I'd prefer a light or medium lance turret instead of a third prow. 2 prow lances are good enough for a frigate, and I'd like a turret so it can shoot at hostiles that aren't directly in front of it.I feel like this could be a decent Mk 2, though Sniper is probably a better name for it than Artillery. Might be better to swap a Prow Lance for better shields and more Equipment though, we'll see what happens.
I've been presuming it'd work best as part of a fleet, with other ships able to wear down the shields so this one can then snipe them.
You'd have a point if they were intended to be used by themselves, but these are frigates, if they're fighting all on their own either something has gone wrong or you didn't have enough ships to begin with. Think of them as support ships that stay off as far away as possible and snipe at targets that have already been weakened, and if any hostile a get close that's when it's time for them to fall back, and shields are better for skirmishing than armorSo having three very powerful, individual attacks, means it's useless against anything heavier than a destroyer because it doesn't have the Rate of Fire to overcome more than maybe one or two Void Shield ranks before they refresh.

No. They work on the line of "Inflict X Damage before Y Time allows the generators to re-establish the field and depleted/overheated energy/machinery."Void Shields excel at Just Saying Now to individual, very powerful attacks. They functionally work by going "I must receive X number of attacks in Y window before any further attacks get resolved, all below that threshold are negated".

Definitely seems like a civilian industry milestone upgrade.Integrating imperial planets does seem like it would strain anybody's resources.

I think it will get cheaper as the Federation increases with scale. We just need to get more massive with more planets under our belt where integrating places that aren't Hive Worlds or Forge Worlds become trivial.Will we get a research option to make it cheaper?
