Ehhh they were meant to be costly for the level 22-25 civ and we're at 19.

1 will the trust want to build a heaven fortress?
2 would having a aspace elevator being down the cost in years or resources?
3 while building one is too draw attention would it be small or significant on the galatic level?

They are now viable because of the tech upgrade we got gave us a huge boost to industry and economic across the board. When we finish implementing all of it we will have such a boost that it is viable to build them.
Well I suppose we will have to agree to disagree, nice talking to you and hope that one day I can go for the fortress without such reservations. Night.

Heaven will never be a thing. If we build it, someone too powerful for us to beat will come at us to steal it. It would be a very bad idea to attract that kind of attention to build a fortress that will be stolen.
heaven is harder to steal, its issue is its sheer price makes it overkill for almost all systems. To be honest the only place in the Trust that I can see getting one in the near to mid future is Vanaheim, and even then not this century and probably not the next
With regards to building a better spy network, I believe that refers to our off planet spy networks, which are fairly basic. Our internal security apparatus is already top notch.

So, how come Callamus doesn't have Stellar Bellows? It's hilariously more efficient than asteroid mining for much the same manpower.

1. at their height Asuryn was able to decree that no gods would interfere with mortal matters and force the Gods of Chaos to follow his edict. by the time of the fall a single chaos god could eat him and his entire pantheon.

he wasnt just referring to his pantheon. at their height the Eldar utterly dominated the galaxy to a level the Imperium could only dream of, this dominance reflected on the warp where they were further strengthened by the worship of a highly psychic, very populous race. There is a reason that it was only when the Eldar started drifting away from their gods and falling into hedonsm that they weakened enough to be threated by the gods of chaos, and even then the Eldar pantheon held back chaos for eons using stored power.

khaine could not kill krhone, due to how hard killing a god of that level is, but could match or even beat him in a fight

So yeah the reason chaos wasn't doing anything for so long was because the Eldar told em to not do anything.

As I thought. Makes sense that something that absurdly expensive even on a galactic scale would only be used for places actually worth the cost due to losing said places being too heavy a blow to consider like Vanaheim AKA the main shipyard of the Trust would be for us. Imagine that even the major polities would only be willing to have a very small handful with a polity like Callamus maybe having several for their most largest and productive Forgeworlds.

-1a) What kind of places would they used to defend?
2) Are there more instances of chaos polities working together thanks to the Orks awakening putting pressure on certain polities?
-2a) Are the rest of the human polities a lot more willing to work with the Eldar in the current age when it comes to preventing things like level 4 Waaaghs?

For 2a kind of hoping that after the tech trade that the other human polities aside from Quartus would be far more willing to work together with the Eldar when it comes to preventing real threats to everyone from becoming an issue. Am assuming that the rest of the human polities, aside from Quartusm are still heavily xenophobic making this more of an issue.

1. theya re not sure but a dozen or so
1a. a mix of key industrial worlds (callamus itself, major shipyards ect) and key statigic worlds that are liekly to come under heavy assault (border fortresses on major warp currents or chockpionts)
2. yes there are
2a. they are, desperation makes most allies more palitable

We have a huge amount of construction and general admin projects on the docket, and hopefully this option will help us grow our economy fast enough to at least keep up with spending...
 
What are Stellar Bellows again?
Basically, you treat the local sun like a sponge. Squeeze it around the middle and let juices spurt out the top and bottom, then filter those streams of plasma for the non-hydrogen atoms dissolved inside. Then you let the hydrogen fall back into the sun minus whatever you keep for fusion fuel. You can get around the sun being too hot to physically squish by arranging a bunch of stations in a ring around it and coupling them to the sun magnetically.

Most of the regular people have voted already but it looks like we will be getting the architect as Vizer, chancellor, Gran Mugwump, or whatever thier new title will be.

1. Has there been (if very rare) cases of Navigators producing gamma or beta or alpha etc-level navigators?
2. How prevalent are mutations among our house of Navigators (Norn)? Do they turn into grotesque monstrosities by that must be kept away from public view or are they a lot more stable?
3. In your verse how much more resistant are Navigators to Chaos as compared to normal people and psykers?
