Obviously the first thing the Diamond Sharks should put up for sale is an extremely cheap AC/2 platform (The Pic is kinda related, I just really like the look of the XM800T and wanted an excuse to show it off).

We are more interested in trading for knowledge or materials. Do you have stronger materials than Tunguskite?

For reference Tunguskite is to steel as steel is to iron and has energy ablative properties that steel does not. While this makes it a poor conductor it makes it ideal for armor plating. . .

Well, we do have Ferro-Fibrous, but we aren't selling that to just about anyone however, at least not yet. Our standard armor plating is an extremely light, and extremely tough ablative design that you might find useful for improving upon the survivability of your designs. Perhaps we shall have to do some testing with this Tunguskite at some point in the future.

So. . . a last second midnight change of heart and a diceroll now means I'm running the Soviet Union (or at least an army of the Soviet Union from some alternate universe anyways). Uh, well, this is interesting, to say the least. Anyways, I'll probably create an entirely new army list and then either let someone else take the reigns of the Sharks or give them to @Mental Omega so that he can do what he wishes with them.

Excellent I'll get something up today, hopefully it will clear up any confusion regarding things like the Emerald Nightmare and all the various demons I have access to.

Also i'm going to edit my unit selection, because I realize that I forgot to include the Void entities like the Void Revenants and the most powerful of all the Void Gods.

Introduction
Outer Heaven, the army without borders is a dream, or more like an interpretation on the final dream of the Boss. It envisions a sovereign state where soldiers are no longer tools to execute the whims of the government but allowed to fight for what they really believed in. It's a charming utopia for all the people who grew disillusioned by the Cold War. It was created by the former USA elite soldier and special agent Snake who subsequently also accepted the title of Big Boss. The main front of Outer Heaven was always a large private military organization that can offer its services to any country for the right price, actually the original interpretation Milites Sans Frontieres (Army Without Borders) served as the basis for all modern PMC. Unfortunately MSF grew too big too quickly and before they realized they had become a thorn in the world's eye. After a surprise attack on Mother Base they had to move. Throughout the remainder of the Cold War they were moving from place to place, avoiding their enemies while participating theaters like Africa and Afghanistan. All the while fighting Cypher a shadowy organization with aims to secretly control the entire world. 1989-90, the Cold War ended. Using the chaos Big Boss established a small nation on a freshly built artificial island and officially declared themselves Outer Heaven. His forces steadily grew but so did the influence of Cypher, being no longer bound to the Western Bloc. Their days were numbered and Big Boss grew desperate. He began building up a stockpile of nuclear bombs, the one weapon he always loathed, to serve as a deterrent. Then in 1995 a young Foxhound agent oblivious to the global conspiracy at play had infiltrated Outer Heaven, prepared to neutralize a dangerous group holding nuclear weapons. In reality he was manipulated by Cypher. Solid Snake almost succeeded destroying Cypher's nemesis but Big Boss told him the truth in the last minute. Convincing Big Boss how wrong is to use nukes to threaten the world they decided to work on an alternative. One day Mother Base's wormhole researchers managed the impossible, they opened a portal leading to another dimension. Big Boss decided to take the risk and using the majority of their nuclear stockpile as an energy source they transported the entirety of the island Outer Heaven to the world of Xarmazdarik.

Overview
This is an alternate universe version of Outer Heaven from the Metal Gear franchise. The main divergence is around Ground Zeroes but even before that there are bits which changed. Most of the characters involved with Big Boss or Outer Heaven are part of this faction, a definite change of convenience but I can't help it since having a diverse cast would be pretty fun. I also took liberties for enforcing a more stricter continuity, including in terms of tech.

Outer Heaven itself is situated on an artificial island at least 20 miles in diameter (likely at least twice of that). It has genetically engineered flora and fauna because fuck knows why. The island is heavily fortified which is why it's also called a fortress nation. Aside from the main island there are also Forward Operating Bases built on large oil rig like struts (akin to those sen in MGS5). Outer Heaven's population are almost exclusively soldiers. There are some civilians as well the family of the said soldiers but aside from that none. It's an ongoing joke among fans how the nine hells Outer Heaven manages to support themselves or build stuff. They just do and rather impressive at that. 30,000 soldiers somehow built well over 50 top of the line borderline sci-fi MBTs and did it while working as security guards in shifts. Oh, and there are also tons of war orphans undergoing military training. Because apparently that's the way Big Boss wants those kids to live (though this may be retconned). So yeah, they are somewhat ridiculous at this front. Please bear with me.

Perks

Army Without Borders: Outer Heaven can recruit soldiers from other factions to bolster their ranks. They can either volunteer after hearing tales about Outer Heaven or often being abducted by operatives and convinced to join for Big Boss' cause. The latter's success and time it takes depends on how plausible it's to convince said soldiers and on the fame they acquired. Unintelligible, hive-minded creatures and such cannot be recruited unless some means are developed for it first. Until convinced to join the abducted soldiers stay in confinement cells and can be rescued by their peers.

Spy Fiction: Outer Heaven is surprisingly adept in intelligence and infiltration. They are more successful in spying and defending against them. This is especially true when they send special operatives to infiltrate a highly guarded place. They also have tons of convenient gadgets to aid them.

Personal Reality: Many soldiers (especially hero units) are possessing the mysterious ability to slightly bend reality to their beliefs. This is most frequently manifested in their inconsistently surfacing superhuman abilities but other minor effects also occur due to sheer belief (Vamp gained vampiric abilities because he thought himself as one). Worth noting that robots piloted by soldiers can also share some of the benefits. Willpower is an essential quality for the best soldiers in Mother Base and it has rather obvious benefits. As said these effects are not fully consistent and ultimately limited by the "common sense" of the soldier. For example a bullet can pierce the skin of a person with superhuman durability but fail to penetrate a steel plate. Only because the soldier knows handguns can't shoot through steel while does not believe in superhuman toughness. Even this kind of reality altering has ultimate limits thus it cannot be abused like an NLF.

Drawbacks

No National Ties: Outer Heaven is called a military nation but it's hardly a legitimate country. That and their military-centered policy could make diplomatic relations with certain factions more difficult. Most importantly Outer Heaven wishes to stay out of any large alliances and prefers to take no sides unless it's about their own moral views. This neutral yet frequently meddling attitude can give them enemies rather quick.

Military Nation: Outer Heaven is a fortress democratic military utopia which focuses mostly on their soldiers. As such their developments are almost exclusively military oriented with the rest being strangely backwards. Similarly since most of the population are soldiers they are struggling to maintain food and resources without trading with other factions (or perhaps stealing from them).

Mixed Bag: Outer Heaven's soldiers are gathered from all corners of the Earth. In the near future it may even include members from the countless different factions of Xarmazdarik. As such while overall the soldiers like Big Boss and almost fanatically devoted to him, there's still a silent minority who are far from satisfied. These people may cause trouble, rebel or become moles for other factions. In addition conflicts between different cultures and ethnicities are occasionally a concern and require active action to prevent them getting overboard.

Made an adjustment to my army list by adding 50 Void Gods to the Great War Engine section. For those of you who don't know a Void God is the end result of a Naaru (a being that is a physical incarnation of the Holy Light) losing it's light and falling into darkness becoming creature that consumes the light from all those that encounter it.

Suffice to say they are dangerous and probably my main Anti-Holy unit. There is admittedly one major issue as sufficient holy power can restore them to their Naaru form, thankfully for me "sufficient" is a coalition of the most powerful priesthoods on Azeroth (including uber priest Velen), 2 Naaru and a player character wielding an artifact level weapon conducting a ritual on sacred ground.

For instance, if you were to capture a Cabal legionary, would you even be able to/need to understand its language?

And if you could, would by "loyalty beyond death" perk counteract your attempt to sway that soldiers loyalty?

It'd be extremely difficult and would likely require my leader to build fame enough to overshadow your faction or something along those lines.
Your loyalty is built upon traditions and personal magnetism. These are indeed obstacles but not impossible to overcome.
Anyways, whether I succeed converting some of your people or not depends on the GMs. So I can't say much beyond "it'd be extremely difficult but there's a faint bit of possibility".

Think of it like this, everyone can try to capture and recruit enemy soldiers, just as everyone has the chance to have their soldiers resist changing sides. The difference here is that Army Without Borders would give them a bonus to the recruitment angle, and Loyalty Beyond Death could serve as a means of boosting your soldiers' defense.

So long as a trait can be rationalized, it becomes a matter of what is the chance of it properly impacting this action.
