That was a nice turn. Very nice. A few things that jumped out:

@durin aren't we missing a "Speak to the People" action by Rotbart? As I recall, it should have come just after the emergency Council meeting and just before spending a year each with Syr and Jane.

We made some nice progress on psychic frequencies and Songweaving. This is obviously a long, long research path but I have great hopes for the results at the end.

We got ourselves a Kraken submersible! This is going to be great for exploring the high seas from the safety of the Mechanicus living room.

This was a pretty good Diplomacy turn. As of right now, I believe our relationships with all Trust worlds are at 4 or better, and Vanaheim is the only 4. Wish it hadn't taken so many tries to improve relationship with Svartalfheim, but that's how it works sometimes. @durin is there somewhere that the current scandal penalty with Vanaheim is visible to us in the info sheets? I'm not sure how bad it is right now and how much 5% helped to fix it.

That Elite Agent information is going to be great. Next turn, let's definitely get Saren to work on his end.
 
Good turn overall. Losing 2 of the 3 Betas is the only really bad thing that happened... well, I'm a bit miffed about Syr being put into the more dangerous Region Iota again. *sigh*
Having 7 Betas to train was probably a little taxing for Afrim Rhee, the new Veteran Beta Sanctionite. And also the only Beta Sanctionite we have, which does make him fairly unique. (I am, of course, a little sad that my Omake Bonii to Beta Diviners is probably gone now)

Canonanically (and also by results, I believe), nearly all his class graduates can be split between Primaris high-achievers (2 Veterans from the get-go, a heroic, and an elite) and executees(So many Betas).

Right now for the major psykers our ratio is about 1 sanctionite per four trainees, and we've been informed that the 'good' ratio is 1:1. It's even worse for the high ranking psykers, as we've got a grand total of one beta and one gamma sanctionite.

I think we ought to look into seeing if we can find some ways to cut attrition there. Sure, it'll be a long time before our ratio really starts to improve, but every little bit helps.

In general the Ultraarines are equiped with basic tier Adeptus Astartes weaponry, with most of the bolters replaced by the far easier to supply Impalers.
Ultraarines are much like ultramarines, save that they have a habit of going "Raaar!". :p

Two years ago Fabricator-General Scott finished her investigation into the leaders of the conservative faction of the Adeptus Mechanicus. She was relieve to find that there is not yet any formal organisation or hierarchy but has still found several Magos' that are highly respected by many of the conservatives and whose opinion is listened to.

Three years ago Saint Lin finished reorganising the Imperial Church of the Nine Worlds into the Church of the Emperor's Truth. The new Church with its focus on the congregation understanding the tenants behind the religion and the reasons for those tenets, and its empathises on critical thinking and reasonable scepticism should be far more resistant to the lure of the Abomination then the old Church.
Man, the religion has gone completely pear-shaped ever since it has had to let itself out to randoms. They never clean their boots before trampling all over the scripture. :V

Saint Lin spent the last two years in the Unseen University counselling the students who are approaching the trails. As always his pretence and words had a major impact on the students and greatly reduced the number of psykers who failed the trails, especially among the medium power students.

Over the last three years Archmagos Biologis Saren has been installing a set of bionics in the captured Kraken which will allow him to control it. He was successful in this endeavour, and can now direct the kraken from anywhere on Avernus. To his faint surprise the kraken is intelligent enough that even relatively complex tasks can be given to it. Now that he has a tame kraken Archmagos Biologis Saren hopes to begin exploring the seas of Avernus and getting samples of some of the more interesting flora and fauna that he has seen.

The important thing this turn is that Afrim Rhee finally ascended to the status of a Veteran.

Also the biggest achievements are actually the most unnoticed ones: This particular Beta Sanctionite did the following:
1) Survive the Daemonic Incursion. As a Beta, this is pretty hard, and as a Sanctionite he has no combat abilities. He was also newly trained and inexperienced at the time, too.
2) Tutored psykers who would eventually turn out as: 1 Heroic Primaris, 1 Elite Primaris, 1 Primaris, 1 Vetaran Primaris, 1 Gamma Sanctionite (Our only one), a number of Deltas, a number of Gammas.

It's a bit worrying though that our populations in Elysium and the Everglades are going above capacity.

Pretty sure we did an upgrade yonks back that let us automatically redistribute our population when some areas became overpopulated.

But yeah, population's gonna have to come from somewhere, so that seems almost certain to be the case.

How powerful are minor battle psykers again? Are they actually able top do things like throw fireballs or do they just have some sort of passive buff?
 
Minor psykers can't do things like fill the battlefield with Warp fire, but they can do things that can turn the tide of battle against superior numbers. For instance, during the Chaos invasion of Midgard, we had the minor psyker telekinetic pull the pins on the grenades of a number of the Chaos forces during the final confrontation with the Angel of Betrayal in the hive.

It would take seventeen years to totally refit the Helguard, thirty-four years to refit the Helltroopers, sixty-eight years to refit the PDF and one hundred and thirty-six years to refit the militia.

Three years ago you oversaw the final stages of the project to slowly phase out the obsolete equipment that the militia is using. You estimate that it will take around fifty years for the militia's equipment to be totally replaced, well less than half as long as was originally predicted. The improvement that this equipment is expected to provide to the militia will be enough to allow them to fight on par with green Imperial era Stormtroopers, which for a militia is rather terrifying.
I went looking back on past updates and saw this. This would have been done in the year 107 AF and it's now 135 AF, so 28 years ago. Doesn't this mean that we've totally replaced all the Helguard, Helltroopers, PDF, and half of the militia's equipment with the new stuff? Or is this just the new minor stuff like combat webbing and Vox gear and not changing Impalers for Neutron Weapons? I know we did Rearm Helguard: Medium and Rearm Helltroopers&PDF: Light which if I'm right means that the Helguard has Neutron Weapons as the standard while everyone else has Impalers. All units have Melta Shells and Haywire weapons. Can we not equip the Helltroopers with Neutron Weapons or was that deemed cost prohibitive?
