I finally managed to defeat the dragon of procrastination.

Unfortunately this dragon has a healing factor so it'll probably be back.
 
And this is the moment where I will gladly point out that the vast majority of Chimera's forces are several hexes away near me.

    Doesn't look like it. Then again, he can just have a notice saying : "Current forces at 150% of initial strength."

    Probably easier on the mathematics, since then he'll just have to edit Civilian Numbers to 96,000,000.

    Or are they meant to assist the farms?
     
    Because mental expanded their outside territory

    It's not important for you since they largely expanded around the area you in. the diplomatic borders did shift, but your territory is still effectively no man's land.
