@Durin 1 would my idea for a Vats on luxury good happen? 2 is it something we have to bring up at the meeting?
The Imperial Trust doesn't have the authority to collect taxes from the citizens like that, it garnishes income of the Planetary Governments only. Taking in taxes like you're suggesting would necessitate a massive expansion of the bureaucracy on the Trust level.

Not really since ever planet has some form of collection it can be added to existing departments.
 

Not really surprised with answer in regards to 1 and 1a but nice to hear that Avernite humans are adapting to deal with mental issues that would normally come with living on a place like Avernus better. In regards to 2:

@Durin Hypothetically have the Trust come up with protocols incase either an Avernite animal or race that is able to leave Avernus actually doing so and in great number?

Because it seems like it would be an interesting dilemna due to them not wanting anything from Avernus leaving but knowing that acting against something with the power to do it themselves may piss off Avernus and even if it doesn't picking a fight with high tech Avernus race seems like a bad idea.

Edit: To clear things up I'm assuming that the current protocols for keeping Avernite creatures from leaving was meant to prevent people from either accidently or deliberately smuggling them out instead of taking into account high tech Avernus or space traveling animals doing so on their own. Especially if they are being commanded to by the planet mind(which I'm note sure the Trust was even aware of when they made those protocols).

I like to think that one of the Trust's Armageddon Plans is to export Avernus' animals in massive numbers in every direction.

Though that being said, wouldn't Avernus's animals escape through chaotic portals occasionally, infecting Daemonworlds and whatnot?

Considering it's Avernus it may have or is working on things that can do something like that. And since it looks like the end of times is approaching I'm wondering if it's going to start sending out things to combat the biggest threats out into the galaxy?

Seems like a way to help with that. And it's not like the Planetmind couldn't figure out that plan.

A week after the siege of Khazad-dum began the beginning of the second stage was signaled by the decent of dozens of Decent Class Destoyers from the upper atmosphere. These massive shapes started focused bombardment on the Ork hordes even as their point defense shot down Fighter-Bombers by the thousand. In particular the naval scale weapons of the Decent, small as they are on that scale proved to be able to devastate the larger targets on the ground, with almost all of the Ork Heavy Artillary and over half of their Gargents being taken out by the Decents. The Decent seems to be almost unstoppable against any force that lacks the anti-orbital firepower or heavy atmospheric bombers needed to damage them.

With Headcrusha cut off from the rest of his horde its coordination actually improved, allowing the elites that remained to inflict noticeable damage to your gathered soldiers, though not without suffered billions of losses of their own. By the end of the week only a tenth of Headcrusha's original horde still lived, though those that remained come from among the best and most lucky of the Orks. The combination of your airforces, now only outnumbered five to one, Khazad-dum's anti-air batteries and the Decents proved to be more then enough to clear the skies of the Ork Fighter-Bombers within a few days. Headcrusha himself seems to only get more angry and stronger as his wounds added up, cutting down Black Irons at every increasing speed despite you deploying the Last Hunters with the poisons supplied by the Nynye and the Varangian Guard to lead him into traps. Finally the rampaging Ork was brought down by Major-General Mineyev, who shoved a Vortex Grenade into Headcrusha's throat and detonated it. While the suicidal Major-General killed his foe, much to his own surprise, and utter disappointment, despite the wounds he had already suffered and the fact that he detonated a Vortex Grenade that he was holding, Major-General Mineyev survived, though he will need a new arm, leg, and half a dozen new organs. With the death of Headcrusha what was left of his horde broke, fleeting in thousands of directions. This signals the end of the last threat on Svartalfheim, though it will still likely take months to hunt down the remaining Ork bands.

so, I think in terms of cost to replace, I think headcruha did more damage than his army. He literally killed more people than his army did in the last clash on top of that. That is pretty fucking metal.

Hopefully we won't have to deal with another Waagh for at least ten turns. Nothing against the war turns but they do slow down the quest significantly since takes around a month or more to go through them, more if you take into account the emergency council meetings that are mandatory apperantly. Not to mention the last Waagh we dealt with before was just around five turns ago.

@Durin Is Mineyev going to get a trait for not only personally killing a high grade combat paragon but also doing it by shoving a vortex grenade down said Orks throat and surviving it going off at point blank range? Because that is honestly pretty impressive and seems like it deserves a trait.
 
I like how the guy who killed Headcrusha was sad he survived. I guess that's what you get when you build an army out of super depressed and suicidal badasses.

Well time for clean up send Xaiver and Mittens out to wreck house on the fleeing orks not like the have any hope of surviving. With complete control of the skies our Air Force and fleet should speed things up.

That may have been due to the fact that people were way too reluctant to send any heroes against him. If we had the damage and cost would have likely been way less.

Frustration... is an understatement for the good General.
 
I think the tech and design for Descent class ships is definitely something we want to spread. Seem like they're quite good against Orks.
