So to do the unofficial math, we have to think, where would we categorize some of these things? Repairing the Station and clearing out the Dark Ritual stuff seems like it helps everyone, so I'll count that as Everyone. Obviously Uniting the Faith is Faith.
Next round we do the Economy, which I think we can say is purely Civilian, get the Military set up, there's a Military, and help the Chapter.
Next, we finally do a Choir action (making the Symphonium), do a Void action (new category, starting scouting) and another Chapter action.

Don't get me wrong, I also want to get our education system up and running too. As that would most definitely put us a couple steps ahead of the average Imperial (most of whom aren't getting an education besides those that are a part of noble houses). So yeah, a nation with most of its populace educated would help us improve by leaps and bounds. Especially as that would hopefully lead us to eventually getting actual engineers and specialists without needing to try and butter up to some rogue Tech Priests. The plan I'm making next turn is going to be including The Great Education alongside Motive force to get maximum education benefits.
But with Have Faith, that gets us more Rep with the Lamenters, meaning that when we do come to blows with the Imperials the Lamenters might be more willing to aid us rather than turning on us (another thing to note, despite their bad luck, The Lamenters are one of the best Chapters for defending people, given they're compassion is seconded only by the Salamanders). Not to mention saving the Imperials on the Moon will bet us a higher population, thus giving us more numbers (though that'll also mean having to take Food Production, but that's a sacrifice I'd be willing to take).
...when exactly are we going to build an army to deal with our entrenched Psykana problem? I'd rather wait on the Motive Force until we have more educated people who can be part of that.
