The big question is if we want to get started on the Phase Tigers. That will take both Military and an Ad Mec slots.
We have to do it eventually and the stuff that the recon armour lets them do is frankly absurd, as is expected to be of Dark Age technology. Highlights include stealth paradrops and wall-levitation, near perfect agility and stealth, and a top-tier sensor array. We could paradrop the entire regiment right on top of a Warboss, assassinate him, then sneak their way out of the entire Orkish horde on foot.

I think the more Siege Infantry, RGS Mass, and Education Reform are the clear winners.
It's probably better to do the Administratum Reform before the Education Reform, to be honest. Getting all five stages completed is likely to give us something special, maybe another Administratum action due to maximised efficiency.

I'm just going to put down votes that help Syr develop her stats.
[X] Tutor by Saint Lin. Because I think making her a strong believer will help her develop a strong personal martial willpower later on. The kind of willpower where she dosen't EVER stay down.

Honestly enjou, my only complaint is that we are not starting the factory expansion with a PA. i do understand the hesitance behind not wanting to lock down a PA for 6 (or 5) years, but its not like we are losing actions, only versatility. this will be the first time in a long while where we are not using both of our available PAs. i would complain more, but we are going to finish two projects in Adeptus Administratum next year, and i can accept waiting a year to start on the expansion. So...

As you say, it only costs us one year to delay, which is why locking down a PA seems suboptimal. PA can be used for Military, Administration, Diplomacy, Intrigue, or Personal Actions. So they give us a lot of flexibility that we lose when we lock them down.

Plus, I'm not certain we ought to expand the factories. Perhaps we ought to just trade with Vanaheim for the material we need. Currently we are shipping metal to Vanaheim, but the ships usually run empty back to us. Vanaheim transforms the metal into material, so maybe we should just exploit the desperate Vanaheim factory workers instead of building our own factories?

Like those above me have said, the factories are a priority admin action, but i do not feel that it is absolutely vital that it starts this turn as we will have the actions to start it next turn

We have no idea how long Vanaheim will be in a Warp Storm, and actually we could set up a trade deal in between council meetings, it just takes an additional diplomacy action.

And if you read the Admin section for this turn Henry flat out says the next phase of defenses need more than we produce. Next turn expidite the enlarged factories and do admin reorg, use mechanicus slot to research automated factories to boost mat production as well.

And I don't think that strong city defenses are a higher priority than other actions. In fact I have no idea why everyone seems to be thinking we need to immediately drop other goals and priorities in order to do it. Particularly Mechanicus actions. So I oppose researching automated factories. Expanding the factories using administration actions is possible, but we have far far more important things to spend Mechanicus actions on than automated factories. Additionally I would prefer to use Expedite on Military or Void actions.

Expanding our naval power is far more important than another upgrade in city defenses. Not that we shouldn't also upgrade the city defenses if we can, but not at the expense of researching essential tech for combat.
 
I agree with Eldar Haman concerning Vanaheim. Vanaheim is currently at 1 morale due to not having enough Metal to work with. Giving them our Metal in return for Materials is a generous price to pay for preventing a civil war that could see the premier ship-building planet of the Nine Worlds fall to the Abomination.

I think people are concerned about the huge spike in wildlife related deaths in the last few turns, that and the huge Ork/Tyranid fighting going on in the backyard.
The spike was only due to the losses suffered on Fjol IV. As the updates themselves have said, the deaths we've been suffering due to the wildlife have been returning to normal levels due to our recruitment of additional soldiers.

Well for another they heavy orbital platforms took a lot of materials as well to do. So we have some high material projects. Also since most martial are locked for three turns we can do two turns of other research then research an item to produce with martial the turn they finish

Yes, I agree. However we may have missed our chance. Vanaheim may be in the grips of a civil war as we speak. As the loss of all exterior metal trade impacts their economy, leading to mass job loss, which is further exacerbated by the loss of all other forms of extra-solar trade. Add to that their dismal morale of 1 and the knowledge of the potential rebels that if they act now Vanaheim's elite cannot ask the rest of the Imperial Trust for aid, and we have a major problem. Vanaheim may be in no shape to do anything but rebuild itself when it comes out of the storm, or it may be a net drain to our resources if the rebellion succeeds. Futhermore, many of the warp storms seem to mess with time, it may be only 2 years for us, but it could be 5 months for them or 2 decades.

I wonder what the chances are of the avernite spy network getting into positions of authority in the chaos that will happen on vanahiem?

1. Why did the Dark Eldar continue to benefit from the +43 Martial bonus when we were attacking the keep? Their commander had already fled by then, hadn't they?
2. Why is it that the power armour we've found - with the exception of Recon - doesn't come with microfusion reactors? It can't be that they're too bulky because otherwise the Recon armour couldn't use it.
3. In Current Military, perhaps the actions of the Governor's Own, the Phase-Tigers, and the Black Irons on Fjol IV should be mentioned in their spoilers? The Governor's Own especially, since they killed 580,000 entrenched Dark Eldar and lost only 288 of their own.
 
Kind of thinking about it...were the drop troopers who were sent in first help, to like soften up the place a bit before the Governors own decided to steal the show?

They were there so the Dark Eldar couldn't concentrate their AA fire on the Governor's Own and thus completely obliterate them within the first five minutes.

It would be funnif if we had to re-establish our spy network on Vanaheim after most of our operatives accidentally ended up in senior positions, and had to resign as spies due to conflict of interest.

2. You are not sure, one issue is that they do not provide enough power for any of the larger suits and are too complex for the basic sits
