I don't see why new chapter is so popular. Would rather speed run Droma VII to get rid of both nulls instead of half assing it and only getting one industry out of null.

as it is we are always gonna be behind in our action economy but is there a way to permanently(at great cost and time/unique circumstances) to either get more ap or have some projects progress passively

To get the Lamenters to be fully effective when we go after the Orks we'll probably need to Design and build for them a proper Space Marine supporting warship. With significant boarding and assault capacity and focused on delivering the Space Marines to their targets.

Probably a light cruiser with a lot of speed and armor and launch/assault bays eventually. Basically a light strike cruiser
