There's no point in doing the action by Y5. If we fail the rolls by then we're not succeeding.

I think that you're underestimating the danger. We had to find what it is, if we don't want it to hit us where it hurts at the least expected time.
What do we know:
1) It is not a friend.
2) It is incredibly sneaky, either through warp bullshit or supertech or both.
3) It can kill Grey Knights, either without leaving the body or signs of struggle or able to dispose of them.

Think about it a little. What prevents it from, for example, assassinating Lin other than your hopes that it will do nothing?

We know nothing on that list. The Grey Knight disappeared without a trace - that's all we know. That doesn't mean there's some kind of assassin skulking around. The Grey Knight himself could have done something.

You're making the assumption the knight is dead.
 
It's a common saying that one should hope for the best, but expect worst.
It's not like I don't hope that he will return in company of an intact STC constructor and Leman Russ with his remaining Space Wolves.

Well, it's very unlikely. Especially since there is no indication that this starfort is so old. Some more likely positive or less negative explanations:
1) Another imperial remnant wary of us, and setting the contact with GK.
1)Or DAOT survivors.​
2) Teleporter malfunction.
3) GK for some reason decided that there is a traitor(or multiple traitors) in the Inquisition, and orchestrated disappearance to get a knight out of their view to operate freely.
4) GK is still here and it's all just an error of some clerk who listed him MIA:lol

1) Can we later get an option to specifically teach Ridcully the fine art of administration specifically in addition to just spending time with him?
2) Will you add options to re-investigate Salem next turn?

2. I that should 'only' cost ~10 times of 'Rearm Hellguard: Light' so 1.500.000 AM in upkeep per year.
Rearm Helguard: Light- You have determined the best ways of rearming your Helguard with advanced weapons from the datacores now you need to decide which option to take. The first option is to replace all of their weapons with Neutron Lasers and other advanced weapons but not supply them with exotic weaponry. This option is by far the cheapest and will greatly increase their deadliness, especially against other heavy infantry forces. Right then. We should stop choosing Spend Time With actions on a turn by turn basis. Flailing about is no way to minmax. If we dedicate one slot to rotate through ten people over a decade we can maintain good relations with a group. Actually building relations up might need more but we can do that on a first needed first served basis.
Provisional list:

2) Ridcully (he is The precog)
3) Jane (swordsmanship and one of our oldest friends)
4) Lin (Saint)
5) Surt (I want his secret)
6) Gaius (he is going to be a major military and political force, plus we might get a +Martial trait out of it eventually)

Though I'd put Klovis-Ultan higher. He has secrets too. And we definitely want to get Grey Knight options, so we need to get his trust high enough to tell us more about them.

The second one is actually correct - the update stated we had a one year slot, but the actual options show otherwise:

Population Pressure: Expand Dis - 10/12 years complete
Population Pressure: Refound Mirkwood - 3/5 years complete

Plus the delayed action which we can start at year 3. @Durin - FYI.
 
With the edits made to Enjou's plan, the two major plans are now nearly identical. The only differences now are:
-Enjou is building up new Naval Shipyards while Reynal is training the Orbital Defence operators
-Enjou is doing more Battle Preparations with the Heroic Primaris psykers while Reynal is tutoring the new Gammas
-Enjou is using Y3 Double Down, while Reynal seems to have forgotten to assign it
-Enjou's got a single repeat on the Grey Knight Investigation.

I am using Y3 DD. It's on fleet preparedness training.

It looks like Enjou is using it twice, once there and once on the battle preparations for the Psykers.
