On Starro I won't say that would be a spoiler.
On Hug and Teddy, I can give some info because there's little chance it come up in the story.
While they could heal the Mind of Quarrel, to a degree. It would require constant and permanent application of their powers to make it stick, simply because she would still have the voice of the previous Butcher whispering (or shouting) in her brain and undoing all the work.
So until Alex (or someone else) finds a way to block access tot he Shard, remove her power, or similar, the best thing to do would be to put her in a coma. Or a time stop bubble.*

*Yes, I'm aware that word of god said that this wouldn't work because the Shard would rule that as death. But I disagree with the judgment, simply because for a Shard a century or more is nothing. And it's my quest.
Why was Alex immune to pain and rage inducement again?
Yellow is the one responsible for that. Its anti-force bubble protects against force-like powers, mainly Master powers, direct telekinetic manipulation, an a little from precog depending on how they work.
I consider both madness induction and pain induction to be some form of Master power. It sounds exactly like something a Sith could do.

If you didn't know, Starro takes on the protections supers have against their own powers, it's why Superman flying into icebergs or Martian Manhunter phasing doesn't get them off their heads, so putting him on the Butcher would protect him from the explosive teleports.

Does immunity to blunt damage applies to explosion because you could just try to wrestle the butcher and get teleported along and just withstand the booms, I mean what does the butcher has that would damage something that would bypass its explosions

it's actually a very bad move on the butchers part to grab anyone, strikers are some of the most powerful capes, and she is specifically a teleported with a bow and arrow

in a way the corny intro might have help, undreadge a previous butchers memories of getting ass whooped by mouse protector
 
Too bad we aren't good enough to call in some of those sealing Pandas to see if they could seal away the extra Butchers, or at least access to them....

They take control of their hosts powers when they attach themselves to one, it's why a New God like Birta couldn't just overpower the one on her with Superstrength at first. Kai-ro's shield was off when it latched onto him so nothing of note there. Warhawk didn't have the strength to tear through the one on him with just his talons, something he has done to Apocolypse Warbots easily. Later on, in the fight against the possessed JLA members, Terry shocks a whole swarm with his suit, and yet when he does this to Aquagirl she just shrugs it off, Atlanteans' are resistant to the shocks of electric eels, a little-known fact from the old comics that shows how it protected the Starro in this instance, only when that boulder knocked her out did they get it off with Supermans help.

I was wrong about Martian Manhunter, I knew about the comic where he fought Starro alone and was taken but I was unaware about how he did it to himself, and who would expect a god damn coloring book to be the only example showing that his phasing worked to get them off?

As for my Superman example, in Batman Beyond when Superman chases Batman he busts through ice without anything to protect it from debris and was affected by the Kryptonite just like Clark was, so weakening Clarks powers weakened the Starro as well. I couldn't find video of the fight before where he was knocked out, so I suggest finding the episode for yourself if you want a look, it's Season Three, Episode Two, The Call part Two.

Though most of this can be taken as conjecture, showing is better than telling, so seeing these heroes subdued by just being in contact with these creatures is enough proof for me that they take on aspects of their hosts powers to protect themselves while connected, but only those aspects that prevent the host from hurting themselves with their powers though, they can't suddenly sprout laser eyes from being on Clark or create Lantern Constructs without a ring.

In that situation, the Butcher is starting to get more than a little frustrated. It's not often that she encounters anyone that could counter her so perfectly. And even more so because she know that Compendium is doing so effortlessly and while he's limiting himself because he doesn't want to kill her.
After seeing him no sell all her attacks, she reached a point where she's willing to ret unusual avenues of attack.
We'll see how it goes in the next chapter.

I'm not sure what you mean. The Non-Lethal power is absolute, all damage dealt by his partners (including their weapon form) cannot kill or cripple. But if an attack that does not kill you send you flying into a pool of acid, you'll still die from the acid. That's what Alex is concerned about. Particularly with all the other Parahumans on the field. If Alex managed to put her to sleep the others might see it as an opportunity.
Bakuda might believe herself too smart to fall to the Butcher's insanity.
Lung might believe that Oni Lee's loyalty would allow him to ignore a few voices in his head.
Vex might decide that it's better to become the new Butcher to prevent her capture.
A lot of things can happen.

Anyway, a nice selection this time.

Details:
-Controlled Reproduction: You can allow your summoned creature to reproduce either with other compatible summoned creatures or with normal beings. You do not have any specific control over the resulting offspring, but they start with a favorable impression of you. In addition, you can double the growth rate of any such offspring until they reach adulthood.
Note: Fair Warning this one may see much use before a looong time. The biological creature requires compatible partners and some gestation (double growth rate does not equal instantaneous). And then there's the prejudice against biotinker in the settings. Concerning Mechanical creatures, it's easier but still time-consuming and not viable for all of them.
-Copyright: Your creatures cannot be forcefully controlled or copied by others. They cannot be cloned, reversed engineered, or mentally dominated.
Note: Pretty straightforward this one. I just want to specify that you can allow them to be controlled if it would be advantageous. So Taylor could still use our bug partners.
-Creature Acquisition: You gain the power to add willing creatures you encounter to your pool of summonable creatures. To do so the creatures must recognize you as its superior, it can be because you tamed it, because you defeat it and it agrees to serve you, or similar situations. Once made this decision is permanent and the creature becomes a companion (see the companion power for more detail), should it die it loses the companion statue and became a normal summonable creature.
You cannot use this ability on a humanoid creature.
Note: Worm is not the best setting for this power but a few candidates exist.

There are various ways that Jack's power has been interpreted. For my part, I think it's not straight-up mastery it's more that he can request data in real-time about a parahuman so he always knows what to say, can react to their attack before they even start doing them, and so on.

Shard: A Shard directly no.
Dragon: No, but only because it's not a direction I wish to take for the story.
Siberian (or similar projection power): Yes, but you first need to find and neutralize the parahuman and then touch its head to "absorb" the Projection. At this point in time, the parahuman loses the ability to use that projection (but if they have others they can still use them.) Eventually, a second trigger could allow them to regain their power but it would manifest differently.
