The funniest thing is that we have left Rusty in the backburner cause we repaired Metal turn one.
Lit the only power action she did was to set up the perimeter and thats it.
We have told her to get twice in actions that she is really not well suited for.
But well as they Say hindsight is 20/20.
At least she Will be useful for any power action since we Lost Metal and probably won't get him back till turn 7 if the dice screws us

We have not been using Rusty really well to be honest. I think it most likely didn't help that we didn't exactly got the egg. council memories which might've influenced our decision a little bit.

Tokyo-To is a much more "mundane" threat level, like the bad guy is not that much different from Dr. Eggman in some weird way. He has affections to his robots, that the downright call them "sons", wants to dominate the world with a macguffin and brainwash everybody in submission. Eggman even try to do that in Colors and X!Eggman was almost successful in doing so with his Sunshine Balls scheme, in Future he has robotic enforces to enforce his will and use his megacorp to fund his world domination plans.
He's even a bit eccentric as well, like in final boss battle in Future he call himself a DJ and his machine was made with a DJ interface on mind.
Well Rusty provide a connection to Sonic Prime aka the Paradox Prism.
Like I am 90% sure that magic rock was the thing that cause the Shattering in the first place so there was a reason to get her.
Speaking of Metal Sonic, I am almost convinced Dr. Eggman put a spy camera with tracker on him in case he end up tacking by the Zeti by insistence of Sage. So eh will know where the scientist that reprogram his badniks is located plus having the perfect spy among they ranks.
The trouble of fighting Dr. Eggman it's that the guy literally think five steps ahead of you when he's proper motivated.
We do have the option to upgrade her to make her have 20 in Brains. Like she's a good assistant to Eggman, just need to get her the proper upgrades.

Not that simple. Mother Qualia itself is pretty much sentient. Think of it as a Magical Supercomputer with a Human Suffering Measurement tool that says "If Suffering is This much bring down the moon".
Eve singing can force the moon to float in Earth's orbit.
She also needs to be 'tuned' which only the Conductor can do to be able to move past her negative feelings.

There are Six Qualias outside of Mother Qualia.
The five Witches Qualias of Water, Wind, Fire, Earth, and Time.
And the Sixth Qualia.
The Conductor's Qualia.
also there is potentially a 5,000 year old immortal woman running around that comes from the Ancient Civilization that made the Mother Qualia in the first place.

Like I expect Goji and Dr. Eggman get along well if they meet in the right circumstances, heck I imagine they would even engage in a professional rivalry over who gets to rule the world first.
Like Archie!Eggman and Willy get along well, however Willy was turn off by Archie!Eggman more murderous and destructive tendencies and the whole friendship/alliance fall apart. While in Sonic&Mario Olympic Games he's friends with King Bowser.
So you can say Dr. Eggman get along well with eccentric egomaniacs that use technology to further they own goals. Like WoG even say that despite being a millionary he still feels disconnected from society and wants to "posses" something which is what the Rudies already have.
Edit: Also, at least his Future counterpart, Goji is someone that envy the citzens freedom and various forms of self expression
