32 missing Nukes would have people panicking on both sides. Countries would be securing their stocks and even America in a civil war would want the nukes secure and counted to make sure that they are all present and not missing.

Again, most of them are on trucks. Trucks are dispersing, and in the chaos of the civil war, some get lost because the original crew gets slaughtered, or stashed in a tunnel and it gets sealed off explosively.

Night_stalker has the right of it. Things were hectic and chaotic at the start of the civil war, and they haven't really calmed down since then, leading to a lot of initial confusion and scrambling from everyone. Which includes the CCP trying to get the nukes away and hidden so that nobody can use them, while Free Tibet and the NLA tried to get them so that they could force a stalemate at nuke-point should things get utterly wrong for them.
Which led to nukes getting..."lost" within the chaos and fog of war.
No, you gave control over to the CCP after establishing order. You are fighting to keep them in power, after all.

Sertiously, look up how much hell we had in Gulf War 1 and 2 finding SCUDs, and that's in a lot smaller of a desert. They have a lot more room to play with, in addition to all the tunnels.

I wonder where all of those unaccounted for nukes are? There isn't really a point in having a nuke as a deterrent if no-one knows about it, so they must be sitting somewhere waiting to be found. There could be thousands of events that could hide a nuke for a long time until someone finds it while digging their garden.
I just hope some scrap dealer doesn't break one open and irradiate the Yellow River.
