How about moving the double down to examining the internal data network. Since by the omake that introduced it, there might be a quiescent AI in there and we're depending on this roll to help us bypass rolls on more difficult systems. Especially with the vote on the quartok already having the support of several major worlds, it wouldn't be terrible if we lost the +20(especially since it benefits from inquisitorial reroll).

Data Network is 95% chance of success without the double down.

The Quartok lobbying is a 20% chance, and explicitly cannot benefit from the Inquisitor reroll (we used the Ridcully reroll last turn).

The defense monitors are frigate weight but they have more firepower and defenses than their size suggests, if not to the same level of the defense cruiser. Maybe a defense cruiser really is so great that it's worth 17-30 defense monitors each. But if you're worried about an invasion in the short term, than it's much more likely construction will be interrupted and you won't get anything useful.

First, I'm not sure we can count on the next attack being on Avernus.

Second, we know there are Dark Elder ships still out there, so rebuilding the Imperial Navy to operate in deep space is a high priority.

Third, even if Avernus is attacked, we can fort up on the ground, and are not dependent on space forces to defend the planet. We already have sufficient to defend the orbital industry.

Given that we don't know if there's an AI in the data network, the worst result for that could be worse than the worse result for failing to change jotunheim's vote. We already have several major worlds supporting the quartok, a few years before the next council meeting, and we'll still be able to make arguements to sway people even at the council meeting.

Given how important it is to the navy to get possible schematics on ship systems, and how we don't know if we'd be poking a quiescent AI it makes sense to try to get the highest level of success possible. I don't want tranth deciding the data network is too dangerous to remain intact, or more likely that all the information on there is too scrambled to learn about other ship systems. Even a success might only be, 'you figure out how to make data networks like the well of urd' instead of finding a cache of information. If there's different levels of success than I think trying to get the highest is more important than +20 to changing jotunheim's vote.

That's not what I was arguing. It's a bit of a tangent, but I don't think we should pick defense cruisers over defense monitors if we're worried about short term system defense. I don't think we should go with major refit yet, because we're about to examine the internal data network and we don't know if the information found there will lead to a second refit. I agree that building new warp ships is better if you're priority is building up the trust navy.

I'm pretty sure that @durin said that while he made the Omake cannon the A.I would be reduced to the level of a really active machine spirit. If it was not then great we have a non hostile A.I, still anathema as far as the Admech are concerned.

You are basically arguing that imaginary fears ought to be given priority over observable fears.

I don't find any of this persuasive.

I was more going for 'whether it goes well or badly the outcome of examining the internal data network has a greater effect on the trust than whether jotunheim changes their vote on the quartok'.

As the result of the examination could be critical to the refit of the navy.

So assuming the Orks decided to comeback with similar naval power..how would we be able to defend from that? Without ya know, using ground forces and just obliterating them from space.

I'm curious to know what we had then in turns of defense and now as well as how we can improve said void defense to make invading Avernus a trully terrible undertaking. After all we were designated a fortress world back when the Imperium was a thing.

Well, for one thing we'll have added more Heavy Weapons Platforms once next turn finishes, which should help a lot. We also had a number of unfinished Orbital Defense Platforms that didn't have their point defense weapons and some other stuff completed last time, so having the completed ones the next time should help quite a bit.

The situation with the Quartoks must be looked at from all angles to see if they are truly a threat. While it is true that the Quartoks were at war with the Imperium in the past, by the accounts given under Saint Lin's aura of truth the survivors honestly believe it was the Imperium that attacked first. Regardless of the past, they were willing to look beyond their history and work with human soldiers towards a common goal during the Ork invasion. Further, they have been rather cooperative since, all things considered. By all appearances, the Quartok are not inherently hostile towards humanity, nor are they likely to become so. Even if they were to become a threat, it would be minor, given they are limited to a single city which could easily be destroyed if needed, have no means to escape the planet to threaten other worlds, and are monitored by Avernus's security. It is highly unlikely that another chance for such an ideal test case to reduce xenophobia among the Imperial Trust will present itself again.

I'm gonna have to go with dragon here. Getting the highest success possible on the internal data network is more important than an abstain/support from Jotunheim.

@durin: Do we need a special action to design Light Power Helguard, equipped with Scout armor?
you will and it will be available soon

A storm hit our city and 30 million citizens vanished.

That is not a minor problem to be ignored. We must investigate.

Additionally an Avernus lifeform is one of the most likely sources, so we need the Biologist.

Finally, when did two tutor actions become "recommended"? I don't recall that ever being said by the GM, rather it is something you decided. I don't agree, we have other responsibilities to work on besides tutoring all the time.
That does not change the chance. A biologist does not deal with spyker BS or deamon residue. Which the chances point heavily to.

We have things to do, yes. Sorry that I put the daughter above 'work', who we can only train now, for a limited amount of time, to be able to take over. She needs all the advantage that we can give her now as her base states are actally worse than those of her father.

It is not as if I have any impact on voting as that has been always handeled between you and Enjou (bandwagon) but I don't have to like the (out of my perspective) inconsiquental knee jerk reaction actions you prefer. My first draft looked quite like yours until I went over it again for min/maxing. A permanent base state point and chance of ability for our heir is simply worth quite a lot more than an action with bad base chance and bad modifiers.

@durin - I just noticed this, but the Massed Deathstrikes option doesn't seem to include building more Life Eater Fungus ones. Is this intentional or just an oversight? I seem to recall asking before about whether the action would be expanded to include them once the research to make them was completed, and you said it would be.

Dragon's Tithe
This quest is awesome, Avernus is bullshit, hail the Governor.
I was hoping this omake would add up to the list of random baddies in case Atlas falls to the Dragon, but after the casualties of Fjol Assault... Welp, I just hope it doesn't now. Enjoy anyway.

===============
Fabricator-General Abnur was happy.

The work was tiresome, but after all the years he spent as a cog of Cult Mechanicus, there finally was a sense of Order in his duty. No more idiots trying to explode half ot Atlas by meddling with Archaeotech. No more bigots hiding STC from Atlas and asking for discounts on Baneblades at the same time. No more contradictory orders from Mars about this Khorne's favored inferno they called Avernus. At last, everything followed a strict, decisive and unforgiving Order. General-Fabricator Abnur gave a short prayer of thankfulness to the Dragon, then resumed his work.

His gift to the Dragon took a lot of hard labor. Luckily, the company of Space Marines that came to Atlas for resupplying and later helped converting it to Order, has gladly agreed (well, almost) to sacrifice themselves for giving Dragon a worthy crusader. Many of them ended up as a wasted material, but dissecting them has allowed Genetors to understand Astartes' physiology and how to preserve their vital organs.

As he checked neural sensors into the Black Carapaces that were required to make auxilary hands work, General-Fabricator Abnur had a glimpse of fear that he defies the very principles of Order by performing this task on his initiative, but since the vision lingering at the back of his head still remained, and nobody has yet tried to execute him, General-Fabricator Abnur continued his work and started checking the other implants.

This has been the greatest creation of Atlas, lying in front of him. Dozens of Space Marines were dissected for the necessary organs, and dozens more were salvaged as the implantations went wrong and organs failed to take on, and that's not even taking into account how badly they reacted to each other... Fabricator-General Abnur shrugged in disdain. But, after all these years and nearly all of the Astartes' company wasted, the marvel of Dragon followers (and some Librarians, but that was completely irrelevant) was practically ready. Tertiary heart, a skeleton infused with dragonic semi-metal alloy, a gas mask that allowed to breath Betcher's toxin in a gaseous form, additional biscopeas for increased hormonal growth, — indeed, the growth was needed — secondary Black Carapaces for controlling artificial limbs, and a fine set of Power Armour forged with the same alloy.

General-Fabricator Abnur did his best to fit the vision — hormones' level had to be increased so that wielder could be strong enough to move freely in the suit, and although the creature he made of Astartes would hardly be able to walk outside of the suit, there was now way it could actually get out of it. (Yet another part of his vision he didn't question — as long as it's part of the Order, everything is fine!) Neural system was also expanded with two more limbs, armed with Lightning Claws, while the original limbs were reserved for best chainswords Atlas could forge. Now all that remained is to check how it will awaken and react to the adjustments...

Of course, when his creation was ready, it would need a fertile soil to launch its crusade upon. General-Fabricator Abnur considered his options carefully — the forces of Dragon would have to be met with gifts richer than a single warrior. Luckily, there was one place that could easily be plundered for riches. Avernus. This irrational, monster-infested sinkhole has provided useful technology long before the Order was established, and given how numerous its unexplored deposits were, Avernus would be perfect for looting. That, and the desire to feed that lousy, arrogant, stupendously lucky prick Tranth his own incestines, has fixed Geberal-Fabricator Abnur's decision. Yes, it was perfe...

The overwhelming sense of Order forced General-Fabricator to his knees as his gift to the Dragon rose from the operating table and gave him a stare.

***
All over the remaining systems of Atlas, a Tel-cast started, forcing everyone's attention to the screens. What they saw was a General-Fabricator Abnur, almost unnoticeable on his knees near a gigantic Space Marine with four limbs who simply stared at the camera without utttering a word. In a single moment the Order embraced everyone on Atlas with a renewed strength as a small gimmerick of His might made itself visible to the cogs of His glorious mechanism. In a single swipe everyone on Atlas fell to their knees, shouting outloud with what organs were still fitting for shouts:

"Glory to the divine! Glory to the Dragon Reborn! Glory to the Omnisside!"

What's this New Devourer? What does it have to do with the Star Father? What about the Orks and Tyranids?
The New Devourer is from the Shape of the Nightmares to Come. It's basically the end result of the Octarius Sector War between the Orks and the Tyranids, wherein the local portion of the Hive Mind merged with the local WAAAGH! to form a new horror.

Its entire schtick is that it can consume all forms of life and create every imaginable type of bio-mechanical sub-species to react to any kind of foe. So imagine Tyranid Hive Ships that organically grow Ork Gunz and Kannonz and utilize the WAAAGH! field alongside Bio-plasma and Spike-projectiles, spores that grow into Mek/Bio freaks of nature, etc.

Yeah, that was one of those things in Shape that didn't make sense to me. Then again there was a fair amount of stuff in Shape that was just the writer trying to out GRIMDARK 40k...don't ever bother doing that. 40k Grimdark is just retarded now and trying to outdo it is like...

Well I wanted to make a Special Olympics joke, but that feels a joke in bad taste. The whole thing is stupid, I'll leave it at that.

Holy Warp, I confused it with the Dragon. That's what happens when you edit your omake early in the morning.
(And there are also Star Father mentions, damn)

Should be better now.
