So, the System Review action for Medical Care is dead as a doorknob right? I mean, access to those is why we had him in the first place.
 
that's suspicious, sounds to me like cultist action because were due to be hit by another chaos god soon, I bet its nurgle...which means our hospitals are going to be swamped or turned into infection vectors, not to mention the undead rising up and plague of unbelief.

this is going to suck VERY badly, we need to review our hospitalization efforts to curb nurgle and its influence, also we have yet to be hit by Tzeentch, so its either him or nurgle at this point...im betting Tzeentch tries to attack at the same time as nurgle as a way to try and screw both itself and nurgle over due to its self destructive nature.
 
For the sake of our economy, let's start with the subsidized advanced power armor before the pdf power armor, and the second stage tithe before either of those.
 
Look at that tasty Khol trait though, wow. +3M, +2I, +2A, +2L, +4P, +3C, +3D to her stats, the only marshal with better Martial is Bruhn while attacking with armor. She also gets above average Diplo 11.

We need the phi level blanks more than the upsilon. That +20 against betas or higher is useful because those are the ones that kill the most people. Though it doesn't seem that they are mutually exclusive. Still, phi's first.

If scott wants to develop technology for trade, then I think we should go for reproducing the gravitic engines. I think the other polities will get more use out of that, as stealth ships seem an area that isn't as well developed as guns, or titans. We already have the prototype for gravitic shear weapons, and we did rebuild that titan that got damaged in the first incursion.

I really want lin to cleanse that one heavily tainted world. Valinor had 16 worlds. 2 of them should be taint free, 6 lightly tainted, which, iirc can be reduced to taint free without lin over the course of centuries but in the mean time is still risky but liveable. 6 medium worlds that are technically liveable, but no one aside from nifleheimers and avernites should try it. So, all of their worlds can be technically colonized except the former capitol and the heavily tainted world. 2 years to get it down to medium, 16 to get everything down to light, and I don't think we should spend lin's time on light taint when we have other methods. But really, we just need the two years to make everything liveable. And having seven worlds that can only be colonized by avernites and nifleheimers could increase our influence and ability to expand.

General Richards has recently put forward a set of proposals to upgrade your Helguard's power armour to elite models and to provided your PDF with basic power armour. Either of these options is incredibly expensive and would take decades, so for the near future you are limited to only really going down one path or mixing and matching between the two paths.

If you hit transcendent in a stat (60) then the character becomes immortal (unless shot) etc.

Transcedents are big deals, in fact extraordinary assets seem to either be transcedents (like Eldrad and the Phoenix Lords) or potential transcendents (like Ridcully).

Problem is we don't know how a transcendence would interact with Lin's burning and even then it can take thousands of years for someone on the lip of transcendence to ascend fully.
 
The best void construction action is monitors and cruisers for the Trust.

For tradeable tech we want the very advanced reactor variants obviously. I'm torn between practical grav sheer weapons and gravitic ship engines but leaning towards the ship engines because sneaky starships complements our own alpha strike capabilities and I think the Ultramarines will have fun with it too.

theya re in negative numbers because the Imeprial Trust is currently providing a tax rebate for your Helgaurd of 105% of their upkeep cost, so an increase to their upkeep increases your rebate.
