Um...yes? That's what I thought, and it doesn't line up with the title lines. You're saying that the culture that persists is the one that grows weaker which...isn't what those words mean, especially with the context you've just added. Hence my being rather confused.

I mean that the culture which persists is the one that gets relegated to the #2 spot, the other one becoming the main culture of the nation.
 
We need to remain 5/5 Iconoclast. The 5/5 bonus is that our Development is harder to do but it applies universally across our systems. So instead of only a few of our systems being excellent places to live with fabulous medical care and military production all of them are. If we give that up we lose a lot of what makes us so incredibly tall.

Obviously, I will fight tooth and nail for keeping our core Iconoclastic values.

We did not go through whole quest with this ethos just to throw it away at last moment for some mild improvements.
