You don't know if scouting the place will be part of the adventure themselves or if will be a National Action, you don't know any of the details of how it will go down cause it's STILL NOT TURN 3 and need to wait for it to get there.
Like I understand wanting to have the option to scout from now but relax. We mostly know what we ares doing, we aren't locking you out if pulling cool heist time, smashing time or legal way, depending how you wanna go about it.
Just the first 2 will be more "happens on the same turn as adventure."

As far as we know stuff like Mecha Knuckles, Tails Doll or even in this case Rusty Rose are something he doesn't seem to mind.

It's difficult to find out what Metal thinks since not a lot of personality is show, it's totally okay he be the silent enforce of dr. Eggman since works way better when we don't know what he's think and his true opinions about things around him except for the obvious.
Characters from Pre-SGW would no doubt be surprised to find about Metal Sonic is a independent AI instead of being another replaceable Super Badnik.
