you can repeat it but with the lowering success chance if you do not succeed on the first few tires then you will not succeed on the next.

@EnjouWith the edits made to Enjou's plan, the two major plans are now nearly identical. The only differences now are:
-Enjou is building up new Naval Shipyards while Reynal is training the Orbital Defence operators
-Enjou is doing more Battle Preparations with the Heroic Primaris psykers while Reynal is tutoring the new Gammas
-Enjou is using Y3 Double Down, while Reynal seems to have forgotten to assign it
