shipyards at a time. This would allow you to more quickly increase the total number of shipyards that you own though it would not help with building capital ships or maintaining anything above cruiser. Admiral Parnell would prefer to finish all of your planned large shipyards before building up your small shipyards.
Expand Shipyards: Large- Now that you have a huge shipyard it is possible to build large shipyards whole. This would increase the rate at which you can build capital ships and maintain anything short of battleships more easily. Admiral Parnell advices you to focus on this until you have all four large shipyards that you plan on constructing.
Ship Design Investigation (Ship)- While you gained many ancient ship designs from the Sword of Sutur datacores there are still many holes in the line of battle for the Imperial Trust. Admiral Sarnow could spend a year determining if a particular design would work. If it is determined that a design is possible it will then have to be passed on to the Adeptus Mechanicus to actually make the design.
Time: varies (1 yr for escorts, 2 years for cruisers, 3 years for battleships, 4 years for Command Battleships, 5 years for Dreadnoughts)
Chance of Success: 60% (uses learning)
Cost: 38,000,000 Thrones per year
Reward: information on whether design is possible and useful.
Upgrade Defences (Avernus or Deiphobe)- Orbital defences have proven to be one of the main advantages that your fleets have against invaders. Admrial Sarnow would like to further strengthen your orbital defences both at Deiphobe and Avernus to make attacks even more challenging.
Time: 10 years
Cost: 9,500,000,000 Thrones, 3,000,000,000 Material, 860,000,000 Metal, 200,000,000 Promethium, 1,500,000 Advanced Material, 35,000 Exotic Material .

Reward: Build 21 Advanced Defence Stations, 90 Advanced Heavy Orbital Weapons Platforms and 450 Advanced Orbital Weapons Platforms around selected planet
Further Thicken Minefield: Deiphobe- One option to expand the defences of Deiphobe is to quadruple the density of the minefield. This would quadruple the damage that the mines inflict, making the minefield likely to destroy most cruisers that try to advance though it and inflict major damage on even Battleships. This would be a time consuming and expensive option, but would make attacking though the minefield near impossible for most fleets.
Time: 12 years.
Cost: 350,00,000,000 Thrones, 72,000,000,000 Material, 3,500,000,000 Promethium, 52,000,000 Advanced Material

Reward: Thicken Minefield to very heavy
Readiness Training: Fleet- With Garkill and his forces being expected to arrive within two years Admiral Parnell would like to conduct some last minute training and exercises with his fleet to better prepare them. This could provide a needed edge to your fleet which could have a major impact on the course of the campaign.
Time: 1 year.
Chance of Success: 60% (each success reduces chance of success by 5%, this recovers at a rate of one per two years)

Signe tells you that the technologies gained in the Grand Conclave should not only be able to pull Avernus out of debt but should be able to make you self-sufficient, at least in the short term. However she tells you that it will take decades of sustained effort to fully implement all of the improvements to your economy. It seems that after all her efforts to pull the Avernite economy into the black it will be a technological boost that ends up doing it.
One Locked Choose Two
One Five years, One Four years Build Hive (Terascon, Lonely Mountain)- There are several of your regions that have good locations to build a new Hive in, allowing your population and economy to grow further without expanding into a new region. As things stand you could build 1 Hive in Avernus' Spine, 3 in The Fair isles, 1 in Lindon, 2 in The Fens, 12 in Elysium and 2 in Aridia.

The last couple of years have been interesting for the senior figures of the Mechanicus, with both Fabricator-General Scott and Archmagos Tranth having multiple brushes with death as a result of Avernus while Archmagos Maximal was left alone. It's usually the other way round. Otherwise the Mechanicus has gained a massive windfall of technology, which will take decades to properly make use of but will be able to bring the technology of Imperial Trust to a whole new level. On a more political front Fabricator-General Scott tells you that the Grand Conclave has significantly pushed the general Mechanicus in a progressive direction, with even Vanaheim now having a bare majority of progressives. This has further been pushed by the recent death of Archmagos Arkhan Varnek, the leader of the conservative faction. However this push has radicalised many of the remaining conservatives, who will be a good bit more touchy in the coming decades.

Naval Neutron Guns- Found in one of the Data-Jewels on Roskilde these weapons are complex with an enormous power draw. These designs were prototypes intended for use with an annihilation reactor. Currently they are works in progress, riddled with flaws making them not viable combat weapons but if they could be completed they would be a powerful and exceedingly long ranged weapon for those ships able to supply them with power. Archmagos Tranth believes that with a good decade's work he might be able to finish the designs, giving you a rather powerful new naval weapon.
Time: 10 years
Chance of Success: -110% (increased by 40 by Fundamentals: Neutron Las or by 20 by Fundamentals: Las) (-28%)

Cost: Free
Reward: Learn if the suggested design is possible, and if it is not whether you can do something to make it possible.
Gravitic Array: Programming- Now that he knows what the Gravatic Array can be used for it is time for Archmagos Tranth to figure out how to create programs that will allow him to use it. He tells you that this will be a complex task that will require much experimentation, and very deep surveys of the Helheim systems gravity.

Small Titan Manufactorum- Now that you have the schematics for the Avernus-Pattern Warlord Titan you only need to build a Titan Manufactorum before you can begin producing them. This will take over a decade and be rather expensive, but will allow you to begin making the most powerful ground units known to humanity.
Time: 12 years
Cost: 2,300,000,000 Thrones, 230,000,000 Material, 38,000,000 Metal, 23,000,000 Promethium, 890,000 Advanced Material, 76,000 Exotic Material, 28 Relic Material.

Luna Forge-Hive (Moon)- Now that the last of the Lunar Forge-Hives has began to be expanded Fabricator-General Scott is willing to begin work on making more. She tells you that she could fit a dozen Forge-Hives on each of the moons with time, though every Forge-Hive constructed will take population away from the current Forge-hives and slow their growth into Huge Forge-Hives.
Terminator Armour- Now that you have a design for Terminator Armour usable by humans Fabricator-General Scott is wiling to make twenty suits for Avernus. This will be time consuming and use up a lot of Relic Material but the defensive bonus for your leaders and heroes makes it worthwhile.
Time: 8 years

Expand Military Forces: Mechanicus- Fabricator-General Scott believes that it is time to expand the military power of the Avernite Mechanicus in order to properly defend the Forge-Hives. She proposes training an entire army of Tech-Guard, two corps of Skitarii and two hundred Battle Congregations. This force would be highly expensive but allow the deployment of a massive number of devastating troops. It represents the shift in force composition of the Mechanicus military that Fabricator-General Scott plans over time, with the emphasis being moved from massive armies of cybernetically enhanced soldiers to smaller elite forces making use of highly advanced technology and cybernetics. In particular the vast increase in the number of Battle Congregations fielded should prove to be devastating.
Time: 18 years
Cost: 5,500,000,000 Thrones, 440,000,000 Material, 27,000,000 Promethium, 140,000,000 Advanced Material, 940,000 Exotic Material .

Adjudicator- One of the STCs found in the datacore was for the Helheim Pattern Adjudicator Mobile Assault Platform - a massive command vehicle similar to a Capitol Imperialis, but far better in all respects. Fabricator-General Britton suggests that he build one to act as your command vehicle.
Oversee the Forge (Advanced Material, Exotic Material or Relic Material) -Fabricator-General Britton is capable of notably increasing the efficiency of Avernus' Forges by personally overseeing them. This would provide a notable increase in production while he is overseeing them but have little long term effect.
Time: 1 year.
Chance of Success: 50%
Cost: 61,000,000 Thrones.
Reward: Total production of chosen resource for the year increased by 5% per success, can be taken multiple times, critical success has a chance of providing permanent boost.
Another – One of the most useful tools for exploration that you have access to is the Helheim-pattern Large Mobile Research Facility. While useful the fact that you only have one means that exploring a region with it alone would be too time consuming. Fabricator-General Britton has offered to over the the construction of some more, which would greatly increase their use in exploration.
Time: 1 year.
Cost: 38,500,000 Thrones, 539,000 Material, 192,500 Metal, 84,700 Promethium, 1,720 Advanced Material, 96 Exotic Material.

Reward: 1 Large Mobile Research Facility: Helheim patten, can be taken multiple times
Black Ship Protection: Mechanicus- Between the Siren Runes of Warding and the powerful Gellar Field Generators that were part of the design for the Deus Superdreadnought you may now be able to build a version of the Black Ships. To begin with the Adeptus Mechanicus and the Adeptus Astra Telepathica will need to work together on combining these technologies and testing whether their effect is strong enough. Both Fabricator-General Scott and Archmagos Tranth have a good enough understanding of Gellar Fields to lead the Adeptus Mechanicus half of this research project.
Time: 12 years (must be taken with Black Ship Protection: Telepathica)
Chance of Success: -80% (both parts must succeed)
Cost: 75,000,000 Thrones, 750,000 Material, 150,000 Promethium, 310,000 Advanced Material, 35,000 Exotic Material, 10 Relic Material.

Time: 3 years
Chance of Success: -300% (-61% after bonuses, failing reduces success chance by 15% of margin of failure)
Cost: 320,000,000 Thrones, 790,000 Advanced Material, 89,000 Exotic Material
Reward: Decode a Data-Jewel.
Hyper Heavy Cruiser Design: Graviton- Archmagos Tranth has recently worked out how to fit Hyper-Plasma reactors into smaller warships. This will allow the creation of Heavy Cruisers armed with more powerful weapons, such as Graviton Weapons. A Heavy Cruiser equipped with a Hyper-Plasma reactor and Graviton Weapons would be capable of massive amounts of damage to targets within short range, though the Hyper-Plasma Reactor would make it more vulnerable than you would like on a brawler.
Time: 3 years.
Chance of Success: 00% (99% after bonuses)
Cost: 150,000,000 Thrones, 29,800,000 Material, 1,540,000 Promethium, 350,000 Advanced Material, 8,900 Exotic Material.

Advanced Ramilies Design: Type- Archmagos Tranth has recently finished reverse engineering the Ramilies Starfort and has sketched out a few different ways that it could be improved with current technology. Both Fabricator-General Scott and he are able to turn these simple ideas into complete plans, though given the size of a Ramilies it will take some time. The current suggestions for a design are pure fortress, orbital defence station, forward operating base variant, and orbital artillery, though there maybe other possible purposes.
Time: 5 years.
Chance of Success: 10% (99% after bonuses)
Cost: 150,000,000 Thrones, 29,800,000 Material, 1,540,000 Promethium, 350,000 Advanced Material, 8,900 Exotic Material.

Time: 1 year
Chance of Success: 30%
Cost: Free.
Reward: +5% to the success chance of all psykers who take the trials this year, can be taken multiple times

Research: Conceptional Bonding: First Stage- Recently it has been found that Truesteel works by somehow permanently bonding the concept of steel to metal. Given that conceptional bonding is considered to be highly unstable and requires constant attention from a skilled Psyker to maintain, the fact that a stable form of it exists is highly interesting, among other reasons because it was believed to be impossible. Tamia thinks that if she spends a decade or so studying Truesteel she will learn more about how it works; not nearly enough to replicate the feat but still enough to be of great use. She mentions that among other uses any more information on this subject may be useful in working out how to copy the power that Island Turtles use, which would be invaluable.

Psychic Materials: Wildlife- There are some materials that channel psychic energies better than others, or in certain ways. Given the sheer variety of psychic wildlife of differing sorts on Avernus, Grandmaster Jameson believes that at least some of them will be useful in this manner. She will only be able to examine a single type of creature at a time, so it will take quite some time to examine everything that Avernus has to offer.
