This all sounds like the kind of xenophobic bullshit that helped fuel the birth of the Abomination.

Mindless xenophobia is BAD. It is a path to a new form of Chaos.
I'm not saying we should hate xenos, just accept that we're better than them. It's the same thing with dogs. We're inherently better than dogs but that doesn't mean we should hate them or mistreat them. This attitude, in my opinion, is necessary, even if it's untrue. If we were to accept Quartoks as equals, why should we be the rulers and not they? Working with xenos and even being friends with them is something I can accept, but without some overarching reason that states that only humans can be part of the Trust proper, things start to fall apart.

We don't need to adopt their culture and nobody is proposing we should, but something of a friendship is a long term goal because that will keep mindless xenophobia to a minimum.
Yeah, I guess I can see that, though I'd prefer if it was limited to cordiality rather than friendship, at least on the government level. There shouldn't be any problems with individual xenos and humans being friends with one-another.

Because it will help foster the view that the relationship is mutually beneficial and thus give more regular exposure to non-hostile xenos to our people, thus reducing mindless xenophobia. In order to combat the mindset of mindless xenophobia, people need to be exposed to them. They need to come to view them as people, not just something that is other and frightening. The reverse is also true, and will help the Quartoks come to be less likely to hate humans.
Alright, this is reasoning I can accept. So long as it doesn't affect politics, I can see how trade like this can be beneficial.

As to what is traded, I would presume consumer goods, raw materials, or other things we don't really trade beyond the planetary level. Maybe the Quartoks make good beer, or something.

This is bullshit. It's mindless drivel. You say the attitude is necessary even if it isn't true - trying to get people to adopt an attitude that you know isn't based in fact requires you make them not question it, which is mindlessness, and thus leads to the Abomination. That is not acceptable.

Humanity has created a Chaos God. They are no better than the Eldar in that respect. There is no inherent human superiority to xenos. The universe does not work that way, and humanity needs to accept that. What humanity has is potential to be better than they are now. They have potential to become more like the Emperor, to be beyond the corrupting influence of Chaos and be greater. But humanity isn't there yet, so they need to not act like they are.

Given history a relationship of equals is not really possible without full integration (such as the Diasporex), and humanity just isn't ready for such an arrangement and may never be, so in cases like with the Quartok it makes good sense to give them a degree of autonomy as a protectorate while maintaining human superiority - this ensures humanity's interests are kept at the forefront, and that the protected species still is able to prosper to such a degree that they can be happy and their interests become married to those of humanity.

The Quartok giving the Adeptus Mechanicus their full scientific and technological knowledge is part of the deal that is being made. The AdMech may not do anything with it for a while, given it isn't really all that advanced in most areas and that the AdMech still has a lot of hangups about xenotech.

So what will we do different from what was done in the Dark Age of Technology? What are our policies and how do they differ from those in the past? The biggest fear I have is that we're setting ourselves up for a repeat performance of the events of those times. I don't want to make the same mistakes the Imperium made but I don't want to make the same mistakes that DAoT humans made either.

He lied about there being no gods (having good reason to do so), but as far as I can tell he truly believed that humanity is the greatest thing in the universe. He spent over ten thousand years in agony for humanity, after all. Why would he change his mind about that?

I meant actual pieces of technology, like alien coffee machines and stuff. AdMech still hates xenotech, last I checked, so they'd still be upset about that sort of thing. I'm also not sure what AdMech thinks about giving human technology to aliens. Would they approve because we're showing them the True Way of the Machine God? Would they be upset that we're giving such relics to those who might tinker with them and pervert their pure and holy nature? Maybe it's the former, but current policy is acting on the latter since transition isn't complete? These questions need to be answered and the answers codified at the next meeting.

Saren showed to be uncomfortable to answer. Britton could understand as the Biologis was now plainly questioning his own decisions. His superior could sympathize and be silently proud as that behaviour proved that Saren was making the right decisions and had the capacity to reflect on them. A quality needed for his position.

The Dark Age humans were in a very, very different position from us. The Dark Age humans were so technologically advanced and so large a political entity that only dumb species like the Orks would try to fight them. The Dark Age humans could have exterminated most of the xeno species they encountered if they wanted to. As such, most xeno species just didn't get aggressive with them - it was not a matter of equality. Humanity was in a vastly superior position to most xenos and they knew it.

We are not in that position. We are in a position similar to those in the First Age of Strife. We are not so big that we can just treat every one around us like they are our inferiors. We cannot just treat every xeno species we meet with hostility and disdain. As such, our policy will be to be wary of xenos and assess each race we meet from an objective, rational standpoint and take action from there. Policy will vary from species to species, and cannot be colored by foolish notions of automatically being better than everyone else.

The Emperor did not want to be worshiped before. He has now accepted that he will be and that he is becoming a god because people worshiping him provides them with protection from Chaos.

The Emperor did not want humanity knowing about Chaos because he thought them not believing in them. Chaos is not a secret anymore because it's been shown that doing that leads to bad things.

The Emperor loves humanity and that hasn't changed, but the notion of some innate human superiority is simply not backed up by reality. It's a belief and nothing more, and there are many examples of xenos being better than humanity in a number of areas, varying by race. We cannot maintain a belief in innate human superiority without some actual basis for it being true, because that makes the belief mindless and therefore a path to the Abomination.

Remember that the Emperor, while great, was flawed. This is something humanity needs to acknowledge. He's worthy of worship because he's the greatest of us and made a great sacrifice for us, but the notion that he has always been perfect is again a falsehood. The beliefs the Imperial Trust has will differ radically from both the original Imperial Truth and the Imperial Creed, and it will need to do so in ways that do not lead us to the Abomination or any of the other Chaos Gods.

We won't need to codify much - at most we might add a line about trade goods needing to go through an approval process. We don't need to go into too great of detail to codify everything.

Your human bias is showing. If you actually look at the big picture you'll see something very different.

1. The Eldar have more advanced cardiac and neurological systems than humans. They have vastly higher reaction speed and agility compared to humans, to the point that humans seem to move in slow motion and with a certain degree of awkwardness. Their natural lifespans are significantly greater than that of humans. They have a larger number of psykers proportional to their population as well (and generally more powerful on average as well), excepting the Dark Eldar who had to cut that out due to their connection to Slaanesh. Physically and mentally, the Eldar outclass humans in the vast majority of cases.

2. You are focusing entirely on the Eldar's fall and not enough on how they got there. Do you know why they got so bored and dedicated to pleasure cults and the like? Because they were on the top of the food chain for millions of years. They were the dominant species in the galaxy long before modern man even evolved and harnessed fire. Their technology was greatly superior to even that of DAoT humanity. If the Eldar Empire had wanted to, they could have kicked the crap out of the DAoT humans and sent them all back to the stone age. In those millions of years of undisputed dominance they only fell once, but even what remained still was a very powerful group able to influence the entire galaxy.

Humanity? Only been out in the galaxy for tens of thousands of years, and their galaxy spanning civilization has already collapsed multiple times, and they pretty much have never been better off for it. This latest collapse is due to them creating a Chaos God of mindless obedience and tyranny. I suppose you might say that humans are better at creating Chaos Gods, since we made one faster than the Eldar did, but that's hardly something to be proud of.

The Eldar consider humans to be relatively primitive compared to themselves, and by and large they aren't exactly wrong. If a Craftworld showed up on our doorstep intent on destroying us there would be nothing we could do to stop them.

I never said it was a morale high ground, the Eldar created a Chaos God that destroyed their civilization and consumed most of their souls due solely to their rampant excess and debauchery, the humans created a Chaos God due to the fact that they were extremely totalitarian and xenophobic. Neither side is better or worse than the other. The matter of which side had it's shit together better when it happened is an entirely different question.

To a good extent the sheer number of casualties was a result of the damage done to your military on Fjol IV and how overstretched that has left the Avernite city defences, a fact that the wildlife took full advantage of.
The 470,000 troopers in Avernus Spine who died this year were evenly spread thought the region as the number of Gnaw Worm attacks spiked to unheard of levels.
Most of the 420,000 men who died in the Azure Islands fell in The Fair Isle where an entire task force disappeared without a word during a unexpected storm, along with a good portion of the inhabitants of The Fair Isle. Connections have been made between this disappearance and the earthquake a few days before, following which there was much strange behaviour from the wildlife, including many dangerous animals beaching themselves in an attempt to get away from something.
A full blown Carniflower rampage in Hollin was responsible for most of the six hundred thousand soldiers who died in Linden this year.
Only 220,000 men fell in the Everglades this year as the number of attacks continued to decrease, much to the surprise of your analysts.
A Thundabeast Herd passing by Nurn and Garden Grove is responsible for most of the seventeen Armour Regiments to have fallen this year.
The number attacks in Aridia rose slightly this year with casualties increasing to 140,000.

This year General Dargo begun the long term effort to replenish the casualties suffered in the assault on Fjol IV. Currently this has contested on identifying those PDF Soldiers that are capable of being trained as Helltroopers and those Helltroopers capable of acting as Helguard, generally those who proved themselves against the Dark Eldar. As this has been happening General Drago has begun a large scale recruitment effort which is alredy bringing in many new recruits who are being put though basic training.


Recruit: Void Infantry- General Drago tells you that you are now ready to train Void Infantry Regiments. These units will prove to be highly useful in both boarding actions and defending orbital installations in the future and should be trained before Waaagh Garkill returns.

This year General Drago, Admiral Parnell and the trainers from Vanaheim began selecting the initial members of the Void Infantry Regiments. These troopers mostly come from either the Heavy Infantry compliments of Siege Infantry Brigades or from the Naval Armsmen compliments of the Imperial Navy. There were several issues with training early in the year but they were quickly dealt with and training is now going well, if a month behind schedule.


Reordering the Black Irons- The Black Irons suffused a massive amount of casuistries on Fjol IV and General Drago believes that he will not be able to bring them back up to their old strength. However those who survived are the luckiest and the most skilled and will be able to act as an elite formation to a greater degree.

This year General Drago worked with the surviving senior officers of the Black Irons to reform their force after the casualties they suffered on Fjol IV. The new force is little over half the size of the old Black Irons but every soldier is at least at the skill level expected of the Helltroopers with a third being Helguard. It will take a few years to conduct this reorganisation and General Drago advises that you begin work soon.


Personal Attention: Lesson Learned: Dark Eldar- You and your military have learned a lot about fighting Dark Eldar and their harassment tactics on Fjol IV. General Drago would like to properly study what was leant so that it can be easily passed on to future recruits, better preparing them for similar foes,

You personally oversaw the team going over the after action reports from Fjol IV which made several important discoveries. As well as the usual minor improvements to Standard Operating Procedure and training there several who new strategies for dealing with harassment were found by reading the reports of what the Timeless Army did. On the other side of the battlefield you managed to learn quite a lot about carrying out harassment from the Dark Eldar, who are acknowledged as quite possibly the galaxies experts in the art.


Free Action: Lieutenant-General of the Helltroopers (Hye Richards)- With the death of Lieutenant-General Vosk after a mere three years as a Lieutenant-General it once more becomes time to select who to promote to fill his shoes. Unfortunately his second in command, Major-General Creed is not yet ready for promotion so you will have to promote one of the remaining Lieutenant-Generals to fill his position.

As planned the next dozen Merchantmen were finished this year, significantly increasing the size of Avernus' Merchant Navy. As they finish their shake down cruises and are put into service Freya begins to talk to you about the possibility of building better armed merchantmen. This will reduce the amount of cargo space that each Merchantman has ,and may increase the build time, but would make them far more resistant to piracy.


Expedite: Repair- Several of your warships came back from Fjol IV with damage ranging from superficial to being little more then a hulk. Freya would like to immediately repair them bringing your fleet back up to full strength and preparing it for future trouble.

This year Freya and Admiral Parnell began their repairs on the warships damaged during the assault on Fjol IV. Currently the minor repairs have been completed and it is only those ships that had major damage that are still in the shipyard. Freya estimates that work will finish a month or so before the end of next year.

This year the population growth decreased by 1.17%, due to a combination of the number of losses on Fjol IV and several major wildlife attacks.

The combination of Gnaw Worm attack and the losses on Fjol IV resulted in the population of Dis falling by 0.07% this year.
The population of Avernus' Spine shrunk by 7.61% this year due to a number of Gnaw Worm attack not seen since the Lonely Citadel gained its name.
The population growth of The Azure Islands decreased by 4.89% due to a single mysterious incident. After an earthquake, the wildlife began acting strangely with everything in the vicinity of The Fair Isle fleeing in a panic, with many creatures even beaching themselves in an effort to get away from whatever they are scared of. A few days after this started a massive storm came out of nowhere, surprising your alert and worried soldiers. During the storm several million soldiers and almost thirty million citizens disappeared, leaving entire districts of The Fair Isle empty. So far your investigators have found no signs of what happened.
Linden's population growth slowed to 2.56% this year due entirely to the losses sustained on Fjol IV.
The plagues in the Everglades were dealt with this year allowing the population to grow by 3.07%.
A combination of a passing Thundabeast herd and Fjol IV resulted in 1.11% of the population of Elysium dying.
The wildlife and Blink Spiders in Aridia got far worse this year with casualties climbing to 2.25% of the population.


Enlarge Factories: Avernus – Henry has a plan to enlarge the factories of every city in Avernus, which would increase your total production capacity by around 50%. He advises that you expand your mining industry before increasing production this much, as your current mining yields could only barely support this expansion. Henry considers this to be of low priority.

Midway though the year the new factories began coming online in cities around Avernus. While this has resulted in a major increase in the amount of material produced on Avernus it still leaves Avernus producing far less then Svartalfheim, let alone Midgard or Vanaheim. Henry has already begun planning a further expansion of the factories of Avernus which should increase production by another 50%.


Underground Railways: Full network- Currently your underground railways mostly connect each city to two of the neighbouring cities with a single long line. Henry has plans to expand this to connecting each city to all neighbouring cities and to put a line over the north of the Azure Bay to connect Elysium to the main network. This will be time consuming and expensive but will allow for far closer links between cities and prevent there from being single points of failure in your rail networks. Henry considers this to be of high priority.

A series of delays in Avernus' Spine, mostly due to Gnaw Worms, has resulted in work on the underground railway falling behind schedule. While the railway is currently only a week behind Henry believes that if the Gnaw Worm attacks continue at the currant rate then it will fall further behind.


Educational Exchange- The negotiations for setting up the Imperial Trust wide educational exchange have been complete and now you need to prepare your part it it. According to Henry it will take two years to complete out of the two that you have so he would advise that you begin work immediately.

This year Henry started expanding the educational faculties in orbit and selecting more students and teachers to participate in the expanded educational exchange. So far this is going well and the new participants are being trained in what to expect in their new positions.

Asgard has come out of the Warp Storm in good shape, though you find that it spent two more years in the Warp Storm than have passed for the rest of the Nine Worlds.

In a rather worrying event Alfheim has been cut off from the rest of the Nine Worlds by a Warp Storm. Fortunately much of the food shipments to Midgard can be handled by Vanaheim preventing imminent disaster. Despite this morale remains good on Midgard, which has decades worth of food in storage.

Muspelheim has started a series of major modifications to its cities. While you have not been informed about the details you do know that they are installing multiple layers of Battleship grade armour plating on the outer walls, multiple Naval grade weapons systems, several large new plasma reactors and other weapons and defenses. In fact Freya mentions that what Muspelheim is installing on each of its cities would not seem out of place on a Ramilies Starfort or other massive Imperial Naval Fortress.

Request Trainers: Void Infantry Regiments- Freya suggests that you request that Vanaheim send over some of their instructors for their Void Infantry Regiments to help you develop your own. This would be relatively cheap and would give you a major leg up in developing Void Infantry Regiments.

It might be a good idea to try to convince some of it detractors to either change their minds or at least abstain from the vote. Inquisitor Klovis-Ultan suggests trying to persuade Alfheim and Svartalfheim first.

Svartalfheim will vote for the Quartok

Argument For Quartok: When the warp storms end, we are going to have to deal with a universe that is no longer dominated by humans. Xenos have been a threat to humans in the past, and we must take precautions to avoid being endangered by them. However, Xenocide is likely to no longer be feasible. We will need to change our behavior, and that creates risk. The Quartoks provide us with a perfect test case to experiment with, allowing us to learn how to deal with Xenos without resorting to pure Xenophobia. They are small in number, concentrated in a single city, on a Deathworld that is also a Fortress World. They are incapable of threatening worlds other than Avernus, and Avernus has sufficient forces to defend against them. They have agreed to Arbites monitoring in their city, so they will not be able to conceal any improper actions. If they became actively hostile to humanity, they could easily be wiped out. We are unlikely to again find such an easy scenario to practice dealing with Xenos, while still maintaining absolute human superiority in the relationship. Taking in the Quartoks is the more cautious action, as it allows us to prepare for future situations that are currently strange to us.

After being delayed a bit by Headmaster Ridcully your diplomats set off to convince First Artisan Granalf that the Quartok may possible be able to act as a test case and are unlikely to be in any danger. They found that a delegation from Muspelheim arrived on Svartalfheim for the same reason and the combination of your pragmatic arguments and Muspelheim's use of historical data, and some sort of bribe that your diplomats didn't catch, was able to convince First Artisan Granalf to vote to support the Quartoks. You were rather surprised by this outcome given that you were expecting to be able to convince him to abstain at best.

The number of Abomination Cultists remains at around a hundred and fifty thousand per year. On average it takes fifteen days to locate an outer circle cultists and six days for an inner circle cultists, slightly worse than last year.

Of the eighty major Psykers located this year only six of them were Chaotic.
All six of the Chaotic Psykers consisting of one Delta-level, one Epsilon-level and four Zeta-levels were killed without causing any significant levels of damage this year in the best showing of your Psyker Hunters to date.

The untainted major Psykers included one Gamma-level, eight Delta-levels, nineteen Epsilon-levels and forty-six Zeta-levels.
One thousand, nine hundred and eighty-two minor Psykers were located by the Witch Sniffers this year, increasing the total number of minor Psykers on Avernus by twenty-five percent.


Central Security Council- One of Jane's responses to recent cult troubles is to create a Central Security Council that will coordinate Avernus Security forces to a greater level then is currently the case. This will take up a lot of her time and the time of her Arbitrators when it is active but should greatly increase the efficiency of your security forces.

Jane has given the Central Security Council access to almost all of the information gathered by Avernus' intelligence organisations and the authority to coordinate actions carried out by all of the organisations. Close Watch- Another option that Jane has proposed for watching the Quartok is to openly post watchers in Malae. This will provide more information and have a far lower risk of causing diplomatic issues but will give the Quartoks the impression that you do not trust them and is less likely to detect hidden actions.

While Aryz and his people do not like your decision they can understand your reasons and will bear with your surveillance, for the moment at least. To begin with Jane has selected members of the police and Arbites to watch over the Quartok and is training them in everything that is currently known about the Quartok, their language and their culture. This will be essential knowledge for those given this duty as without it they will either miss important actions or be worried by meaningless actions.


Double Down: Deepen Spy Network (Vanaheim)- While you have a basic spy network in Midgard and Vanaheim it is not particularly comprehensive and does not extend much past local gossip. Jane has plans to change this by both increasing the number of agents that she has deployed and by trying to get some within medium security positions. She warns you that it would be a major diplomatic issue if her attempts to set up this network is detected

This would take half a decade, but would over double the amount of Advanced Material produced by the Avernus System, greatly increasing your production capacity on one of Avernus' few bottlenecks.

Explore Ruins – The ruins under Beirut while small may still contain archeotech and STCs which can have massive effects on the Nine Worlds. Tranth is certain that he can finish exploring the ruins in a year or two.

This year Archmagos Explorator Tranth explored the entirety of the ruin under Beirut and found several dozen miscellaneous STCs, that together should be able to increase your income by almost four percent. He also found a complete STC of a new variant of Basic Power Armour.

This power armour is designated Basic Power Armour Type IV: Scout and seems to be a less advanced, mass producible version of Recon Power Armour. Scout Power Armour is a light, low profile armour that provides a similar level of protection as Carapace Armour and a modest strength boost. The real advantage of the armour is its ability to switch between several dozen different camouflage schemes, its advanced sensors and comms as well as its ability to protect the wearer from most environmental hazards.

Saint Lin's presence in Alfheim continues to raise the planetary morale, with many who had doubts over the new Imperial Truth being reassured. He has also almost finished the reorganisation of the Imperial Church which is now far more of a charitable organisation, leaving many of its old duties to the planetary government.


Translation- The sisters of the Orders Dialogous are some of the few humans who are able to understand the Eldar language and are therefore able to translate the large amount of data that was gathered from the Dark Eldar on Fjol IV. The sheer amount of data means that it will take them a few years to translate it all but this is your best source of information on the rest of the sector for the foreseeable future.

This year work begun on translating the data gathered from the Dark Eldar on Fjol IV, with translated segments being immediately copied and handed over to the interested organisations. Currently Vanaheim, Midgard, Muspelheim, the Inquisition, the local intelligence agencies, and the Adeptus Mechanicus are receiving copies of the translated data. According to Saint Lin his sisters should be able to finish their translation in another two years.

Of the forty-five major Psykers who underwent the trials this year twenty-six passed, including the Gamma-level, one of the five Delta-levels, five of the ten Epsilon-levels and nineteen out of twenty-eight Zeta-levels.
The Gamma-level Diviner, is training as a Sanctionite while the Delta-level Pyromancer is training as a Battle Psyker.
Both of the Epsilon-level Biomancers are being trained as a Battle Psykers along with one of the two Telepaths. The Telekinetic is being trained as a Sanctionite and the second Telepath is training as a Neo-Astropath.
One of the two Zeta-level Biomancers, three of the six Pyromancers, two of the four Telekinetics, and both of the Demonologists entered training as Battle Psykers this year. The other Biomancer, the only Diviner, three Pyromancers, two Telekinetics and a Telepath are being trained as Sanctionites while the final Telepath is training as a Neo-Astropath and three Zeta-levels have been taken by the Inquisition for training.
Of the eight hundred and twenty-nine minor Psykers to undergo the trials this year two hundred and two failed. Two hundred and twenty-nine of those who passed are training as Battle Psykers, two hundred and fifteen as Witch Sniffers and one hundred and seventy-two one as Sanctionites while seventeen have been taken by the Inquisition for training.

Among the major Battle Psykers one Epsilon-level Biomancer, one Zeta-level Pyromancer, one Zeta-level Telekinetic and one Zeta-level Demonologists died this year along with a dozen minor Battle Psykers.
Among the major Sanctionites one Zeta-level Telekinetic and a Zeta-level Biomancer died along with thirty minor Sanctionites, twenty-three Witch Sniffers and a Zeta-level Neo-Astropath.

Neo-Astropaths: Receivers- Headmaster Ridcully has recently had the idea of using high level Diviners to receive the messages that Neo-Astropaths send. While they will not be able to send messages this will have the potential to nearly double the number of Neo-Astropaths that you can train, a major coup.

This year Headmaster Ridcully restarted his work attempting to train his best Diviners to receive messages sent by Neo-Astropaths. It took a while to get back to the level they were on before the preparations for the Assault on Fjol IV interrupted but work is now well under way. Headmaster Ridcully is now certain that it is possible but has yet to determine exactly how skilled or powerful a Diviner has to be in order to act as a receiver.

Evaluations and Training- Many of your Battle Psykers gained enough experience and pushed their powers enough that with a bit of extra training they will be able to qualify as Veteran Battle Psykers. Primaris Xavier is ready to put the survivors of Fjol IV though a series of evaluations to determine who is ready and training to prepere them for their new rank.

We won't need to codify much - at most we might add a line about trade goods needing to go through an approval process. We don't need to go into too great of detail to codify everything.
That's pretty much what I had in mind, actually.

1. The Eldar have more advanced cardiac and neurological systems than humans. They have vastly higher reaction speed and agility compared to humans, to the point that humans seem to move in slow motion and with a certain degree of awkwardness. Their natural lifespans are significantly greater than that of humans. They have a larger number of psykers proportional to their population as well (and generally more powerful on average as well), excepting the Dark Eldar who had to cut that out due to their connection to Slaanesh. Physically and mentally, the Eldar outclass humans in the vast majority of cases.
Physical and psychic characteristics are not what make a people great. If that were the case, the Orks would be considered the premiere race of the galaxy (though in one Eldar's opinion they are). They are genetically predisposed to incredible arrogance and their plans for after they conquer the galaxy are just to reign supreme and keep the other races down. They have also reached the end of their evolution meaning they can't go beyond what they already are. While the Emperor has guided humanity since before civilisation, he can see that it's possible for humanity to reach a point where he is not needed and they can survive on their own. The same cannot be said of the Eldar who seem to require gods in order to achieve and retain greatness.

2. You are focusing entirely on the Eldar's fall and not enough on how they got there. Do you know why they got so bored and dedicated to pleasure cults and the like? Because they were on the top of the food chain for millions of years. They were the dominant species in the galaxy long before modern man even evolved and harnessed fire. Their technology was greatly superior to even that of DAoT humanity. If the Eldar Empire had wanted to, they could have kicked the crap out of the DAoT humans and sent them all back to the stone age. In those millions of years of undisputed dominance they only fell once, but even what remained still was a very powerful group able to influence the entire galaxy.
The Eldar Empire reached their power after millions of years of existence, giving them a massive head start on humanity. They reached the end-point of their evolution a long time ago and they were incredibly advanced in terms of technology. They had multiple gods (as well as the Old Ones) to help them and without Chaos in a frenzy to challenge them. Despite all these advantages, they still fell to their own failings and required the creation of yet another god just so they wouldn't die out.

Humanity? Only been out in the galaxy for tens of thousands of years, and their galaxy spanning civilization has already collapsed multiple times, and they pretty much have never been better off for it. This latest collapse is due to them creating a Chaos God of mindless obedience and tyranny. I suppose you might say that humans are better at creating Chaos Gods, since we made one faster than the Eldar did, but that's hardly something to be proud of.
Despite being a civilised race for only a few tens of thousands of years and just emerging into full sapience, humanity managed to conquer the stars and usher in an era of peace for the many warring xeno states that inhabited the galaxy. They went beyond scarcity and possessed at least enough technological ability to light an entire section of space lightyears across on fire. They did this all on their own in a speck of the time the Eldar have been alive and without the aid of powerful gods to help them.

The first time they fell it was because of the mistakes of a civilisation that was only powerful because it had the luck to come first and for trusting too greatly those they had suborned and uplifted. However, it only took them a few thousand years before they picked themselves up and once more became the prime galactic superpower despite Chaos gaining a new god and actually becoming active. It was only because of Chaos that they had been forced to stagnate and - I'll remind - it was because of the Eldar that Chaos became such a huge, all-encompassing problem. So despite half of humanity's prime military force being corrupted and fighting against the other half, mankind's empire survived another ten thousand years despite being attacked from all sides by enemies old and new, using only scraps of their prior greatness and without the help of any gods.

Finally, there is mankind's greatest creation: the Emperor. It took the Old Ones an entire species worth of evolution to reach the state of god-like being that had taken humanity little more than a hundred thousand years to reach since the beginning of their species. The Eldar never managed this goal, the closest approximation being Ynnead which took many more psykers of greater power than the shamans and resulted in a mere warp god. The Emperor is becoming a god and that is mourned because it is a lesser state of being than what he once was: the final point of evolution for the human race. Not a god, just a great human.

Mankind's superiority over others is well founded. It certainly has a large amount of flaws but in the end its virtues far outweigh - or have the potential to far outweigh - any of its failings. This is even before counting humanity's destiny to become like the Emperor. It is not mindless faith to believe in humanity. Humanity is the greatest species in existence, not perfect, but great enough that we should not consider ourselves lowly or mediocre.

Isn't Muspelheim the one with the moving cities? Are they going to space in those things? That prep is making me suspicious.
 
I meant to imply that they were all horrible and it was possible that one was worse then the other but hard to judge
Honestly though I would still put humanity above the other races in terms of having some form of morality. There are plenty of examples of humans in 40k willing to at least give diplomacy and cooperation a chance than most other races.

Plus on the whole, the average human is not evil in anyway. The Imperium and it's institutions are fucking evil in many ways, but the average person in 40k is likely just trying to survive and take care of their family. That is honestly why I'd put humanity above the other races in the setting since the average schmuck just wants a normal life.

Physical and psychic characteristics are not what make a people great. If that were the case, the Orks would be considered the premiere race of the galaxy (though in one Eldar's opinion they are). They are genetically predisposed to incredible arrogance and their plans for after they conquer the galaxy are just to reign supreme and keep the other races down. I think it has more to do with increasing threats to Trust worlds. After the Dark Eldar of all things tried to set up shop nearby I would be getting nervous too. With the damage the Navy and assorted ground troops they might be worried that any relief forces could take much longer to muster, so decided to make sure the cities could survive extended sieges.
