It's a high tech city from another universe that by definitation is impressive by the sheer novelty of it.
Specially since only he around goes building these type of places in Sonic games, cities there resemble RL, so he could be curious to see how that type of city works.

I Dont think that will work, shell companies work if the society is very free and not at war ready, the empire is not free and most likely have state companies requiring companies to register to the central goverment
