@durin Question.
We are asking Muspelheim to build a militarized version of the Nomad Cities. Do they have an STC for that or are we asking them to commit tech heresy? Because with the state of the Adeptus Mechanicus . . .
Knowing that they probably do not have an STC for either, do they have a believable pretense that they do in fact have an STC?
they say they have an STC, you are not sure that you believe them but are willing to not ask questions

On a normal world, I'd agree they are safe there. However, Avernus.
No @durin has said that the only real spy net works on Avernus are ours, the Inquisition's, which Ultan has to stop Jane from dismantling, and a few spys posing as teachers in the Orbital universties. As the main stuff we care about in space is admech stuff and our ship yards around a different planets moon I'd say they're not in a position to do anything... heck can they even get any real info on what we do on the surface.

But, yes due to a combination of how good our network is and wildlife I think we're going to be the most impenetrable of the Trust.

I am really tempted to throw the fact that Vanaheim tried to spy on us back in their face.
The spying that they're doing is tolerable, acceptable even. So far they've kept it to the low-key level of spying common between allies, used to get rumour mill-style information rather than for anything malicious. Calling them out on it would be a diplomatic faux pas.

Shouldn't it be priority to get our spys back?

I mean sure, they fucked up, but they are still Avernians and we wont leave them in some foreign prison.

Why, it would only piss them off more we did not just try to spy on them we were actively trying to shove our beliefs down there people's throats

These are reasons that I'm tempted and not writing a plan to do so. I can distinguish between a cathartic decision and a good one.

[X] Oppose Vananheim's proposal on grounds of unconstitutionality
[X] Support Muspelheim's proposal
[X] Counter-Proposal to Vanaheim: Planetary system governments must pay damages, either monetary or in-kind, for any diseases or invasive species that leaves that planetary system and spreads to another within the Trust. Payment will be decided in the usual way for a dispute between two systems(5 randomly selected high judges not from those two systems. In the scenario that one planet affects more than one other planet, each planet is decided as a separate case for the purpose of finding judges not connected to the case.)

[X] Propose the improved quarantine discussion is shelved until an inspection by a Ordo Xeno inquisitor. Once the inspection has been performed Avernus will improve standards to what is required and the process will be reviewed at the next Council meeting.[/QUOTE]

-[X] Offer to pay 250,000,000 Thrones a year to help fund the project instead as a concession to Olaf.
[X] Suggest an alternative tithe for Muspelheim - they would build a militarized variant of a Nomad City designed to act as a mobile support facility for the Imperial Trust's military forces. It could act as a mobile shipyard to repair ships in hostile territory, and have docks for Flying Fortresses that could be dropped onto worlds to support ground troops and air forces.
