The Eighteenth Meeting of the High Council Part One: Opening Statements
Always entertaining to hear how OP the Trust is becoming.

baring Svartalfheim, Nilfheim and Muspelheim of course.
Do we not count as a producer of advanced technology? We are one of only two worlds making relic material. We are the sole producer of cyclonic torpedoes!

King Zaren of Alfheim
Zaren must be ecstatic, this is the first time he has been able to pledge troops rather than request them. The gap isn't closing but Alfheim is at least in the same league as the rest Trust now.

For the army… in light of how the last extended campaign went I would risk 3 armies full time with the remaining 1.6 for short engagements. Between our defences and militia we can survive any sneak invasion long enough for help to arrive.

Additional things to mentions:
Fire rune, prema-kills demons.
Divination Order.
Fleet diversifying into stealth.

...who is in charge of telling the council how the church is doing?

@Durin
Is there a difference between Cadian style militia and Avernus style militia? I ask because Asgard and Alfheim have Avernus style militia while all other Core worlds have Cadian style.

As for ideas of deployment I would propose only 0.5 or 1 on extended assignments while having another 3 to 3.5 on short term. I don't think they would think bad of us but they kind of fighting the eternal war planetside already.

no there is not

It's been a busy decade for us.
1. We rolled out some light augments to the PDF. We're almost done augmenting the Helguard, which will massively increase their survivablility.
2. We raised two brigade of Thundabeast Riders. They are excellent line breakers.
3. We have 10 Maniples of Northern Sentinels, highly agile Titan Hunters.
4. Our Fleet is as ready as we can make it. It's fully repaired, with a new stealth group, and we're outfitting our Void Infantry with Power Armor.
5. We have done a lot of expanding our cities, and have built up their defences as well, including the Forge Cities.
6. We have trained a new batch of over 200 Super Elite Operatives.
7. The Ork Civil War was temporarily destabilized when an Ork Warlord was killed in a duel by another. Fortunetly, a daring assassination mission was able to eliminate the winner, and some stellar Divination work by Ridcully brought another Warlord into the Civil War.
8. The Cyclonic Torpedo facility is online. It's able to make one torpedo per decade.
9. We've done a study into the genetics of psykers, allowing us to detect them earlier. This in turn brought down the incidence of rogue psykers.
10. We exported Beergrass to Alfheim, who are now an exporter of Promethium. It also does make a good alcohol.
11. Nechtan is now a Cathedral-Forge, and Silver Lake is now a Forge-Cathedral.
12. We've done a review of the Psyker Curriculum, boosting the pass rate by 10%.
13. We examined a new rune from the Sirens. It boosts the powers of Pyromancy, and has massively expanded the number of people in the Trust who can permanently slay demons.
14. We made 3 squads composed of our best psykers for the purposes of combating rogue Alphas.
15. We intend to raise 6 Regiments modeled after My Own called the Life Guard.
16. We're in the middle of greatly expanding our naval base's defenses.
17. Kelly Ruzsa has passed her trials as a Primaris Artisan, becoming the Trust's second Alpha-level psyker.
18. We're researching ways of interfering with Waaagh energy.
19. We're almost done warding the Trust's Flagship, the Memory of Light.
20. We intend to create an Order of Warding.

How much of our army can we afford to commit at any given point in time?

I'd warn against deploying too many of our troops. We lose millions of men every year.

Most importantly, they are used to protect our constriction projects.

I think 1.5 armies would be decent enough, with another 0.5 on campaign.

Two words: Pink Skies.

Think about how a repeat of that would go with all the Helguard and 80% of the Helltroopers gone.

Or think about how a version of that led by a metric ton of Beta and Alpha psyker sorcerers would go.

A Legend Class Dreadnought... Sure it'll be a long while before it becomes operational but what do people think it'll be named? Something like that is going to need an appropriate name even if the ship will belong to the Imperial Navy.

Firstly, I'd consolidate 2 & 3 into something along the lines of "Anti Ork measures taken".

Remove 7, as it has nothing to do with the development of Avernus, bar bragging rights of course, and the High Council's probably been briefed on it already.

Remove 10, as it has been noted already during Alfheim's report.

Finally, regarding 14 and the Primaris Execution Squads, they are for also viable for countering enemy superheavies, rouge Alphas included.

You do realise how improbable a pink sky is?

While it could happen we cannot base our plans around things like that.

The Beta-level Daemonologist, Denis Morgenstern is training as a Sanctionite
Ahhh, found the correct name for the Veteran Beta. Afrim (Telepath) came out the next year. Afrim did at some point hit Veteran, but he was forgotten, I think? Or died. Not sure.

So that makes the Veteran Beta Daemonologist 116+24+20 = 160 Years old. He's from before the incursion. Still only Veteran, though.

And yet it happened. We live on Avernus. Our annual attrition rate due to wildlife is the same as what we had for the entire campaign against the nearby Ork domains.

If anyone is entitled to holding their troops home, it's us. Keep in mind, our Helltroopers are the equivalent of everyone else's best troops. We'd still be sending 150 million Seal Team Six operatives.

Pink Skies was a 666 on a D1000 IIRC. Not good to plan around when we got super Orks and suspicious chaos polities.

I assume it will be called "Legend", traditionally the first ship built in a class gets the clsss name.
